Penalty:

Failure to perform scheduled services in accordance with the requirements is a strong indicator of Contractor lack of competence, and will be documented in the Contractor’s past performance information. This can also be grounds for Termination for Cause.

Incentive:

Performance that consistently falls above the AQL may result in exercise of option year and favorable performance rating.
