COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This acquisition is for the selected contractor to provide services to install Table Grape Trellis.
(A) The solicitation number is 12905B21Q0045 and is issued as a Request for Quotation (RFQ).
(B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-03. Service Contract Labor Standards Wage Determination Number 2015-5609 for Fresno County, CA is applicable and is attached.
(C) This solicitation is issued as a small business set-aside. The associated NAICS code is 115115 the small business size standard is $16,500,000.
(D) List CLINS, item descriptions, quantities and units of measure:
1. Trellis Materials 1(ea)
2. Installation Labor 1(ea)
(E) Description/Statement of Work/Specification:
Table Grape Trellis Installation. The proposed block for trellising is currently bare ground that has been deep ripped and disked flat. There are 24 rows to be installed with a gable-style trellis.
Row spacing is 12 feet and we will use 6 feet between vines within each row. Row lengths are approximately 490 feet. The block to be trellised is approximately 3.24 acres.

(G) FAR Provision 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference and applies to this acquisition. Please see the attached RFQ terms and conditions for the submission requirements.
(H) Evaluation:
For the evaluation criteria, please see the attached RFQ terms and conditions.
(I) Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. See the attached RFQ terms and conditions for more requirements.
(J) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Please see the attached RFQ terms and conditions for its Addendum.

(M) The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation.

(O) Any and all questions regarding this solicitation shall be submitted in writing to Derek Celedon / Derek.Celedon@USDA.Gov no later than June 30th 2021 by 4:00pm Pacific Time.
(P) A site visit will be scheduled for June 30th 2021 at 9:00am Pacific Time. This site visit is intended to give prospective offerors the opportunity to familiarize themselves with the location and to gauge the scope of work required of the contract. Prospective attendees SHALL email Derek.Celedon@USDA.Gov with the attendee's full name as it appears on a Government-issued picture ID (which must be presented at the time of the site visit) and citizenship status; and their company name, physical address, email address, and phone number. The deadline for requesting a site visit is June 29th 2021 3:00pm Pacific Time. Failure to comply with the registration instructions above will result in denial of access to the location and/or participation in site visit activities. A site visit is not required to submit a quote.
