129JGP19Q0060 – Pinecrest Day Use Janitorial – Stanislaus National Forest SECTION D - DESCRIPTION/SPECIFICATIONS/STATEMENTOF WORK PERFORMANCE WORK STATEMENT

D.1 GENERAL

The intent of this contract is to wash, clean, and disinfect all toilet facilities within the Pinecrest Day Use Area, including both interior and exterior of toilet buildings, as well as 10-foot radius surrounding each toilet building.

D.1-1 CONTRACTOR RESPONSIBILITY

The Contractor shall provide, but not limited to, all labor, transportation, equipment, on-site supervision, and supplies necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. The Contractor shall ensure employees working on this contract are properly uniformed and attired, such as closed-toe shoes, long pants, uniformed long-sleeve shirt identifying personnel and/or service, gloves, and other personal protective equipment to safely and sanitarily perform the work described in section D.2 through D.2-5.

D.1-2 QUALITY CONTROL PROGRAM

The Contractor shall abide and maintain a Quality Control Program (QCP) to verify the requirements of the contract are provided as specified. The Contractor shall submit a QCP with the proposal for approval, or utilize the QCP outlined in section D.2-1 and D.2-2 of this contract. The plan shall include procedures to implement all the requirements described in the contract.

D.1-3 PROJECT LOCATION AND DESCRIPTION

Location:

The contract is located on the Stanislaus National Forest, Summit Ranger District approximately 35 miles east of Sonora, CA and approximately 1 mile east of California State Highway 108 on Pinecrest Lake Road. The legal description of this location is Township 4 North, Range 18 East, Section 22. The majority of work will be at the Pinecrest Day Use Area and at the Summit Ranger Station.

Description:

This contract requires Janitorial Services for six restroom building facilities and fixtures that are normally open from Memorial Day to Labor Day. The restrooms are in very high demand during the season and require cleanings twice daily and every day during the contracted period of performance.

Pinecrest Day Use Area has 5 flush restroom buildings:

· Marina Building has 8 individual restrooms, each room contains 1 toilet, 1 sink, one 11-gallon trash can, 2 baby changing stations, and 2 exterior drinking fountains

· Amphitheater Building has 5 individual restrooms, each room contains 1 toilet, 1 sink, one 11-gallon trash can, 1 baby changing station, and 2 exterior drinking fountains

· Cedar Building has 6 individual restrooms, each room contains 1 toilet, 1 sink, one 11-gallon trashcan, 1 baby changing station, and 2 exterior drinking fountains

· Dogwood Building has 6 individual restrooms, each room contains 1 toilet, 1 sink, one 11-gallon trash can, 1 baby changing station, and 2 exterior drinking fountains

· Pine Building has 6 individual restrooms, each room contains 1 toilet, 1 sink, one 11-gallon trash can, 1 baby changing station, and 2 exterior drinking fountains Summit Ranger Station has one (1) flush restroom building:

· Two toilet rooms, each room contains 1 toilet, 1 sink, one 11-gallon trashcan, and 1 baby changing station

Accessibility:

All facilities are accessible by two wheel drive vehicle for the contract start date. Each restroom building in the Pinecrest Day Use Area is approximately 150 to 200 yards consecutively away from each other, and along a paved road. The Summit Ranger Station is located at the junction of CA Highway 108 and Pinecrest Lake Rd, restrooms are located adjacent to the parking lot.

Any prospective Contractor requiring an explanation or interpretation of the solicitation, drawings, specifications, or etcetera must request it in writing from the Contracting Officer (CO) soon enough to allow a reply to reach all prospective contractors before the solicitation closing date. Oral explanations or instructions given prior to the award of a contract will not be binding.

D.1-4 MAPS

Maps showing the general vicinity and/or specific work areas are included in Section D. Maps are general in nature and label the restroom buildings in the Pinecrest Day Use Area; these are the locations of all the restrooms that are to be maintained under this contract.

D.1-5 ESTIMATED CONTRACT DATE

· Year 2019: estimated start date 05/24/2019 (before Memorial Day weekend)

· Year 2019: estimated end date 09/02/2019 (after Labor Day weekend)

· Option Year 1 (2020): estimated start date 05/22/2020 (before Memorial Day weekend)

· Option Year 1 (2020): estimated end date 09/07/2020 (after Labor Day weekend)

· Option Year 2 (2021): estimated start date 05/28/2021 (before Memorial Day weekend)

· Option Year 2 (2021): estimated end date 09/06/2021 (after Labor Day weekend)

· Option Year 3 (2022): estimated start date 05/27/2022 (before Memorial Day weekend)

· Option Year 3 (2022): estimated end date 09/05/2022 (after Labor Day weekend)

D.1-6 WORK RESTRICTIONS

Work may be performed at any time during the period of the contract, except as outlined below. Nothing in this part shall be construed to take away any of the Government's rights under the Suspension of Work Clause (52.242-14). Restrictions are as follows:

1. In accordance with the fire plan.

2. When the CO, or the Contracting Officer Representative (COR), determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.

3. Work performed between the hours of 6AM and 6PM

D.1-7 LICENSES AND INSURANCE

The Contractor shall obtain the insurance and licenses listed here.

MSPA Card: This contract [ ] does [XX] does not require the Contractor to be registered with the US Department of Labor as a Farm Labor Contractor.

Other: Worker's Compensation Insurance: The Contractor shall provide evidence of Worker's Compensation Insurance or a written explanation as to why the Contractor is exempt from the requirement. NOTE: The Contractor working alone is not required to carry the insurance.

D.1-8 HOUSING

Camping is not permitted in Forest Service campgrounds. Contractor will not be permitted to camp elsewhere on Forest Service land. Camping on Forest Service land is not a right; permission may be revoked for failure to comply with the terms of the permit or barracks agreement.

OPTIONAL: The Contractor may be allowed to rent a trailer pad at the Strawberry Engineering Site (RV Barracks) at the standard quarters rate for that location, which is approximately $20.00 per day, and that rate includes septic hook-up, electricity, and water. This does not constitute a storage space, but rather a living space for the Contractor or an employee during the period of the contract. Subject to approval by the Government, the Contractor may place a temporary storage container/building (acceptable to the Contracting Officer) of no greater than 100 square feet in a location on the Summit Ranger Station compound or Administrative site(s).

D.1-9 BARRACKS RULES AND POLICIES

1. Residents are expected to be courteous and respectful at all times to the public. Any violations of this policy may result in immediate eviction, disciplinary action or both.

2. The possession or use of any and all forms of illegal drugs or drug paraphernalia is prohibited. This includes, but is not limited to marijuana, hallucinogens, barbiturates and amphetamines. Prescribed medications are allowed.

3. The possession and use of alcohol in barracks is regulated by State law. Residents are expected to be in compliance with all laws pertaining to the possession and consumption of alcohol, e.g., minimum legal age, furnishing to minors, motor vehicle use, etc. Residents who have consumed alcohol will not greet or interact with the public nor allow themselves to be perceived to be in an official capacity or representing the Forest Service.

4. The possession or storage of firearms or of other dangerous or deadly weapons or explosives is prohibited in the barracks. Rifles and shotguns must be kept unloaded and locked in a personal vehicle after written authorization is obtained from the District Ranger. The ammunition must be kept in a separate location from the gun.

5. Dogs, birds and other animals, except guide dogs, are not permitted in the barracks or on the surrounding grounds without prior written approval by the District Ranger. Approval must be obtained prior to an employee or volunteer occupying the residence. No feeding or leaving food out for wildlife.

6. Excessive noise is prohibited. Quiet hours in compound areas will be observed between 10:00 p.m. and 6:00 a.m.

7. Residents shall vacate Forest Service property no more than one week after the performance period of the contract has ended.

D.2 PRIMARY TASKS

First Cleaning (morning)

1. Each individual interior restroom floor shall be washed with bio-based disinfectant solution each morning.

2. In each individual restroom; the toilet, sink, door handles, handrails, baby changing station, and mirror shall be washed and disinfected each morning.

3. Wash (and disinfect if necessary) walls and ceilings to remove human-waste, dirt, dust, and spider webs.

4. Toilet paper shall be re-stocked in each individual restroom.

5. Remove live/dead insects from within each individual restroom.

6. Trash and other discarded items shall be removed from each individual restroom.

7. Exterior drinking fountains shall be washed and disinfected each morning.

8. Clogged toilets and sinks shall be plunged if necessary.

9. Clean exterior grounds of each restroom building.

10. Any public safety concerns, hazards, vandalism, and maintenance issues shall be reported to the Contract Office Representative (COR) as soon as possible.

11. Annotate and initial completed cleaning/time/date on Quality Assurance Checklist form for each restroom building. Quality Assurance Checklist shall be turned in daily to the Summit Ranger Station Front Desk staff soon after the morning shift is completed.

Second Cleaning (afternoon)

1. Each individual interior restroom floor shall be swept (and if necessary shall be washed) each afternoon.

2. In each individual restroom; the toilet, sink, door handles, handrails, baby changing station, and mirror shall be washed and disinfected each afternoon.

3. Wash (and disinfect if necessary) walls and ceilings to remove human-waste, dirt, dust, and spider webs.

4. Toilet paper shall be re-stocked in each individual restroom.

5. Remove live/dead insects from within each individual restroom.

6. Trash and other discarded items shall be removed from each individual restroom.

7. Exterior drinking fountains shall be washed and disinfected each morning.

8. Clogged toilets and sinks shall be plunged if necessary.

9. Clean exterior grounds of each restroom building.

10. Any public safety concerns, hazards, vandalism, and maintenance issues shall be reported to the Contract Office Representative (COR).

DEFINITION: Clean exterior grounds means inspecting and picking-up debris, litter, and non-native material, and properly disposing of litter in trash receptacle. Sweep dirt and native material from concrete walkways surrounding restroom building onto native surface. Remove spider webs from exterior of buildings.

D.2-1 QUALITY ASSURANCE

Quality assurance inspections will be a visual inspection and unscheduled. Written or verbal complaints will also be considered a form of Quality Assurance.

1. The morning inspection shall be conducted as follows: inspect interior and exterior restroom floors. Interior restroom floors will be washed with bio-based disinfectant solution, scrubbed, and rinsed each morning with cleaning solutions approved by the CO/COR. Water on floors are to be squeegeed into each individual restroom floor drain and not have excess standing water remaining. Each individual restroom floor will be free of dirt, debris, shoe markings, foreign matter and standing water. After the first cleaning of the day, COR shall inspect for cleanliness. The COR will review the Contractor’s application of disinfectants; all bio-based disinfecting solutions must be approved prior to use.

2. Toilet bowls, seats, toilet lids, sinks, sink handles, handrails, and baby changing stations will be washed using approved bio-based disinfecting solution, rinsed, free of debris and potential pathogens each morning. All surfaces will be free of solution residue and standing water by drying with paper towels. Reusable cloth rags are not approved to be used on these fixtures.

3. All interior walls and ceilings will be washed (and if necessary with approved bio-based disinfecting solution) and dried with paper towels. Reusable cloth rags are not approved for use unless appropriate steps are taken to disinfect rags prior to each use.

4. Doors, vent sills and walls will be free of dust, dirt and graffiti. Surface areas will be washed with approved bio-based disinfecting solution (if necessary) and dried with paper towels. Reusable cloth rags are not approved for use unless appropriate steps are taken to disinfect rags prior to each use.

5. Toilet paper rolls with no less than 1/8 remaining can remain on the dispenser. Replace at 1/8 of the roll remaining with a full roll. Partial rolls will be placed on top of holder/roller.

6. Insects and spider webs will be removed from all surfaces of restroom interior and exterior with cobweb duster, or equivalent.

7. Trash cans will be free of debris. Trash can liners may be reused if in clean reusable condition, Full bags of trash from the restrooms may be placed into compactor on Forest Service compound.

8. All paper, trash, and/or discarded materials will be removed and deposited into compactor on Forest Service compound.

9. Exterior water fountains are to be water washed, rinsed, and then spray disinfected. Any debris is removed from within drinking fountain basin.

10. Exterior walkways of the restroom building will be swept of debris each morning; the surrounding restroom structures will be free of dirt, debris, native and non-native material, spider webs, and standing water.

11. A 10-foot radius of the exterior grounds, surrounding each toilet building, will be free of litter and non-native material.

12. The Quality Assurance Checklist form shall be completed daily with time of visit and type of cleaning conducted, and returned to Summit Ranger Station Front Desk staff.

D.2-3 HOURS AND FREQUENCY OF WORK

Work under this contract shall be performed between the hours of 6:00 a.m. and 11:00 a.m. (first cleaning of the day) and 3:00 p.m. through 6:00 p.m. (second cleaning of the day). Services shall be performed twice daily during the contract term, or as directed by the COR.

D.2-4 PERSONNEL QUALIFICATIONS

The Contractor shall provide personnel who are qualified to use the Contractor's equipment and have a neat, professional, and uniformed appearance. Personnel not acceptable to the Government shall, upon written notice by the CO, be replaced with satisfactory personnel within 48 hours after such written notice.

D.2-5 PUBLIC SAFETY

All Contractor supplied equipment shall be safe for use in public areas. The Contractor shall place hazard cones when working in the toilets or when conditions are conducive to slips, falls or trips.

D.3 CLEANING PRODUCTS

Bio-based products that are designated for preferred procurement under USDA's BioPreferred program must meet the required minimum bio-based content as stated in the USDA Final Rule available at www.biopreferred.gov. The Contractor should provide data for their bio-based products such as bio-based content. Products can also be found and compared at http://www.greenseal.org/findaproduct/index.cfm or comparable sites.

In addition to the bio-based products designated by the U.S. Department of Agriculture in the Bio-Preferred Program, the Contractor is encouraged to use other bio-based products.

The Contractor shall submit with the initial proposal a complete list of bio-based products, indicating the name of the manufacturer, cost of each material, and the intended use of each of the materials that are to be used in carrying out the requirements of the contract. The Contractor shall list volume to be used and total cost for each individual product. This information will be used for reporting purposes.

The Contractor shall comply with the provision at FAR 52.223-1, Bio-based Product Certification.

The Contractor shall comply with the clause at FAR 52.223-2, Affirmative Procurement of Bio-based Products under Service and Construction Contracts.

D.4 GOVERNMENT-FURNISHED PROPERTY

The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.

· Keys to restroom building

· Toilet paper

· Storage area in each restroom building for toilet paper, trash bag liners, rubber gloves, paper towels, and solutions

· Water, water hose, and spray nozzle at each restroom building

· Brooms, dust pans, toilet brushes, scrub brushes, buckets, and floor squeegees at each restroom building

D.4-1 CONTRACTOR-FURNISHED PROPERTY

Contractor shall provide other required supplies; trash bag liners (24in x 32in 0.6 mil), paper towels, nitrile gloves, personal protective equipment, and bio-based disinfectant solutions. Suggested equipment include a utility vehicle (such as golf cart, side-by-side, or UTV) with insignia identifying personnel or services for on-site transportation to each restroom building; vehicle may be parked on Forest Service compound as stated in section D.1-8. Optional items such as reusable cloth rags may be considered if laundry service provides appropriate washing procedure to disinfect rags prior to each reuse. Other optional items include pressure washer and vacuums.
