About this file

This document contains answers to pre-bid questions regarding Solicitation 12970223Q0067 from the Department of Agriculture Forest Service. The Forest Service is seeking a contractor to furnish, haul, and spread approximately 17,300 cubic yards of Caltrans Class 2 crushed aggregate base to four forest service roads near Concow, California over 48 calendar days. The delivery vehicle must be able to operate and dump loads independently on the narrow mountain roads. Loads will be delivered to and spread at one road location until complete before moving to the next. A bottom dump trailer is an acceptable method. The Forest Service crew will be onsite to grade and compact the material after each load. While initially estimating 6 loads per day per site, more time will be considered if needed to complete the work since loads will be delivered to only one site at a time until finished.

Concow Resiliency Aggregate Supply and Delivery, Plumas National Forest, R5 California Solicitation

Pre-Bid RFI’S

#1 (vi) Description of Requirement

The US Forest Service will have a road maintenance crew at each of the road delivery sites that will be watering, grading, and rolling the aggregate once it has been spread on the road surface by the contractor. *The quantity for trucking is an estimate based on approximately 6 loads per day.

Question: Can we anticipate 6 loads per day per location or 6 loads per day to one location per day?

6 Loads minimum at a single location.

#2 (vi) Description of Requirement

The US Forest Service will have a road maintenance crew at each of the road delivery sites that will be watering, grading, and rolling the aggregate once it has been spread on the road surface by the contractor.

Question: Will the contractor be given additional working days if the Forest Service cannot receive and place the bid quantity within 48 calendar days?

Yes, additional working days will be considered if Government causes delays or for other unforeseen delays.

#3 (vi) Description of Requirement

Furnish, supply, haul and spread 17,300 CUYD of ¾” Cal Trans spec crushed aggregate base to Concow, CA on Forest Service Roads 23N06, 23N02, 22N22Y and 24N13.

Question: Which class of ¾’’ Cal Trans Spec crushed rock is requested? Class 2 or 3?

We will be looking for Class 2

#4 (vii) Date(s) and Place(s) of Delivery and Acceptance/Location

48 calendar days from Notice to Proceed. The delivery vehicle must be able to operate on narrow, steep, winding mountainous aggregate surface roads and dump/spread their loads under their own power without being pushed, pulled, or towed by US Forest Service vehicles or equipment.

• FS Road 23N02 – Deliver/spread 5,300 Cubic yards of Aggregate base. • FS Road 23N06 – Deliver/spread 2,000 Cubic yards of Aggregate base. • FS Road 23N22Y – Deliver/spread 4,500 Cubic yards of Aggregate base. • FS Road 24N13 – Deliver/spread 5,500 Cubic yards of Aggregate base.

Question: Is it the intent of the Forest Service to have aggregate delivered to all locations concurrently, or is it the intent to deliver to one location at a time?

One location at a time.

#5 (vi) Description of Requirement

Furnish, supply, haul and spread 17,300 CUYD of ¾” Cal Trans spec crushed aggregate base to Concow, CA on Forest Service Roads 23N06, 23N02, 22N22Y and 24N13.

Question: Will a bottom dump semi-trailer be an acceptable method for spreading the aggregate?

A bottom dump would be an acceptable method of hauling and spreading the aggregate.

#6 Question: I do not believe 48 working days is sufficient if only 6 loads per day can be delivered to one site per day, or even if 6 loads per day can be delivered per day to each of the 4 sites per day equaling 24 total loads per day. Will the forest service crew be able accept more than 6 loads per site per day?

Loads will be delivered to 1 site location until work at that site is completed and then the loads will be delivered to the next until completed and so on. More time will be considered if needed.
