STATEMENT OF WORK
Post Hurricane Urban Hazard Tree Assessment as an Urban Reforestation Planning Tool
Data Analysis, Reporting, and Field Guide
Caribbean Urban Hazard Trees Field Guide
1. SCOPE
The purpose of this project is to use data obtained by the implementation of a Level 1 assessment to identify defects and specific hazardous conditions in urban trees that signify imminent and probable tree failure in public urban locations such as plazas, parks, and recreational areas. Data will be use to then abate and mitigate likelihood of failing and protect lives and properties and to create a field guide that includes important technical information on the assessment and management of trees after a natural disaster and using areas evaluated as case studies. Publication will be prepared to provide guidance and technical information to the public in Puerto Rico and the US Virgin Islands.
Background and Justification
Puerto Rico and the US Virgin Islands suffered impacts of Hurricanes Irma and Maria, fourteen days apart. Irma, a category five hurricane, blasted the United States Virgin Islands, particularly the islands of St. Thomas and St. John and caused significant damage to Eastern Puerto Rico.
Maria a category four hurricane, few miles short of a category five, passed fifteen miles southwest of the island of St. Croix and made landfall on Puerto Rico. Forests and infrastructure experience significant damage caused by high winds and heavy rainfall. Hurricane impact to urban trees is evident as many trees failed and other show major structural defects.
A tree is consider a hazard tree when the failure of one or more of their parts results in property damage and/or personal injury (Matheny, N. and Clark J, 1994). Managers and municipal authorities have the responsibility to identify and address hazardous situations and provide appropriate tree care to mitigate risks and provide for citizens’ safety. This exercise should be considered and implemented after a major natural disaster, construction, pest or disease, or any other external event that affects the integrity of the urban trees.
The International Institute of Tropical Forestry serves both Puerto Rico and the US Virgin Islands and is responsible for State and Private Forestry (S&PF) as well as Research and Development
Programs in this sector of the Caribbean. The Institute delivers all State and Private Forestry
Programs, including urban forestry, to these governments, conduct research through two experimental forest and other research areas scattered through the islands, and through collaboration with the Forest and Inventory Analysis Program of the Southern Research Station.
2. DELIVERABLES
Field guide as described below to include information collected on the field during the Level 1
Urban Hazard Tree Assessment inventories and worksheets for all areas visited including identification of trees, species and description, identification of hazard condition, risk ranking, and management recommendations. Compile, manage, and interpret data collected during field visits. Analysis of data including statistics by Municipality, site, and region. Case studies will report description of the condition of municipal and natural recreational areas urban trees including number of hazard trees, risk severity, management recommendation including removal or pruning, and an estimated budget. Process will be described in the document.
The International Institute of Tropical Forestry retains ownership of all materials developed under this contract and will be credited on all materials produces and presented under this contract including and not limited to publications, fact sheets, written material, videos, photographs, and other related products.
Project description- Data Collection and Reporting Phase
A) Collect Level 1 Hazard Assessment data from partners and collaborators, analyze and report on different hazard tree scenarios. Reports by municipality, regions, species, hazard severity, management actions (including removal or pruning) will be included as appendixes as case studies.

3. POSITION LOGISTICS
This contract is subject to FAR 6.202(a)(4), Establishing or maintaining alternative sources.
This competition is restricted to companies properly registered with the local government, and located in Puerto Rico.
The Institute will provide the contractor as needed office space, computing, software, technical training, access to drive (with appropriate training) official Forest Service vehicles, and any supplies needed to complete the project.
Field visits and preparation of report expenses are covered under the proposed amount.
Additional expenditures requests, i.e.: equipment software and supplies, must be submitted in writing and will be decided on a case by case basis by the State and Private Forestry Program
Manager (S&PF PM).
Contractor will be responsible to submit products to the consideration and approval of S&PF PM.
Contractor will work in collaboration with S&PF staff and partners.
Contractor will discuss and agree on a work schedule with S&PF PM.
Each invoice shall be accompany by a progress report. A time sheet/progress report template will be provided.
The Contracting Officer shall approve and execute all contract actions including progress payments and modifications.
4. ADDITIONAL CONTRACT TERMS
Contract duration: Product should be completed and ready for distribution by December 31, 2018.
Requests to extend this contract time shall be presented in writing to the Contracting Officer for the evaluation of the S&PF PM for a decision.
The scope of work and deliverables can be adjusted in writing with the issuance of a contract modification issued by the Contracting Officer.
Contract amount shall not exceed: $25,000.00.

The proposed contract will be awarded to the Offeror that represents the best value in which the
Government may consider awarding to other than the lowest priced Offeror or other than the highest technically rated Offeror. Therefore, the initial offer should contain the Offeror’s best terms from a price and technical standpoint. The Government intends to award without discussions; however, the Government reserves the right to conduct discussions, if determined necessary by the Contracting Officer.
6. EVALUATION CRITERIA FOR VENDOR SELECTION

Note: Offerors must submit a comprehensive package of no more than 10 pages long addressing all required components that meet all of requirements.
A Technical Evaluation Panel (TEP) consisting of a Chairperson, and panel members comprise the Evaluation Board. The Board will make the final decision for Vendor selection and award.
The Board will be comprised of at least 3 people and no more than 5 individuals. The Board will rank Offerors within 5 business days from the date of receipt.
7. BEST VALUE
The basis for award shall be to the Offeror whose proposal, conforming to the solicitation requirements, is determined to provide the “best value” to the Government in terms of technical merit.
The Government intends to award a single FFP contract resulting from the solicitation to the responsible Offeror whose proposal conforming to the solicitation is considered the most advantageous and presents the “best value” to the Government.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
