REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

129JGP20R0008 - Incline Lake Dam Demolition

RFI #1 – In the Fire Plan documentation, all State mentions refer to “California.” This project is entirely within the state of Nevada. Will the California regulations be used?

We do use California information for the entire Lake Tahoe Basin, See attached revised Fire Plan for updated the Project activity level climatology data and table.

RFI #2 – Is any Stormwater permitting (Surface Area Disturbance, Stormwater, etc.) required by the Contractor?

USFS Response – No, all permits will be obtained by the LTBMU. The Contractor will be required to follow all permit requirements.

RFI #3 – Is any portion of the access road paved, or is the only track-out location of concern the Mt.

Rose Higway?

USFS Response - The only track-out location of concern is the Mt. Rose Highway.

RFI #4 – Can the USFS identify acceptable areas at this time to store chips produced during tree removal, but not able to be placed until the dam is removed?

USFS Response - Staging area is shown on sheet C1.

RFI #5 – Are any wildlife surveys required or available, and does the USFS anticipate any delays associated with wildlife (birds, bats, etc.)?

USFS Response – LTBMU staff are responsible for conducting any required wildlife surveys. No delays associated with wildlife are anticipated.

RFI #6 – The documents indicate a post-award meeting will take place. The location is identified as the Mammoth Lakes R.D. in Bishop. Is this correct?

USFS Response – This is an admisistrative error. A pre-construction meeting will be held at the

Lake Tahoe Basin Mgt Unit located at 35 College Drive, South Lake Tahoe, CA 96150 or an agreed upon location.

RFI #7 – Can the access road be closed to all but construction traffic? If not, is there any traffic control required on the Mt. Rose Highway? If so, can traffic control be eliminated on Mt. Rose

Highway?

FOR OFFICIAL USE ONLY

USFS Response – The Forest Service access road from Mt Rose Highway is gated and only open to administrative use. Only vehicles associated with this project will have access to this road. The

Forest service is not requiring traffic control on highway 431, however it is the responsibility of the coordinated to coordinate anything necessary with NDOT with respect to the contractors work as it influences the highway.

RFI #8 – Based on the answer to RFI#7, where does the USFS consider the boundary with the public that needs construction fencing?

USFS Response –perhaps they start with no fencing but if a problem develops we have the authority to make the contractor put in some fence where an issue may arise. The project is too big to wrap the entire project area in fence, plus it is really off the beaten path so I don’t think we will have a problem. I think some fence will be necessary at the staging area but that’s up to you and maybe the contractor.

RFI #9 – Is orange exclusion fencing commonly referred to as Snow Fence (orange plastic netting) be utilized for the boundary between the project and the public?

USFS Response – Yes

RFI #10 – What is the Warranty required for this solicitation?

Please review FAR 52.246-21 Warranty of Construction for this response.

RFI #11 – What are the Liquidated Damages for the solicitation? Per day….

Liquidated damages are not included in this project.
