STATEMENT OF WORK

Background / Work to be performed The Crop Improvement and Genetics Research Unit, Western Regional Research Center has a requirement for a contractor to provide pest control service to all the plant species that are subjects of research here. These species include tomato, wheat, maize, camelina, citrus, switchgrass, Arabidopsis, sorghum, millet, tobacco, potato, grape, etc. The pathogens present include fungi, bacteria, and viruses that cause myriad diseases. The insects present include fungus gnats, spider mites, aphids, thrips, and white flies. Some of these insects are themselves vectors for viral and bacterial pathogens. The mission critical experiments being conducted by approximately 20 plant scientists across three research units are ongoing continuously in the greenhouse complexes covered by the statement of work. Effective and reliable pest control in the greenhouse is essential for research because outbreaks of powdery mildew or other pests can invalidate an experiment resulting in loss of years of research progress in some cases.

The following greenhouses and rooms are covered by this statement.

1. Crop Improvement and Genetics and Bioproduct Research Unit’s (CIG/BRU) southeast greenhouse with 2 rooms.

2. CIG greenhouse “59” with one room.

3. CIG/BRU roof greenhouse complex with 4 research rooms and a large headhouse.

4. The CIG “new” greenhouse 2 rooms.

5. The Plant Gene Expression Center (PGEC) greenhouse complex 14 rooms (1 CIG and 13 PGEC).

Review of Deliverables Services to be provided by the contractor:

1. Must have and maintain a current Qualified Applicator License with category D rendered by the California Department of Pesticide to perform this role. (A minimum of two years of greenhouse experience is desired.)

2. Provide all of their own personal protective equipment (PPE) based on product (pesticide) labels, such as gloves, foot- and eye-wear, face shields, respirators, headgear, aprons and full body suits.

3. Use and maintain Government furnished spray equipment until they are no longer serviceable.

4. Apply pesticides, purchased & provided by Government, on a weekly basis normally on Tuesdays at a time of day agreed upon with the pesticide advisor and in compliance with all applicable laws, state and EPA requirements in a manner consistent with Integrated Pest Management guidelines. There will be four times (12 hours) per month. On annual basis, there will be 48 times (144 hours) per year.

5. Shall have a high degree of familiarity with not only pesticide labels, but principles of integrated pest management applied specifically to the crops listed above.

6. Shall notify the Government when pesticides supplies are low & need to be replenished.

7. Complete pesticide application logs for each calendar month and Report pesticide use as required by State or Local ordinance.

8. Comply with EPA and state requirements for accurate record keeping, hazard communication and waste disposal including posting of appropriate signs clearly stating the pesticides used and the date and time reentry is permitted.

9. Bill the government for services rendered on an hourly basis and Submit invoices monthly detailing services provided. Only proper and approved invoices will be paid.
