Solicitation for SMMU Stand Exams Shasta Trinity National Forest
(i) This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
(ii) The solicitation number 129AC720Q0086 is issued as a request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97.
(iv) This is a 100% Small Business Set-aside under NAICS code 541370 Land Surveying Services; the small business size standard is $15M; the Product/Service code is F006 Natural Resource Conservation.
(v) Multiple line items will be applicable and the government contemplates task orders utilizing a combination of line items from the contract (see attached contract schedule of items).
(vi) The Government is seeking to establish a purchase order contract for Timber Stand Exam Survey located on the Shasta Trinity National Forest. See attached SCHEDULE OF ITEMS.
(vii) Start of service within 10 days of award of contract.
(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition.
The Government intends to evaluate quotes and offer an award based on the quote submission; therefore, the quote should contain the best terms from a price and technical standpoint. The following are
SUBMISSION REQUIREMENTS:
1) Solicitation Number (129AC720Q0086)
2) Offers due 8 July 2020 / 1300hrs Pacific Standard Time
3) Contractor name, address and DUNS number
4) Pricing on the contract schedule of items
3) Narrative Response to evaluation factors
(ix) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1) Pricing of Service
2) Quality Inspection Plan
3) Relevant Experience and Past Performance: Past Performance is a measure of the degree to which an offeror has satisfied its customers, complied with contract terms and conditions in addition to applicable laws and regulations. The Government may contact individuals and firms that you have performed services for, to evaluate your experience and past performance record.
(x) Responses shall submit a completed copy of 52.212-3, Offeror Representations and Certifications -- Commercial Items, unless it has an active entity registration with the certifications through the System for Award Management (SAM) website. (www.sam.gov ) http://www.sam.gov/

1. Overview The intent of this contract is to secure services for the installation and measurement of common stand exams plots (fixed and variable, depending on size of tree), Browns Fuels Transects, Ground Cover plots, and Vegetation Composition, on the Shasta-McCloud Ranger District, Shasta-Trinity National Forest. Site and Measure Trees will NOT be required.
Stand exam plot installation and data collection shall comply with Common Stand Exam Field Guide, Region 5, and FSVeg, Common Stand Exams (CSE) Users Guide, Current Version: FSVeg (Common Stand Exam) 2.12.10, Deployed: May 2016.

1. Using GPS for locating and monumenting (i.e., flagging) common stand exam plots within each stand. The Government will provide files of estimated lat & long of plot locations for Contractor use. Contractor will provide actual lat & long using NAD 83.
2. Photographic evidence will be collected at each plot center, one photo per plot that is representative of the overall vegetation conditions in the plot.
3. Conducting and collecting Common Stand Exam (CSE) Extensive Plots in stands electronically. Plots are set up at 1 per 10 acres. (see below)
4. Collect Snag Count ¼ ac. fixed plots data electronically. (see below)
5. Collect Small Tree 1/40 ac. fixed plots data electronically. (see below)
6. Collect vegetation composition data (brush, grasses, etc.) (see below)
7. Collect fuels data using Brown’s Planar Intercept Method electronically. (see below)
8. Provide all data to COR in electronic format via FSVeg Common Stand Exam (CSE) Portable Data Recorder (PDR) Application, current version: 05.15.2016.1, deployed: 05/30/2016 (for data recorder requirements, visit website above)
9. Provide completed data to COR on a bi-weekly basis so that government inspectors can conduct inspections of work in a timely manner and return results to contractor.

Location: This project is located on the Shasta-Trinity National Forest, Shasta-McCloud Management Unit. Specifically the project area is approximately 5 miles southwest of Mount Shasta, CA within T(39,40)N and R(5,6)W.
Accessibility: The project work site is best accessed by a four wheel drive vehicle. Foot travel is required to navigate to each plot. Maps and photos may indicate that a road goes to the plot locations, however, vehicle access may be difficult or restricted. Stand locations may necessitate that the Contractor walks to the stand or acquire some other means of travel. Off highway vehicles are not permitted off of designated trails and road systems on the Shasta-Trinity National Forest.
NOTE: Any prospective contractor desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing from the Contracting Officer soon enough to allow a reply to reach all prospective contractors before the solicitation closing date. Oral explanations or instructions given before the award of a contract will not be binding.
3. Maps
Maps showing the general vicinity and specific work areas are included. Maps are general in nature and are not to be considered as definitively identifying locations.
4. Contract Time
The period of performance of this contract is from task order award through August 17, 2021.
5. Restrictions on Work
Work may be performed at any time during the period of the contract, except as outlined here. Nothing in this part shall be construed to take away any of the Government's rights under the Suspension of Work Clause (52.242-14). Restrictions are as follows:
1. In a wildfire event in vicinity of the plot locations.
2. When the COR determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.
6. Camping and Housing
Camping is permitted in US Forest Service campgrounds as long as all campground rules are followed and all fees are paid by contractor, Forest Service reserves the right to revoke permission at any time.
Contractor will be permitted to disburse camp elsewhere on US Forest Service land as long as workers comply with the terms of the current fire restrictions and rules of motor vehicle use, Forest Service reserves the right to revoke permission at any time. The COR must approve dispersed camp sites.
7. Technical Requirements
Common Stand Exam (CSE) data will be in electronic form collected via Portable Data Recorder (PDR) Application using the Current Version: 05.15.2016.1, Deployed: 05/30/2016. Data shall be uploaded into the ExamsPC software on a personal computer. Setting Data will be provided to the Contractor. The Contractor shall successfully run the electronic data through the Pre-load Audit program (compatible with Microsoft Office 2013 or newer) to clean the data. The Contractor’s electronic data generated from the ExamsPC software and photos shall be emailed to the COR (or designated inspector) every other Friday evening so that the government can perform inspections in a timely matter.
8. Contractor Furnished Equipment
The contractor shall provide the laptop, portable data recorders, global positioning system (GPS) and digital camera for taking pictures. The contractor shall supply all tree measurement equipment (diameter tape, clinometer, prisms, ect.). The contractor shall supply the flagging and the wire stake pins for monumenting the plots.
9. Government-Furnished Property
The Government will provide the Contractor with topographic maps on which the plot locations are identified. ArcMap files with lat/long coordinates and stand boundaries will also be provided.
10. Site Visit
Prospective contractors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Locating and Monumenting Plots
Plots locations have been estimated through ArcMap, files will be provided to contractor. Plots have been placed on a grid across land areas that are to be sampled through common stand exam (CSE) plots.

Some plots have been adjusted within the grid to relocate off roads, non-sample areas and locations that fall immediately between delineated stands. If plots fall on roads, contractor will adjust the plot location to be off the road by one chain (66 feet).
Follow guidance in the FSVeg Common Stand Exam User Guide on page 4-61 to collect plot center, latitude and longitude data. Each plot will be identified with a global positioning system (GPS) reading.
Approximate lat and long coordinates will be provided for each plot location. NAD 83 will be used for all GPS. The lat and long coordinates for each plot will be entered into the PDR for every plot.
a. Plot Center shall be identified by a pin flag with a bright colored 4 inch by 5 inch flag. Place pin flag securely in the earth to prevent movement of plot center. Plot number, date, and initials shall be written on the pin flag with permanent marker.
b. Hang two brightly colored attention flags at or above eye level at the nearest available location to plot center. If attention flagging cannot be hung within visual range of plot center, distance and azimuth to plot center shall be written on the attention flagging with a black permanent marker. Also wrap flagging around the first tree (Tag #1) in the plot.

Government will provide initial CSE (.im) files for the contractor to use will the stand data pre-filled.

A. LARGE TREE DATA - One variable radius plot will be used for large tree data collection with a basal area factor (BAF) of 20. Data (height, DBH, defects) will be collected on all live trees that are 10.0” DBH and greater. Begin to count trees starting with the first tree at due north, moving clockwise throughout the plot. (All hardwood and softwood species)
B. SMALL TREE DATA - One fixed radius plot (FRQ); 1/40th of an acre (18.6 ft. radius): Collect data on all small live trees (conifer and hardwoods/deciduous) above 4.5’ height and below 9.9” in diameter (DBH). Begin to count trees starting at due north moving clockwise throughout the plot. Seedlings less than 4.5’ height will be counted (estimated if more than 20 individuals) and grouped by species with average height estimated. (All hardwood and softwood species)
C. SNAG COUNT PLOT - One fixed radius plot (FRQ); 1/4th of an acre (58.9 ft. radius): Starting at north, moving clockwise, record all snags by species, size and decay class that are 15” DBH and 20’ height or greater, smaller snags do not need to be recorded. See CSE Field guide pg. R5FG76 for reference on snag decay class codes.
D. GROUND SURFACE COVER- Ocular estimate of % ground cover by type. A simplified list of cover types will be provided. See CSE Field guide pg. R5FG76 for reference on ground cover codes.
E. VEG COMPOSITION- Record three most abundant vegetation species, by cover % only. Use https://plants.usda.gov to find correct species codes.

E. Browns Planar Intercept (Brown’s Protocol): Record as per Brown’s protocol as described in the NRIS
FSVeg Field Guide/Common Stand Exam (July 2014) page R5FG-107. Place one Browns down woody transect per plot in natural stands: The linear transect shall begin 5 feet from plot center measured out 55 feet (See Figure 1). The direction of the sampling plane is measured on a 180 degree azimuth.
Down Woody Material – Collect the following data at each plot.
1) Duff depth (first duff and second duff) at 15 and 25 ft.
2) Fuel depth at 15, 25 and 35 feet - enter the average.
3) Litter depth (first litter and second litter) at 15 and 25 ft.
4) Twig 1 (0-0.24) 1-hour fuels: Measure beginning 5 ft. from plot center to 11 feet.
5) Twig 2 (0.25-0.99) 10-hour fuels: Measure beginning 5 ft. from plot center to 11 feet.
6) Twig 3 (1.0-2.99)100-hour fuels: Measure beginning 5 ft. from plot center to 20 feet.

12. INSPECTION AND ACCEPTANCE OF WORK
QUALITY CONTROL PLAN
The Contractor shall conduct inspections on plots in accordance with his/her Quality Control Plan (QCP). The Contractor’s Quality Control Plan shall be submitted in writing and accepted by the Government prior to contract award.
GOVERNMENT INSPECTIONS
Government inspections are for the purpose of satisfying the Government that the services are acceptable and do not relieve the Contractor of the responsibility for maintaining quality control.
The Government will inspect the stand examinations to determine compliance with contract specifications.
The Contractor shall submit completed stand information every 14 days during the contract period from the work starting date to the end of the contract period. The work completed in each 14-day period will constitute a "block".
Completed work, consisting of required electronic data will be turned in for inspection. Inspection will only be made on fully completed plots. Forest Service inspectors will re-measure 10% of the plots within a block to determine if the prescribed work standards have been met. Each block of work will be judged acceptable or unacceptable based upon the accuracy standards and tolerance listed in the directions and tolerance tables. (see below) Plots with 3 or more measurements outside the tolerance limits (see tables) will be considered “failed”.
In addition, blocks or individual plots may be deemed deficient and unacceptable during the office review based upon the following specifications:
1. Electronic data not submitted to the Forest Service in a timely manner after contractor completion.
2. Electronic data cannot be read by government computers.
3. Missing required data.
Specific Inspection Procedures
The Government will conduct its own inspection to determine if the contractor’s inspection efforts are adequate. The Government will inspect by reviewing, checking and measuring CSE plots already established by the contractor to determine compliance with the contract and quality standards. Inspection plots may be selected randomly from “block” submitted by the contractor and will measure plot location and quality of data. Plots shall be submitted on a bi-weekly basis, and the Government will have two weeks to perform initial inspection and inform the contractor of the results.
Quality Inspection
A quality inspection will be conducted by the government. Ten percent (10%) of the plots will be randomly selected from each “block” to inspect the quality of the contractor’s work. The check for sample quality (data entry errors, measurement error and errors of tolerance) will be done by re-visiting plots by government inspectors to check data. Data not entered or missed, as well as data entered in the wrong fields will be the same as an incorrect entry. Three or more errors or incorrect entries that fall outside the acceptable tolerance levels as stated in the Data Entry Tolerances Section of this document (below) will cause the plot to fail inspection. Under this CSE contract, the most important sampling consideration is the tree count data. Missed/added trees will cause the entire plot to fail automatically.

These will be graded under the plot performance, it is expected that each photograph will be identified by the stand and plot number. If photo to plot identification cannot be determined then the photograph will fail as will the plot. Photos must be submit with plots.
Minimum Work Quality Acceptance Level
The Minimum Quality Acceptance Level for this contract will be 90%. If the ratio of passed to failed plots in the government inspections falls below 90% Work Quality Level (see calculation below), the block will not be accepted and returned to the contractor for rework. If the contractor refuses to rework a block, the contractor could be considered in breach of the contract. Acceptance level will be applied on a block by block basis.

Disputed Inspection
The Contractor may request re-inspection without rework if the results of government inspections are unacceptable. Re-inspection must be requested in writing within 48 hours after receiving written notice of the inspection results. Re-inspection will be accomplished within seven working days after receipt of the contractor's written request. The same sampling and inspection procedures will be used, but new samples will be taken. The inspection pattern will be shifted so that new samples will not overlap previously inspected samples. Results will be rounded to the nearest whole percent.
If re-inspection results are within five percentage points of the first inspection, the original inspection result will be used in determining acceptability and payment. If re-inspection results are greater than five percentage points above or below the first inspection, the re-inspection results will be used.
Work Acceptance and Payment
It is expected that all work will be inspected by the contractor as stated in the quality control plan submitted by contractor before government inspections begin
Payments will be made for the total inspected and accepted blocks, not to exceed more than once per month. Payment will be made on a per-block basis, and will depend on how many plots were collected during that block. No payments will be made on partially reworked blocks. A 90% Minimum Quality Assurance Level will be paid at 100%. If a block fails to pass Government inspection after rework, no payment will be made for that block.
Work Timing
The Contractor shall begin work within 10 calendar days after the effective date of the Notice to Proceed and shall prosecute the work at a rate that will result in completion of all work within the following time frame:

Delays due to normal adverse weather, weekends, and holidays have been included in the calculation of contract time. The Government reserves the right to set the priority of items Work shall begin 10 days after CO issues Notice to Proceed. Start of work could be delayed due to adverse weather or driving conditions as determined by the government. When winter weather sets in and the continuation of work is impractical, the Contracting Officer may authorize a total suspension until such time as work can proceed. During the period of total suspension, the calendar days elapsed will not be charged against the contract time. The anticipated period of performance of this contract is from award to August 17, 2021.

52.217-5 Evaluation of Options (JULY 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. As Stated by the District Silviculturist-
“In the South Fork project area there were stands that got inventoried in 2008. Proximately 322 plots sampled using a 30 factor prism. With that prism an average of 5.9 trees fell on the plot ranging from 2 to 11 trees. Because the South Fork project is on a much larger scale and will have far more variability across the landscape a 20 factor prism will be used instead of a 30 factor.”

Principal means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager; head of a division or business segment; and similar positions).
(b) The offeror [ ] has [ ] does not have current active Federal contracts and grants with total value greater than $10,000,000.
(c) If the offeror checked "has" in paragraph (b) of this provision, the offeror represents, by submission of this offer, that the information it has entered in the Federal Awardee Performance and Integrity Information System (FAPIIS) is current, accurate, and complete as of the date of submission of this offer with regard to the following information:
(1) Whether the offeror, and/or any of its principals, has or has not, within the last five years, in connection with the award to or performance by the offeror of a Federal contract or grant, been the subject of a proceeding, at the Federal or State level that resulted in any of the following dispositions:
(i) In a criminal proceeding, a conviction.
(ii) In a civil proceeding, a finding of fault and liability that results in the payment of a monetary fine, penalty, reimbursement, restitution, or damages of $5,000 or more.
(iii) In an administrative proceeding, a finding of fault and liability that results in-
(A) The payment of a monetary fine or penalty of $5,000 or more; or
(B) The payment of a reimbursement, restitution, or damages in excess of $100,000.
(iv) In a criminal, civil, or administrative proceeding, a disposition of the matter by consent or compromise with an acknowledgment of fault by the Contractor if the proceeding could have led to any of the outcomes specified in paragraphs (c)(1)(i), (c)(1)(ii), or (c)(1)(iii) of this provision.
(2) If the offeror has been involved in the last five years in any of the occurrences listed in (c)(1) of this provision, whether the offeror has provided the requested information with regard to each occurrence.
(d) The offeror shall post the information in paragraphs (c)(1)(i) through (c)(1)(iv) of this provision in FAPIIS as required through maintaining an active registration in the System for Award Management, which can be accessed via https://www.sam.gov (see 52.204-7).

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.
(a) Definitions. As used in this provision-
Covered telecommunications equipment or services has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
Forced or indentured child labor means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the offeror.
Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
Inverted domestic corporation means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
Manufactured end product means any end product in product and service codes (PSCs) 1000- 9999, except-
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
