Solicitation Issue Date: April 2, 2019
Method of Solicitation: Request for Quotation (RFQ).
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular FAC 2019-01.
Responsible sources may submit a quotation which, if timely received, shall be considered by this agency.
North American Industry Classification (NAICS): 115210 (Support Activities for Animal Production): Size Standard is $7.5 Million.
Set Aside: 100% small business set-aside.
General Information: The intent of this solicitation is to obtain quotes for farrier services. See below for complete project description.

NOTES:
The quantities shown are for evaluation purposes only. Contractor will be paid for actual quantities.
Quotes are required on all items for each year. The quoter must quote on all items. Only quotes to the nearest cent will be accepted
Vendor shall be registered in www.sam.gov in order to be considered at the time of solicitation response date.
The Forest Service has transitioned to an electronic invoicing system. Vendor shall also be registered in the Invoice Processing Platform, www.ipp.gov to submit invoices at the end of each month’s services.
STATEMENT OF WORK
SCOPE
Provide all labor, supervision, transportation and incidentals to shoe stock (horses and mules) on an 8 week rotation on stock in Cody, WY area and a 6 week rotation on the stock at the Lander, WY area.
• Approximately 160* shoeings and 90* trims per year in Cody, WY area.
• Approximately 105 shoeings and 45* trims in Lander, WY area.
• Likely 4-5 trips to each location per year.
*All numbers approximate and may be more or less depending on need.
PLACE OF PERFORMANCE
Shoeing locations: each shoeing will take place at the two (2) following locations: Cody and Lander, Wyoming. On the very rare occasions shoeing may occur at one of the following locations: Middle Fork Guard Station, South Fork Guard Station, Timber Creek Guard Station, Crandall Guard Station, Wapiti Ranger Station

Stock to be shod: Approximately ninety (90) head split between horses and mules.

Shoeing dates shown are approximate and may be adjusted as approved by the Contracting Officer’s Representative (COR).
The COR and Contractor will agree upon 3 or less days to accomplish the shoeing for that period.
Contractor shall be capable of shoeing a minimum of 10 head of stock per day. The contractor shall be capable of safe and humane handling of all animals including “hard to handle” horses and mules. Some stock may not have ever been shod previously.
Guaranteed replacement of loose or lost shoes between shoeings on Cody, WY area stock.
Contractor shall provide all supplies to accomplish work. No table shoeing is permitted.
Contractor must have a minimum of 10 years experience professionally shoeing horses. Use the attached experience questionnaire to document past experience.
INVOICING & PAYMENTS All payments are processed using The Invoice Processing Platform (IPP). This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm. BIOBASED PRODUCTS
The contractor must comply with the Agriculture Act of 2014; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Farm Security and Rural Investment Act of 2002 9FSRIA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, “Federal Leadership in Environmental, Energy and Economic Performance”, dated October 2, 2009; EO 13423, “Strengthening Federal Environmental, Energy and Transportation Management”, dated January 24, 2007; and Presidential Memorandum, “Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement,” dated February, 2012 to provide biobased products.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

EVALUATION CRITERIA FOR AWARD
FAR 52.212-2 -- Evaluation -- Commercial Items. (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price, past performance and capability to accomplish this type of work (relevant services). Past performance and experience (at least minimum of 10 years professional experience) when combined are of equal importance as price. The experience questionnaire will be used as part of the evaluation.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
