MATOC Pre-solicitation Q&A prepared by JH 3/20/20

Include written responses to Contractor questions in amendment 1

Question: How many contracts will be awarded?

Answer: The government anticipates multiple awards for each MATOC zone, with separate contracts for each of the three zones listed in the solicitation. Contractors are reminded to complete the schedule of items with option year coefficients for each zone in section B that they would like to be considered. As described in section M, the Contracting Officer may limit the number of Contractors that are considered for award.

Question: How do the $2M and $10M limits apply?

Answer: The $2M annual and $10M ceiling price shall apply to each zone MATOC contract.

Question: Does the contract have limits to the amount of work that may be subcontracted?

Answer: Yes, the Contractor shall perform at least 15% of the work. Reference: FAR 52.236-1

Question: How are coefficients to be bid and applied?

Answer: Option year coefficients apply to the pre-priced Equipment shown on the schedule of items and shall be calculated as described in the schedule. The blank line shown before calendar year applies to the month of contract award which is anticipated to be May and will be filled in by the CO upon award.

This contract does not contain location coefficients, zone coefficients, or other task order coefficients;

nor will coefficients apply to non-pre priced work items on future task orders.

Question: How should contractors prepare a technical narrative without definition of an individual task order?

Answer: The solicitation does not include an initial construction task order or a sample task order for the contractor to submit for evaluation with the proposal. Reference section C for the type of work and instructions for technical proposals in section L including civil construction experience & 10 recent projects.

Question: Do multiple technical proposals need to be submitted if contractor bids more than one zone.

Answer: No, contractors may complete section B (Equipment Schedule of Items and Option Year Coefficients) for multiple zones; but a single technical proposal submittal is sufficient.

Question: Is bonding required as part of the initial proposal or only be needed per Individual Task award. Reference line #13 b. an offer guarantee is required.

Answer: A bid bond is not required, however the government has included a Determination of Responsibility (Attachment E) submittal requirement to the solicitation in amendment 1.

Question: Should the Equipment Rental rates include all overhead, profit, and incidental costs for a project.

Answer: No, see detailed description for equipment rates clarified with amendment 1.

Also note: The Equipment rates provided in the schedule of items are intended to be similar to Rental Rate Blue Book costs that have been widely used by many private and public project owners including the Federal Highways Administration to determine reimbursement rates for equipment. Rather than referencing the Blue Book which would require annual subscriptions over the 5 year duration of this contract, the Contractor shall provide their own equipment rates and option year coefficients as described in the Schedule. The term “rental’ does not apply to third party rental contractors nor rental company rates.

Question: How are wage determinations to be included in the equipment unit price?

Answer: Wage determination shall be established and individually listed as an associated non-pre priced item for those future Task Orders that incorporate Equipment Rates within Contractors’ proposals as described in amendment 1. Pre-priced equipment cost does not include operator.

Question: If a Contractor is awarded contracts in multiple zones, is the Contractor obligated to reply to all requests for Task Order proposal.

Answer: Yes, as described in section G, Task Order requests shall be competed among all awardees to the maximum extent practicable. The CO may allow a Contractor to decline in limited cases.

Question: When is the deadline for written questions?

Answer: The deadline is the conclusion of the pre-solicitation meetings and CO’s response which was anticipated to be Monday March 23rd COB.

Questions: Are hardcopy Proposals due Monday 4/13/20?

Answer: As advertised in the solicitation, signed offers are due by 1400h on 04/13/2020. E-mailed offers may substitute for hardcopy as would a mailed, or delivered electronic copy of the proposal on an electronic storage device. For e-mailed proposals, contractors are asked to complete earlier in the day to ensure the CO has time to reply with a confirmation that the offer has been received.
