FAR 52.202-1 DEFINITIONS (JAN 2012)
(a) When a solicitation provision or contract clause uses a word or term that is defined in the Federal Acquisition Regulation (FAR), the word or term has the same meaning as the definition in FAR 2.101 in effect at the time the solicitation was issued, unless—
(1) The solicitation, or amended solicitation, provides a different definition;
(2) The contracting parties agree to a different definition;
(3) The part, subpart, or section of the FAR where the provision or clause is prescribed provides a different meaning; or
(4) The word or term is defined in FAR Part 31, for use in the cost principles and procedures.

AGAR 452.211-75 EFFECTIVE PERIOD OF THE CONTRACT (FEB 1988)
The effective period of this contract is from date of contract award through final exercised days.
FAR 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 1 month. The Contracting Officer may exercise the option by written notice to the Contractor within 5 days.
FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 5 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 5 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 2 years.
FAR 52.232-19 AVAILABILITY OF FUNDS FOR THE NEXT FISCAL YEAR (APR 1984)
Funds are not presently available for performance under this contract beyond September 30, 2018. The Government’s obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond September 30, 2018, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

PERFORMANCE WORK STATEMENT
The purpose of this contract is to secure fire lookout services for four (4) distinct lookout tower locations in the Modoc National Forest as described below. The lookout personnel (“Lookouts”) shall provide fire-detection services during the fire season for the Base Period of June through September plus any of 30 Optional Days. Optional Days are exercised at the discretion of the Government. Once exercised, Option Days extend the period of performance and are subject to contract terms and conditions. The Contractor shall furnish all labor, equipment, supervision, transportation, and operating supplies (except designated Government-Furnished Components as listed below) required to detect, locate and report smokes or fires within and adjacent to the Modoc National Forest. The Contractor is required to monitor and forward radio messages, collect, record, and report daily fire weather observations and special weather readings, and keep a daily log of weather observations. Minor facilities maintenance using Government-Furnished supplies will be performed by the Contractor at the request of the Government.
DESCRIPTION AND LOCATION
Round Mountain Lookout is located within the Big Valley Ranger District, approximately 54 miles north of Adin, California. Legal description of this location is Township 41 North, Range 4 East, Section 1, M.D.M. The first 32 miles are paved highway and the remaining 22 miles are graveled roads. Traveling from Adin, travel north on County Road 87 approximately 11 miles. Turn right onto County Road 91, continue on County Road 91 approximately 21 miles. Then turn left on Forest Service Road 42N56, continue driving approximately 16 miles. Turn left on Forest Service Road 42N03 for approximately ¼ mile. Then turn right on Forest Service Road 42N10 for approximately 6 miles and follow the signs to Round Mountain Lookout.
Timber Mountain Lookout is located within the Doublehead Ranger District, approximately 30 miles south of Tulelake, California. The legal description of this location is Township 44 North, Range 6 East, Section 29, M.D.M. The first 27 miles are paved highway and the remaining 3 miles are graveled roads.
Traveling from Tulelake, travel south on State Highway 139 approximately 25 miles. Turn right onto County Road 97 continuing for 1 mile, then turn left on Forest Service Road 44N66 and follow the signs to the Lookout Tower.
Blue Mountain Lookout is located within the Devil’s Garden Ranger District, approximately 26 miles north of Alturas, California. Legal description of this location is Township 41 North, Range 10 East, Section 18, M.D.M. From Alturas, CA, take Highway 299 West for four miles, right turn on County Road 73 approximately 20 miles on dirt road. Then turn on County Road 136 for 5 miles, than turn left on Road 46N08 for 1 mile.
Happy Camp Lookout is located within the Devil’s Garden Ranger District, approximately 15 miles West of Canby, California. Legal description of this location is Township 41 North, Range 7 East, Section 1, M.D.M. From Canby, CA, take Highway 299 West 4 miles, take County Road 84 approximately 6 miles, turn left on Road 41N 44 and follow the signs to the Lookout Tower.

DEFINITIONS
1) Lookout Tower / Lookout Facility- The actual structure where Lookout duties are performed.
2) Lookout Site- The geographical location of, and the area surrounding, the Lookout Tower.
3) Lookout – Person who performs fire-detection services and related duties.
4) Regular Day- 0930-1800.
5) Extended Day- Sunrise to Sunset- A day wherein any time outside of the 0930 to 1800 timeframe is worked, with no breaks in time over 15 minutes, as requested by COR or Duty Officer.
6) Option Day- Any day worked before or after the Base Period of June 1 through September 30 as required by the Government. Any Option Day could be a Regular or an Extended Day.
7) Modified Shift- Shift times that may be adjusted toward the end of the season due to the shorter periods of daylight (usually, to 0800-1630).
8) “Detect and report wildfires”- surveillance for smoke and lightning strikes, recording their location, reporting them to the appropriate station according to established standards.
9) “Monitor and forward radio messages”- remaining near the radio and recording all incoming and outgoing messages in the appropriate radio log. The Contractor shall not use the Government-furnished communication equipment (i.e. radios, cell phones, etc) for personal purposes except in cases of emergency. The radios will remain on and audible 24-hours per-day while the site is occupied by the Contractor so that the Government can establish contact at any time if needed.
10) "Record and report fire weather observations"- taking readings from weather instruments as instructed and reporting the readings by radio to the appropriate station. The observations shall be taken any time requested by the Government. Maintenance of instruments shall mean changing charts, cleaning instruments, changing batteries, inking instruments, and any other minor maintenance needs.
LOOKOUT QUALIFICATIONS
The Primary Lookout shall have a minimum of two seasons of experience as a Lookout detecting and reporting smokes. A season of experience shall be defined as minimum of four months. The Primary Lookout must fulfill at least 51% of the defined performance period. The Alternate Lookout shall be required to have one season of previous experience, and may work no more than 49% of the performance period. It is the responsibility of the contractor to see that the Alternate receives the proper training on daily operations and procedures. Résumés of both Primary and Alternate Lookouts shall be provided before contract is awarded.
Lookouts shall have practical knowledge of forestry techniques and procedures applicable to performance of fire detection and related work in a complex lookout station environment requiring previous training and experience.
Lookouts shall have practical knowledge of applicable established procedures in order to effectively and safely make use of provided equipment.

SERVICE DAYS AND HOURS
Base Period The Base Period of June 1 through September 30 is 122 days. Of these days, the following is anticipated, though during performance the quantity worked of each day type may differ based on weather and fire activity.
- 62 Regular Days (0930 to 1800 hours): Unless Lookouts are advised otherwise, every day is a Regular Day.
- 60 Extended Days (Sunrise to Sunset): If an Extended Day is required, Lookouts will be advised by the Government via radio transmission or other means of communication.
Option Days The Government may require additional service days (called Option Days) before and/or after the dates of the Base Period. The total quantity of Optional Days required will not exceed 30, except by mutual agreement between the Contractor and the Contracting Officer in advance.
Optional Days are most likely to be Regular Days, though any number of them may be Extended Days.
MAJOR DUTIES
The purpose of the work is to detect and report fires.
The accuracy and timeliness of the information given affect the speed of attack on fires and decisions about personnel and equipment to be dispatched.
The Lookout:
- Uses standard fire finders to locate observed smoke.
- Estimates distance to smokes and probable size and characteristics of fires.
- Determines map location of fires with reference to known landmarks.
- Reports azimuth, distance, location, volume, color, behavior of smoke, and other pertinent information by radio or telephone.
- Continues to observe the area and reports significant changes such as increased smoke, wind conditions, changes in color or volume of smoke, etc.
- Observes ground lightning strikes, thunderstorms, and build-up cloud formations and reports significant observations.
- Records and reports daily weather observations.
- Maintains records and log books.
- Makes minor adjustments and maintains lookout equipment.
