On Call - Dump Trucks, End Dumps Trucks, and Transfer Truck/Trailer with Operators

June 4, 2018 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (SF-1449) will not be issued.
The solicitation number is 129JGP18Q0093, and is issued as a request for quotation (RFQ).
Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-80.
This solicitation is a total Small Business set-aside and the associated NAICS code is 532412 and the size standard is $32.5.

To haul material to several location on Plumas National Forest, Feather River Ranger District, for making repairs to road sites damaged on Westside roads. Haul will be to disposal sites within ten miles of project area.
*This will be call when needed over 120 days period. Payment will be made for actual days worked. Approximate start date is June 25, 2018. Contractor will be notified 24 hours advance before required report time. Contracting Officers Representative will meet with the contractor to designate where borrow material will be hauled that day. Each shift shall be 10-hour day.
project sites is by Butte County Road 27562, BC Road 27672, BC Road 27581, BC Road 297450, Plumas County Road 414, PC Road 511, Yuba County Road 1, YC Road 2, Forest Service Road 23N28, FS Road 23N60, FS Road 24N36, FS Road 24N24, FS Road 22N27, FS Road 22N94, FS Road 22N08X, FS Road 20N11, and FS Road 20N35.
Work hours will be 0600 to 1630 per day, work to be Monday through Friday. (10 ½ hour day, with ½ hour unpaid for lunch) This will be, call when needed to haul material and will receive a phone call 24 hours in advance notice. Project located in Brush Creek, California.
Contractor shall provide equipment required to meet contract requirements. If equipment breaks down during daily work hours, Contractor shall make repairs or replace dump truck within 12 hours. The moving of Contractor’s equipment, supplies to and from job sites, moving equipment for repairs or convience during contract period shall be at Contrctor’s expense.
Pollution and Erosion Control During all operations under this contract, the Contractor shall prevent or minimize soil erosion and pollution of water and other resources. Damage to any improvements or natural resource by the Contractor, including damage to roads that is not caused by normal operation, shall be promptly repaired to the satisfaction of the Contracting Officer.
Traffic Safety The Government shall be responsible for traffic control, signs, flagmen and other traffic control devices in insure public safety. All such signs or warning devices shall conform with Part VI of the Manual on Uniform Traffic Control Devices for Streets and Highways.
Mobilization Moving of Contractor’s equipment and supplies onto, between job sites, and off the job at the end of the contract period shall be at the expenses of the Contractor. Moving equipment for repairs or for the convenience of the Contractor shall be at the Contractor’s expense.
SUBMISSION OF QUOTES
Offerors shall submit quotes to the office specified in this Solicitation on or before the exact time specified in the Solicitation.
The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision.
The provision at 52.212-2, Evaluation -- Commercial Items.
Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
The clause at 52.212-4, (May 2015) Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.
The clause at 52.212-5, (Jan 2016) Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
At a minimum, the response to this solicitation shall include:

(5) Acknowledgement of any Solicitation amendments
52.212-2 --Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
- Price
- Availability
- Past Performance
(b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Offers are due Monday, June 18, 2018 at 4:30 p.m. Pacific Daylight Time.
