Answer: Slurry seal is only required in Option B and Option B is a Type 3 slurry seal.

2. There are two anticipated start dates, both are not ideal for chip seal. Is there a possible third option? May 14 start date?

Answer: There are two windows for performance with anticipated start dates of May 14th and after September 3rd. May 14th is earliest date that a notice to proceed is anticipated to be issued and the day preferred day to start work on the contract. The period of performance includes mobilization, delivery of material to the site, work identified in the schedule of items, and site cleanup.

The contract is for 40 calendar days from issuance of the notice to proceed. Chip seal work can take place on days where weather conditions and temperatures allow this type of work (temperatures). .

3. Asphalt Repairs - Cedar Springs Boat Ramp - Can you define "full depth repair"? The other areas are defined as 3" HMA over re-compacted existing base.

Answer: The asphalt repair at the Cedar Springs Boat Ramp is next to the concrete boat ramp. When this area is being repaired, we will check on the depth of road base in this area. If the road base is not 6 inches plus at this location, we will need to remove the existing road base and replace it with 6 inches of road base and then place 3 inches of hot mix asphalt.

4. For payment clarification, can you explain the difference between the below items?

Answer: In the FP-14 it states the following about contract quantities:

a. CQ (Contract Quantity) - The quantity to be paid is the quantity listed in the bid schedule. b. AQ (Actual Quantity): These quantities are determined from actual measurements of completed work.

c. DQ (Designed Quantity): Not in Contract

5. The quantity for Option A, Item 407.02a is 14,000 SY, but under Section C-1, Table 1, the

Option A quantities only add up to 12,469 SY. Is there another area not shown on Table 1 we need to plan on?

Answer: The correct quantity for Option A is 14,000 SY. The Dam Vista Point Parking Area is listed as base in Section C Table 1. This is incorrect. This parking area’s quantity is actually in Option A. 12,469SY + 1,489SY = 13,958 SY which rounds up to 14,000 SY as shown in Option A.

6. Will the striping be a single coat application, measured and paid by the LF? If a double application is required, do the quantities include both applications?

Answer: The striping will be a double coat application of 7.5 mils per application for a total mil thickness of 15 mils. The quantity shown on the Schedule of Items is the finished length of line on the ground.

7. There seems to be a discrepancy in the quantity for Item 407.02. The line item shows 82,800 SY, but the quantities from Table 1 equal 84,261 SY. Can you please clarify the quantity?

Answer: The quantity for Item 407.02 is 82,800 SY. Table 1 has been revised to take The Dam Vista Parking Lot work and put it in Option A.

8. Can you provide some clarity on where we will be able to stockpile chips for this project? There is a clear area on the West side of the bridge that looks like chips have been kept before. Also near the dam, the parking area that overlooks the dam and is labeled FR 917, has an area where some chips could be placed. Would this be acceptable?

Answer: Section C 1.4 Staging and Storage Areas shall be approved by the COR. The clear area on the west side of the Cart Creek Bridge that looks like chips have been stored there before is controlled by UDOT. If the contractor desires to store chips here, they should contact UDOT about this area. The area near Flaming Gorge Dam that is labeled FR 917 is controlled by Bureau of Reclamation. They need to be contacted about storing chips here. The Forest Service will work with the contractor and other agencies to obtain suitable chip storage areas proposed by the contractor.
