Section 1: Instructions to Offerors
1. Introduction:
The purpose of this Sources Sought Announcement (SSA) is to determine if there are viable sources to provide Wildland Fire Investigation Services to the USFS Pacific Southwest Region (Region 5).
This is a Sources Sought announcement only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and submit a capability statement demonstrating their ability to meet this requirement by providing technical details on how their company would provide the required services.
This SSA is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this SSA. Your response to this SSA will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this SSA. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The information provided may be used by USFS in developing its acquisition strategy and PWS. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their responses. The Government does not intend to pay for the information submitted in response to this SSA.
2. Background
The Forest Service has been managing wildland fire on National Forests and Grasslands for more than 100 years. But over the last few decades, the wildland fire management environment has profoundly changed. Longer fire seasons; bigger fires and more acres burned on average each year; more extreme fire behavior; and wildfire suppression operations in the Wildland urban Interface (WUI) have become the norm. To address these challenges, the Forest Service Pacific Southwest Region requires access to technical specialists to support wildland fire investigations. Areas of support services include but are not limited to: origin and cause investigation, litigation support, hazard and exposure analysis, ignition analysis, fire behavior and spread analysis, metallurgical failure analysis, electrical failure analysis and fire impact assessment.
