About this file

This document contains questions and answers related to Solicitation Number 12970224R0023 for the Ranch M5 Road Repair project. The project involves slope stabilization using soil nails and is located on the Grindstone Ranger District of the Mendocino National Forest in California. Key details include:

The solicitation lacks details on the soil nail requirements, such as the type, diameter, bearing plates, and specified pullout resistance. There is no soil report available, and the contractor will need to determine the appropriate soil nail specifications. The 120 soil nails are passive and not preloaded. The contractor will be required to use the drill and grout method for soil nail installation. Compaction and density testing must be performed by a qualified testing company. The contractor will need to identify available staging areas and lodging solutions for the construction crew. Questions are also raised about access to the project site and the extents of the required repairs.

12970224R0023 Questions and Answers

It is very vague on the soil nails description, the only information about the soil nails are the vertical lines on the drawing and then they are mentioned on page 3 under 26101. Under 26101 is states to follow Section 259, there is a lot of information missing that is given to the contractor. This is typically a major item and more information is given. Below are some questions.

1. Is there a soil report?

There is no soil report. We did not do a subsurface investigation

2. What type of nail/ tendon does the Forest Service need (i.e.: grade (60 GR or 150 GR), diameter, bearing plates, etc) 150 Grade ?

3. What is the specified pullout resistance? The load on the nails is primarily shear, not tension. No calculation was applied for tension (pull-out)

4. Was the Forests Services intentions to use Section 257 instead?

No retaining walls. It is a slope stabilization soil nails

5. Please advise available staging areas for the materials and equipment. What staging areas were used during previous slide repairs next to the project site.

6. Please advise possible lodging solutions for the construction crew. What lodging solutions were used during previous slide repairs next to the project site.

Willows CA has lodging . Supper 8 by Wyndham, Holiday Inn Express, Motel 6, Best Western , Quality Inn and Suits

7. Which route was used by contractors during previous slide repairs in the vicinity on M5 for equipment and materials deliveries (M5 vs CC42).

The project is located on the Grindstone Ranger District of the Mendocino National Forest, California. FSR M5 runs south-west along the Through Spring Ridge from Co Rd 43A west of Stonyford. South of the project site, M5 connects with Co. Rd. 42 via FSR 15N15. The project site is 1½ miles west of the intersection of M5 with FS 17N02

8. There are several road damages/slides next to the project area (including a previously repaired slide) limiting access to the project site. Will the contractor be compensated for the repairs to get access to the site. The above map is the way to the slide where you will not find other road damage beside the slide

9. Plans, Sheet D-4. There’s a second drain outlet (dashed line) shown next to the section C M5 Road Excavation, but not called out. Please confirm that this drain outlet is designed for installation. Yes, the drain outlet will be installed.

10. Plans, Sheet D-4. Can scale be added to sheet D-4 to clarify exact extents of the slide repairs. On sheet D3 it states that CONTOURS ARE AT 2' INTERVALS. VERTICAL GRID LINES ARE 10' APART

11. Plans, Sheet D-4. Please confirm that zigzag hatching in the repair area represents geogrid. The only hatching I see in D4 is for riprap. The zigzag hatching on sheet D6 is for soil excavation and the diamond hatching right above is for the GEOCOMPOSITE .

12. Plans, Sheet D-6 shows only soil nails lengths. Please clarify if the nails should be preloaded or if they should be passive. If the nails are preloaded, please provide the design loads and testing requirements.

The 120 soil nails are passive and not preloaded

13. Please clarify the number of installed soil nails and longitudinal extension. Please confirm that the two rows of the soil nails extend along the whole edge of the geocomposite material or show soil nails on plan view. Drawing changed.

14. How many soil nails total, need to be installed? 120 soil nails are to be installed

15. What installation method is to be used to place the soil nails, drilled and grouted, launched, or driven? (section 259.08 Installation- is the drill and grout method) as per our section 259.08 Installation is drill and grout method.

My intention was for launch but with contractor option. This is not a Retailing Wall. More of a “stapled” Stabilization Structure. More accurate under 256. Changes made in dwgs.

16. Is the contractor required to have compaction or density testing completed by a qualified testing company, or will it be field tested by the Forest Service?

Compaction density testing is to be done by a qualified testing company
