SECTION C. DESCRIPTION/ SPECIFICATIONS/ STATEMENT OF WORK
C.1 Scope of Work
Description of Work: The Lake Tahoe Basin Management Unit (LTBMU) intends to establish a contract in order to remove aquatic invasive plants from Meeks Bay Marina, located on the west shore of Lake Tahoe, using effective aquatic invasive plant removal techniques. Implementation of the Project is anticipated to require under-water scuba diving, hand-removal in shallow waters, watercraft and equipment use, data collection, efficient management and operation of plant-removal crews, debris containment, disposal abilities, and water quality monitoring. Aquatic invasive plant population at Meeks Bay Marina will be treated over multiple years to achieve the project objectives, complete removal.
Contractor Responsibility: The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, labor, and supervision--necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. In addition:
o The contractor will be responsible for developing and implementing a Hazardous Analysis and Critical Control Points Plan (HACCP) according to U.S. Fish and Wildlife Service Guidelines, available at http://www.haccp-nrm.org/. The purpose of the HACCP planning is to identify critical points in controlling the potential spread of invasive species and other environmental hazards. Standard procedure for decontamination will be provided during pre-project planning.
o Critical to this effort will be accurate pre- and post-survey efforts and documentation of treatment methods (type and duration of treatment methods) and survey results. The contractor will conduct pre- and post-treatment surveys prior to and immediately following plant control efforts. The purpose of these surveys is to document the pre- and post-project conditions, to assess the work completed, and determine effort still needed. Surveyors should be trained in aquatic invasive plant identification. Global Positioning Satellite (GPS) will be used to document the extent/perimeter of the infestation. Pre- and post-surveys will quantify the infestation area, percent coverage, density estimates, and species composition (if multiple species are found).
o Control crew will conduct plant control efforts in Meeks Bay Marina using the most appropriate and cost effective method including bottom barriers, diver-assisted hand or suction removal, and hand-pulling. Prospective contractors should demonstrate related experience with aquatic invasive plant removal techniques and equipment, specifically in Lake Tahoe and associated habitat.
o The infestation is approximately 2 acres and includes portions of Meeks Creek. The infestation will require the integrated use of underwater divers. Proper diving and safety procedures are a required element of all project activities and will be the responsibility of the selected contractor. Diver safety plans should be developed and provided to USFS prior to implementation.
o During implementation of all control methods, the contractor is responsible for the containment of plant fragments and proper storage of aquatic invasive plant material.
o The contractor is responsible for meeting all permits requirements and mitigation measures during implementation. The contractor will submit turbidity and water quality monitoring data sheets to the LTBMU on a weekly basis. The contractor will document NACCP compliance to the LTBMU prior to implementation.
http://www.haccp-nrm.org/ o The contractor will submit complete pre- and post-survey forms and treatment data forms to the LTBMU regularly and submit summery report by December 15 each year post treatment. The summary report should discuss project survey results and treatment accomplishments.
o The Contractor shall provide items--including, but not limited to, all scuba equipment, boat, transportation, labor, and supervision--necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government.
C.2 Project Location & Description
Location: The project is located on the West shore of Lake Tahoe in El Dorado County, California in NE ¼ Section 29, Meeks Bay, California Quadrangle map. The project is entirely on National Forest System lands and managed by the LTBMU.
Description: Project activities will occur in the waters of Meeks Bay Marina, 7941 Emerald Bay Rd, Tahoma, California.
Exclusions (Non-Work Areas): Allowable parking and staging area will be identified in order to reduce impacts to Meeks Bay Resort operations.
Accessibility:

Oral explanations or instructions given before the award of a contract will not be binding.
