Performance Work Statement for a Part Time Media Specialist III Services
1. SCOPE
The contractor shall provide part time, communications/journalism/social media assistance to the International Institute of Tropical Forestry program areas of State and Private Forestry (SPF) and collaborate with International Cooperation Programs(IC), and Director’s Office (DO).
The Contractor will report to, and be supervised by the SPF Program Manager.
The Contractor’s assistance to International Cooperation Program and Director’s Office will be coordinated and approved by the State and Private Forestry Program Manager.
The Contractor shall be responsible for the following:
1. Developing press releases, success/activity story boards, and technical fact sheets about SPF, IC, DO projects, and other special activities and initiatives implemented by our partners and collaborators.
2. Developing, managing and providing information to social media platforms (IITF
Webpage, Facebook, Instagram, Twitter, etc.) for SPF, IC, and DO project activities.
This will include projects and special initiatives related to the following programs:
Forest Health and Protection, Urban and Community Forestry, Forest Stewardship, Forest Legacy, Community Forest, State Fire Assistance, Volunteer Fire Assistance, Conservation Education, and International Cooperation.).
3. The Contractor shall work with State and Private Forestry Programs and
International Cooperation Program Managers, Coordinators, partners, and cooperators contributing technical expertise to network and share information in order to complete specific job assignments.
4. The Contractor shall assist with the organization, promotion, and implementation of
IITF-SPF technical events/activities.
5. The Contractor shall disseminate project information to cooperators and partners.
6. The Contractor shall use Digital video, photographic and voice documentation of field activities, interviews and projects as required by the task objectives.
Note: Articles and products related to Hurricane Recovery Efforts are a priority as this position is funded by Hurricane Supplemental Funds. Strict reporting protocol has to be in place for the accountability and justification of use of supplemental funds.

3. Technical fact sheets about SPF and IC projects and activities.
4. SPF and IC graphics files and photo bank organized.

6. Other products as assigned.
The International Institute of Tropical Forestry retains ownership of all materials developed under this contract and will be credited on all materials produced and presented under this contract including and not limited to publications, fact sheets, written material, videos, photographs, and other related products.
3. POSITION LOGISTICS
1. The Contractor will report to the State and Private Forestry Program Manager (SPF PM) and collaborate with International Cooperation Program Manager (IC PM).
2. The Contractor will discuss and agree upon a work schedule with State and Private
Forestry Program Manager.
3. The Contractor will be responsible for submitting products for approval of SPF PM, IC PM, and IITF Director’s Office, as well as, the US Forest Service, when necessary.
4. The Contractor will provide advice and technical expertise to SPF and IC staff and partners.
5. The Contractor will utilize office space, computer, internet access and telecommunications equipment provided by the IITF-IC office and could possibly work remotely when necessary with advance written approval from the State and Private Forestry Program Manager.
Note: Computer, digital recording devices, digital camera equipment, and software currently on site are available for use by the contractor under supervision of the State and Private Forestry Program Manager.
Additional expenditures for equipment software and supplies will be decided on a case by case basis by the State and Private Forestry Program Manager.
Each invoice shall accompany a progress report. The time sheet/progress report template will be provided by the State and Private Forestry Program Manager.
The State and Private Forestry Program Manager will be the official for requesting progress payments and any modifications to this contract. The Contracting Officer shall approve and execute all contract actions including progress payments and modifications.
4. ADDITIONAL CONTRACT TERMS
a. Contract duration: 18 months with an option to extend services for 6 months.
b. THIS IS A PART TIME Media Specialist III position. There will be1800 hours scheduled over the 18 month period contract, more hours may be added contingent on funding and the government’s needs and in accordance with FAR 52.217-8. An option to extend the contract for an additional six (6) month period may also be exercised dependent upon funding and the government’s needs and in accordance with FAR 52.217-9. Scheduling will be on an as needed basis to be determined, with an average of 20 hours per week at a minimum.
c. The performance work statement and deliverables may be modified, as mutually agreed upon, in writing via a modification to the contract through the Acquisition office.
d. The contractor will be paid at the Service Contract Act prevailing wage determination for a Media Specialist III. The wages will include, wages and the monetary equivalent for fringe benefits as prescribed by the Act.
5. SOURCE SELECTION CRITERIA
It is in the best interest of the Government to pursue this procurement as restricted to local businesses on Puerto Rico to help promote the economy for the local citizenry. It has been determined that there is enough prospective local competition to qualify this procurement as full and open after exclusion of sources, through historical data.
The proposed contract will be awarded to the Offeror that represents the best value in which the Government may consider awarding to other than the lowest priced Offeror or other than the highest technically rated Offeror. Therefore, the initial offer should contain the Offeror’s best terms from a price and technical standpoint. The Government intends to award without discussions; however, the Government reserves the right to conduct discussions, if determined necessary by the Contracting Officer.
6. BEST VALUE
The basis for award shall be to the Offerors whose proposal, conforming to the solicitation requirements, is determined to provide the “best value” to the
Government in terms of technical merit and price. The “best value” may not be the proposal offering the lowest price, or the proposal receiving the highest technical rating.
The Government intends to award a single FFP contract resulting from the solicitation to the responsible Offeror whose proposal conforming to the solicitation is considered the most advantageous and presents the “best value” to the Government.
The following evaluation factors will be used to evaluate each proposal. Award will be made to the Offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors described below:
7. EVALUATION CRITERIA FOR VENDOR SELECTION
A Technical Evaluation Panel (TEP) consisting of a Chairperson, and panel members comprise the Evaluation Board. The Board will make the final decision for Vendor selection and award. The Board will be comprised of at least 3 people and no more than 5 individuals. The Board will rank Offerors within 5 business days from the date of receipt.

9) for a Media Specialist III incorporated into this solicitation, 1 being in accordance with the wage determination and position listed in this paragraph.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.213-2 Invoices (APR 1984)
The Contractor’s invoices must be submitted before payment can be made. The Contractor will be paid on the basis of the invoice, which must state—
(a) The starting and ending dates of the subscription delivery; and
(b) Either that orders have been placed in effect for the addressees required, or that the orders will be placed in effect upon receipt of payment.

Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days.

(a) The Government may extend the term of this contract by written notice to the Contractor within 60 calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 10 calendar days before the contract expires. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 2 years.
