Questions and Answers – Albany Generator Repair Q1: Can you provide information on the switches and generators?
A1:
ATS (PGEC) - Onan Transfer Switch OT400, Serial No G930512985, 208 V, 400 Amps.
ATS-1 – Eaton Cutler-Hamer Transfer Switch 69B1005HO1, 208 V, 600 Amps.
ATS-2 - Eaton Cutler-Hamer Transfer Switch 69B1005HO1, 208 V, 600 Amps.
EGEN-6 – Cummings Engine Model No. 11B3J, Serial No. 3883666
SDMO – John Deere Engine Model No. 6068HF275, Serial No. CD6068G006684
MCE EDG-2 – Detroit Diesel Engine, Model No. Spec 7807, Serial No. DO08VF146307
Q2: Can the 60 day period of performance be from receipt of supplies due to current supply chain issues?
A2: Yes, we will take into account long lead times with the performance period.
Q3: The Statement of Work asks to supply a pump from the main fuel tank to the gen set by bypassing the day tank under the gen set. The issue we forsee with this is possibly overpressurizing the engine mounted fuel pump. Please advise if a seperate day tank may be mounted adjacent to the generator and a pump installed to draw from the main tank to the smaller day tank.
A3: 2. If the contractor foresees the potential of overpressurizing the engine fuel pump – adding an axillary adjacent day tank to bypass the current day tank is acceptable.
Q4: Will temporary power need to be provided during the replacement of the ATS?
A4: 3. Temporary power will not be needing during the electrical shutdowns to install the ATS.
Q5: On gen set MCE-EDG-2 is there an electrical circut capable of powering the intended fuel pump?
A5: 4. This depends on the electrical requirements of the fuel pump. It is suspected that the existing circuit has little, if any, electricity left after what is used to power the charger and heater. Electricity is available very close to the generator (20-30 ft) from an existing substation.
Q6: Are you looking to replace all electrical feeders as well as conduit from new ATS’s to existing Generators? Or can the existing electrical infrastructure remain and be utilized for new ATS’s that are installed?
A6: We assume nothing is wrong with the electrical lines. During the project if the contractor finds existing damage that was not visible on the site visit, this would be a differing site condition and be dealt with accordingly. There is no way we can determine the viability of the lines now.
Q7: If replacing all Electrical and conduit, can you please provide the conduit distance from new ATS’s to Existing generators. Also, what is the count and sizes of the conduit needing replaced? Including any low voltage for battery chargers / block heaters / or communications?
A7: There are three ATS, for two they are adjacent to the generators (10-20 feet), the third ATS is approx. 300ft from its generator. Note: measurements are approximate.
Q8: 4. For the in-line fuel pump installation. What is the size of generator (kW) and adjacent fuel tank (gallons)? What is the current distance between the two, and are there any current elevation issues between generator and fuel tank that need to be reviewed?
A8: Sizes are unknown, but estimated to be 300Kw and 50-75 gallons. Tank is next to generator maybe 5-10 ft away. No elevation issues, but contractor may consider adding an additional day tank with pump to avoid potential fuel pressure issues. Electrical for pump would need to be determined, electricity is available at a substation 20-30 ft away. Note, these are rough estimates.
Q9: Do you believe 1 fuel pump at generator is adequate or is second booster pump required? One at tank and one and generator?
A9: One fuel pump would likely be adequate, but that is the contractor’s call/responsibility to figure out.
Q10: The SOW 2nd line-item calls to replace the conduit and conductors. The RFI Q6 response says that we may reuse the existing conduit and conductors. May we presume the SOW line item is revised to "Reuse existing conductors and conduit to ATS. Provide megohm test to ensure the conductors are in satisfactory condition."?
A10: Yes, exactly this: "Reuse existing conductors and conduit to ATS. Provide megohm test to ensure the conductors are in satisfactory condition."
