Dixie, Fishlake, & Manti La Sal National Forest

4.6 Performance Requirements

4.6.1 Blading and Shaping

Description - Recondition of Roadbed includes blading and shaping the roadbed, including shoulders and turnouts, to restore and maintain the original cross section and grade of the road, and removing ruts, washes, slough, and other irregularities that prevent normal runoff from the road surface. In addition it includes cleaning of existing drainage facilities and the disposal of excess materials. The drainage facilities include roadside drainage ditches, drainage dips, and flare ditches leading out from the roadside ditches.

Methods - Blading gravel surfaced roads shall be performed so the base is not disturbed and no surface material is lost in ditches or over the road shoulders. Blading unsurfaced roads shall be performed so no base material is lost.

All ruts, chuckholes, and washes shall be removed by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material. High blading, which is merely filling depressions with loose material, will not be acceptable.

Settlement sections shall be repaired insofar as practicable by cutting from the roadbed on each end of the settled area and filling into the settled area to provide smooth transitions to adjacent road grades.

Blading and shaping operations shall not undercut road backslopes.

Surface material shall be bladed from one edge of the road to the other in a berm in order to eliminate any segregation prior to spreading. Sections having segregated materials after spreading shall be reprocessed and spread.

Sections of road constructed without roadside ditch shall be uniformly insloped or outsloped the entire width of the roadbed. The inslope or outslope grade shall be a minimum of 2 percent and a maximum of 8 percent unless staked otherwise on the ground.

Existing drainage dips shall be cleaned and the outslope grade restored to equal or exceed the gradient of the road.

Sections of single lane roads constructed with a roadside ditch shall be bladed and reshaped to maintain either the inslope or outslope of the existing template. For double lane roads, crown at the centerline of the roadbed, except on curves where crown is omitted. Minimum crown, inslope, and outslope shall be 2%.

At the conclusion of the blading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, Dixie, Fishlake, & Manti La Sal National Forest depressions, and projections above the adjacent roadbed surface. No berm or ridge or any material shall be left along either shoulder of the roadbed unless directed by the COR

4.6.2 Drainage Facilities

Description - Road maintenance includes cleaning of existing drainage facilities and the disposal of excess materials. The drainage facilities include roadside drainage ditches, drainage dips, culverts, and related end walls, catch basins, inlet and outlet ditches.

Methods - Wood, rocks, and other debris shall be removed from roadside drainage ditches, culverts, cross ditches, and related inlet and outlet ditches to provide unobstructed flow of water through drainage structures and away from the roadbed.

The backslope of the ditch shall not be undercut by ditch cleaning operations, and the slope to road shoulder shall be maintained at an approximate ratio of 2:1 from the bottom of the ditch to the edge of the roadbed. Roadside ditches shall not be excavated to a depth of greater than 24 inches below roadbed grade. Typical depth of roadside drainage ditches below roadbed is 12 inches. Existing ditch dikes shall be restored, reshaped, and compacted as needed for effective drainage through culverts.

Any material deposited in catch basins or outlet ditches during blading operations shall be removed.

All inlet and outlet ditches to such facilities shall be cleaned and restored.

4.6.3 Slough and Debris Removal

All slough and debris shall be removed and disposed of as directed by the COR. On aggregate-surfaced roads, material may be bladed across the road provided it is not deposited in ruts, washes, or chuckholes in the road surface. Such material shall be side cast on stable fill slopes or natural ground out of streambeds, streams, or other waterways. No side casting will be permitted on roads paralleling streams where the ground slope from the outside road shoulder to the stream edge is steeper than 2:1. On unsurfaced roads, surface soil with rocks less than 2 inches in greatest dimension shall be spread evenly over the adjacent roadbed. The Contractor shall not be required to spread such material more than 100 feet upgrade from slough area. All rocks more than 3 inches in greatest dimension shall be removed from the road surface and deposited outside the shoulder to the extent that it can be done with the motor grader.

4.7 Cleaning Cattleguards and Catchbasins - The cleaning of cattleguards and catchbasins shall be performed so that there is no debris and that the catchbasins are cleaned and have a flat bottom and are sloped back to the original area that had been disturbed when the catchbasin was constructed. Material cleaned from the catchbasins shall be spread out on the fill slopes.

4.8 Culvert Installation - Culvert installation will be performed according to the FP-14 Standard Specifications Method and compaction will be Method A to ensure that backfill density exceeds the density of the surrounding embankment.

4.9 General Laborer – Provide a laborer capable of performing strenuous manual labor that may include but is not limited to tasks such as lifting heavy objects, trimming roadside brush, cleaning culverts, working with hand tools and power tools, and driving a four-wheel drive pickup truck with manual transmission. The laborer shall be capable of following verbal and/or written instructions.
