Statement of Work (SOW) Project: US Salinity Lab Fire Sprinkler System Leak Repair

GENERAL INFORMATION

1.0 Scope of Work: A leak has been detected in the plumbing supplying the fire sprinkler system at the US Salinity Laboratory. The leak is underground beneath an asphalted parking area. The area needs to be excavated, the plumbing repaired, the soil returned and compacted, and the asphalt paving restored.

2.0 Background: The fire sprinkler system for the US Salinity Lab has developed an underground leak. The leak causes a supplementary (jockey) pump to run almost constantly to maintain water pressure in the line. The jockey pump is designed to run only periodically, thus constant use risks pump failure. If the pump fails, the US Salinity Lab will need to evacuate until repairs can be made. In addition, the leak may be causing erosion underground similar to a sink hole.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Contractor will:

1.) Saw cut existing asphalt marked by the leak detection service.

2.) Excavate area to expose leaking underground pipe. Depth of pipe is believed to be 4 feet. Take care to not damage any underground water supply lines to buildings or other structures in the area.

3.) Drain the sprinkler system.

4.) Remove damaged section of 6” pipe and replace with new pipe and fittings as needed.

5.) Refill sprinkler system; verify correct water pressure is maintained.

6.) Refill area with native soil and compact.

7.) Install asphalt patch for the section removed for repair.

4.0 Government Furnished: Contractor will require access to the fire pump house and exterior identified by leak detection service. Government will monitor contractor’s progress and determine completion. Government will provide access to secured areas of the facility.

Government will provide fire-watch or evacuate as specified by local fire code and notify local police and fire department authorities. Contractor will make every attempt to minimize disruption of Government’s work schedule. See schedule below in 5.0.

Attachment I

2023 Federal Holidays:

5.0 Deliverables / Schedule: This project requires the fire sprinkler system to be taken out of service and the facility be on fire-watch or evacuated. Therefore, the length of time the system is inoperable must be minimized. Excavation, fill, and asphalt paving may be performed while the system is operable.

Preferred Schedule:

Wednesday: Saw-cut asphalt and excavate to expose damaged pipe.

Thursday and Friday: Drain and shut off sprinkler system; remove damaged pipe;

install new pipe.

Saturday and Sunday: These two days may be required for repair to dry/cure.

Monday: Fill system and verify correct pressure is holding.

6.0 Travel: Government does not reimburse travel costs.

7.0 Security Requirements: Government will provide access to secured areas of the facility. Government security protocols are followed. Use of the sign-in log and ID are required.
