About this file
This is Addendum No. 2 to a Request for Qualifications (RFQ) issued by the California Department of Transportation (Caltrans), Division of Procurement and Contracts, for A&E On-call Roadway Construction Services in District 12. The solicitation seeks qualified firms to provide architectural and engineering services for roadway construction projects. The estimated contract term is four three-year periods, providing flexibility for extended service delivery. Caltrans encourages proposers to consider participation from small businesses, disadvantaged businesses, disabled veteran businesses, and new emerging firms under applicable State and Federal programs.
The estimated contract value ranges from $9,120,000 to $14,820,000. This addendum provides clarification on personnel requirements, specifically addressing the distinction between two separate classifications for construction scheduling support consultant personnel: "Responsible Person (Registered)" and "Support Analyst." Individuals may qualify for either role independently; the Responsible Person classification requires a Professional Engineer (Civil) license in California, while the Support Analyst position has separate requirements. The addendum confirms that all other terms and conditions of the original RFQ Notice dated August 5, 2026, remain unchanged. Inquiries regarding the addendum should be directed to Alma Cortez at alma.cortez@dot.ca.gov.

REQUEST FOR QUALIFICATIONS (RFQ) NOTICE NUMBER 12A2402
ADDENDUM NO. 2
A&E On-call Roadway Construction Services, District 12
The purpose of this Addendum is for the Department to provide responses and/or clarification for the following concerns:
1. Estimated Contract Term Clarification
2. Proposer Questions
I. GENERAL INFORMATION
1. Caltrans is soliciting Statements of Qualifications (SOQs) from qualified firms that may lead to the award of a contract for A&E On-call Roadway Construction Services, District 12. In submitting your SOQ, you shall comply with the instructions found herein. In addition to those programs that are specified in this solicitation, prospective consultants are encouraged to consider programs that are available, such as those for the use of small businesses, disadvantaged businesses, disabled veteran businesses, new emerging firms, and other businesses covered by State and Federal programs.
2. The estimated contract amount is $9,120,000 - $14,820,000.
3. The estimated contract term is four (4) three (3) years.
Proposer Questions:
Regarding the construction scheduling support consultant personnel requirements, does the individual need to have both requirements as a responsible person and as an analyst? Or can the role be either the responsible person or the analyst?
Department Response:
No, the sets of requirements for “Responsible Person (Registered)” and regular “Support Analyst” are for different classifications and are separate. An individual can meet the requirements under either classification.
Yes, the role can either be as a “Responsible Person (Registered)” or a regular “Support Analyst,” as long as they meet the personnel requirements under Section D. For example, if they want the role of “Responsible Person (Registered),” they would need a PE (Civil) license in California.
All other terms and conditions of the original RFQ Notice dated August 5, 2026, are unchanged.
