Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial
Items,” as supplemented with additional information included in this notice. This announcement and attachment constitutes the only solicitation; quotations are being requested, The United States Department of Agriculture (USDA), US Forest Service (FS), Intermountain Region 4 Regional Office, Intermountain Office, 324 25th Street, Ogden, Utah
84401 is in need of Item 1: MCH Single Bubble Capsules: Procurement of 18,430 dispensers that are currently registered by EPA for control of Douglas-fir beetle. Each dispenser to contain at least 400 mg of MCH, 3-methyl-2-cyclohexen-1-one. See listing for the quantity and distribution of the material to be shipped to 5 different locations in
Montana. Pricing shall include shipping costs. Each shipment to individual offices shall include current EPA label and
MSDS. Item 2: MCH Double Bubble Capsules: Procurement of 10,350 dispensers that are currently registered by EPA for control of Douglas-fir beetle. Each dispenser to contain at least 1,000 mg of MCH, 3-methyl-2-cyclohexen-1-one.

Utah. Pricing shall include shipping costs. Each shipment to individual offices shall include current EPA label and
MSDS. Item 3: Verbenone Pouches: Procurement of 1,394 pouches that are currently registered by EPA for control of mountain pine beetle. Each pouch to contain at least 6.75 mg of verbenone, 4,6,6-Trimethylbicyclo(3.1.1)hept-3-en-2-one. See listing for the quantity and distribution of the material to be shipped to 3 different locations in Idaho and
Montana. Pricing shall include shipping costs. Each shipment to individual offices shall include current EPA label and
MSDS. Item 4: Verbenone SPLAT Tubes: Procurement of 43 caulking tubes that are currently registered by EPA for control of mountain pine beetle. Each tube to contain at least 750 g of verbenone, 4,6,6-Trimethylbicyclo(3.1.1)hept-3-en-2-one. See listing for the quantity and distribution of the material to be shipped to 4 different locations in Idaho, Montana, and Utah. Pricing shall include shipping costs. Each shipment to individual offices shall include current EPA label and MSDS.

A contract will be awarded to the lowest-priced Brand Name or Equal offeror. Quotes will be evaluated for acceptability to meet or exceed salient characteristics, but will not be ranked using the non-cost/price factors. In order to be eligible for award, offerors must receive a rating of “acceptable” in every non-price factor/subfactor. In the interest of economy and efficiency, the Government will start by evaluating the technical quote of the lowest-priced offeror and will award to that offeror if the technical quote is rated “technically acceptable”. If the lowest offeror receives a rating of “unacceptable” in any of the non-cost factors, the Government will then move on to evaluating the technical quote of the next lowest offeror and so on until a quote is rated “technically acceptable”. Therefore, the technical quote of the non-low price offerors may or may not be evaluated.
Per, FAR 52.217-5 Evaluation of Options (JUL 1990), Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
The following factors and sub-factors will be used to determine technical acceptability. Offeror shall provide the information necessary, including for any subcontractors, to evaluate the following factors and subfactors:
Factor #1 – Technical Capability of Offeror.
Subfactor # 1- In order to receive a rating of “acceptable” for this subfactor, offer must at a minimum, demonstrate adequate technical capability of the item offered to meet or exceed the item specifications as Brand Name or Equal.
Subfactor #2 – Ability to Meet Delivery/Installation - In order to receive a rating of “acceptable” for this subfactor, offeror shall demonstrate the capability to deliver the product in the time frame identified in the solicitation, which is listed in the schedule of items. Delivery date is crucial to deploy the bubbles.
Factor #2 – Price Award will be made to the lowest priced offeror that is evaluated as “acceptable” for all non-price factors.
Factor #3 -Past Performance Subfactor #1- Recency and relevancy of present/past performance in relation to this effort - In order to receive a rating of “acceptable” for this subfactor, offeror must, at a minimum provide past experience on similar type contract(s). The past experience should indicate successes of the contractor in completing/meeting delivery dates and customer satisfaction.
The Government considers “recent” present/past performance to be within the past 3 years
The Government may also use past performance information obtained from other than the sources identified by the offeror. Information obtained from the Past Performance Information Retrieval System (PPIRS) database located at http//www.ppirs.gov is one of the sources that will be utilized. PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the Naval Sea Logistics Center Detachment Portsmouth.
NOTE: In accordance with FAR 15.305 (a)(2)(iv)), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability,“unknown” will be considered “acceptable.”

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"
