Product Description
BOSS PTI 23097
76 Software Engineering Group (SWEG) Tinker Air Force Base (AFB)
1. Description of Product: The 558th Software Engineering Group (SWEG) requires the purchase of one
(1) Tactical Communications Group (TCG) Battlefield Operations Support System (BOSS). The Boss has a flexible message scripting and generation capability; it is multi-link capable and easily upgradeable. The system is scalable and is designed to accommodate changes to current data links as well as the addition of future data links. The BOSS has a terminal interface with terminal alert functions, which alert the operator of a change in status with the terminal. Both the notebook and desktop versions have a Dual Monitor option capability, and the locations of the windows are configurable by the operator.

2.1 Contractor shall provide a Subject Matter Expert (SME) to train up to five (5) people for three (3) days of on-site professional services at Tinker AFB. SME shall complete training within four (4) months of initial delivery.
3. Warranty The contractor shall provide a standard commercial warranty.
4. Ship To Delivery shall be made to the following Point of Contact:

6. Disclosure of Information
6.1 Information made available to the contractor by the Government for the performance or administration of this purchase order shall be used only for those purposes and shall not be used in any other way without the written agreement of the Contracting Officer. The contractor agrees to assume responsibility for protecting the confidentiality of Government records, which are not public information. Each contractor or employee of the contractor to whom information may be disclosed only for a purpose and to the extent authorized herein.
7. Security Requirements
7.1 Contractor personnel will be escorted by Government personnel for the organization/area affected
100 percent of the time while working within the secure Government facility/area.
8. Operations Security
8.1 Contractors who have access to Tinker Air Force Base facilities or critical information shall have
OPSEC training IAW AFI 10-701, Operations Security (OPSEC), (Complete reference in Appendix E). Initial training will be provided by Group SM and lasts approximately one hour, with recurring annual training lasting approximately one-half hour. Contractors shall immediately comply with Installation and Group OPSEC programs.
8.2 Public release of any information is not authorized and, if requested, shall comply with Public Affairs and all other OPSEC measures to ensure the best balance of lawful disclosure for the American public and denial of advantage for our adversaries.
8.3 No photography, or videotaping, is allowed on the installation without approval from the owning organizations Group Director/Commander on an approved photography letter from Public Affairs.
This includes the use of personal cell phones with picture and video capability.
8.4 Critical Items/Information shall not be discussed outside normal contract conditions. A Critical Items/Information List (CIL) can be provided upon request and should not be considered all inclusive.
8.5 Controlled Unclassified Information (CUI) generated by the contract, and it’s employees, shall ensure protective measures are applied. ALL DoD unclassified information MUST BE REVIEWED AND APPROVED FOR RELEASE before it’s provided to the public in accordance with DoDD 5230.09, Reference J.
8.6 Disclosure of information is prohibited for release of unclassified information to the public without approval of the contracting activity.
8.7 Contractors will comply with CUI requirements detailed in DoDM 5200-01-V4, DoD Information Security Program; Controlled Unclassified Information (CUI).
9. Communications Security
9.1 All communications with DoD organizations are subject to Communications Security (COMSEC) review.
9.2 The DoD authorizes the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, D0D organizations.
9.3 The Government advises the Contractor that at any time they place a call to, or receive a call from, a
DoD organization, they are subject to SOMSEC procedures.
9.4 The contractor assumes the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with official DoD information.
10. Data Rights
10.1 The 76th SWEG/MXDXCC will have exclusive rights over any software/hardware configuration files and applications databases under this purchase order.
11. Limited Use of Data
11.1 Performance of this purchase order may require the contractor to access and use data and information proprietary to a government agency or Government contractor which is of such a nature that its dissemination or use, other than in performance of this effort, would be adverse to the interests of the Government and/or others. The Contractor shall not use, disclose, or reproduce proprietary data that bears a restrictive legend, other than as required in the performance of this effort.
12. Section 508-Electronic and Information Technology Standards
12.1 The contractor shall support the Government in its compliance with Section 508 throughout the development and implementation of the work to be performed. Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d) requires that when Federal agencies develop, procure, maintain, or use electronic information technology, and Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who do not have disabilities, unless and undue burden would be imposed on the agency.
Section 508 also requires that individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden would be imposed on the agency.
