Solicitation 12970224Q0052 RTP Trailhead Aggregate, Tahoe NF, R3 Arizona

RFI Response Log RFI # Date Received Description

0018/1/2024The solicitation provides directions to each of the 3 parking areas where the deliveries are to be made and we assume deliveries can be made by trucks but the Price Schedule includes Delivery Hours for each location. Normally, our delivered cost includes the hauling so it is not clear if the hours refer to another task to be carried out at each location. Please clarify Items 0002, 0004 and 0006.
Response:The gov't wants to see a breakout of the cost of material and separate delivery charge. Hours shown are specific to haul and laydown at/to each location. No other task is included.
0028/1/2024Also, if the government is aware of the largest trucks (such as transfers) that each site can accommodate that will simplify the quoting and as site visits are not allowed, make sure bids can be executed upon award.
Response:Note: Site visits are allowed and encouraged to each of these public sites (no gate prohibits entry), although no formal site visit is currently arranged. Contractor can request my presence at the site, if necessary, by calling Tom at 775-750-3558 (please leave message).
The Forest Service would prefer but cannot mandate the largest trucks available (typically ~20 tons) be used to minimize the amount of traffic to the site but is aware that not all suppliers have those resources available. All 3 sites can accommodate the largest trucks, but it is the Contractor's call what resources to use for delivery.
0038/2/2024What is the Period of Performance?
Response:The revised Period of Performance should be September 16 - November 16.
0048/2/2024When does the government expect deliveries of materials to start?
Response:Beginning September 16, within the revised PoP.
0058/2/2024Could you please confirm if the aggregate will need to be spread upon delivery?
Response:The aggregate needs to be laid down around the perimeter of each parking lot such that the FS grader can spread it out. The FS grader can deal with small berms of gravel laid within the extents of each lot, but not a large pile in one spot.
0068/5/2024Solicitation explicitly states no recycled material for the aggregate, but I am wondering how strict of a requirement that is. A local supplier is capable of fulfilling this, but it would be with recycled material and also weed-free certified material.
Response:The grant provided to the FS specifically prohibits the use of any recycled material.
0078/5/2024The solicitation lists both the amount of aggregate required as well as an hour time frame for each delivery. Is this a “drop and go” request or?
Response:This is more of a 'move and dump' as opposed to a 'drop and go' request, with the provision that the dump trucks lay the gravel down within the extents of each lot such that the FS grader can spread it out, as noted in RFI 005.
