INDEFINITE-DELIVERY, INDEFINITE-QUANTITY (IDIQ) CONTRACT FOR ENVIRONMENTAL ANALYSIS AND DECISION MAKING (EADM) ACTIVITIES FOR THE USDA/FOREST SERVICE INTERMOUNTAIN REGION (R4).

The Intermountain Region (R4) is soliciting for an EADM in support of the National Environmental Policy Act (NEPA), National Forest Management Act (NFMA) and other environmental laws and regulations.

This announcement is being solicited as a small business set-aside pursuant to FAR 19. The North American Industry Classification System (NAICS) code for this action is 541620 and the small business size standard is $16.5M.

As a result of this announcement, the Forest Service (R4) intends to award multiple award task order (MATOC) contracts in support of the various forests/units within R4. The contracts will consist of five (5) one-year ordering periods.

PROJECT INFORMATION: The Government, in fulfillment of its multiple use mandates, requires a variety of professional services in the natural, environmental, social/economic and technical sciences to meet legal requirements imposed by such laws as the NEPA, NFMA, Endangered Species Act, Clean Water Act, National Historic Preservation Act, and others. In addition to needing services to meet legislation and regulation, in 2015, the Government issued its policies and direction to meet the implementing regulations for NFMA (Planning Rule), with emphasis on public engagement and use of best available scientific information and an assessment requirement that is ahead of conducting NEPA activities for proposed new and revised forest plans.

Government also has professional services needs to meet program management direction for implementation of projects, monitoring of plans and decisions, and inventory of natural resources and their uses, leading to future project design and decisions.

This contract shall provide scientific and professional environmental services contributing to integrated forest and rangeland restoration programs and other professional services used for land and resource management by the Government. Work under this contract may relate to the following typical subject areas. (This list is not all-inclusive):

Forest Planning (National Forest Management Act) Support, including Public Engagement Project Planning (National Environmental Policy Act) Support, including Public Engagement Data Collection and Analysis Natural Resource Studies Minerals and Geology Water Resources Soils Resources Air Quality and Smoke Management Climate Change, Sustainability, and Carbon Stock Vegetation Management (Timber, Silviculture, Botany) Rangeland Management Fuels and Fire Management Terrestrial and Aquatic Invasive Species Travel Management Logging and Transportation System Planning Logging Road Services and Road Analysis Fisheries and Wildlife Scenery Management Landscape Analysis and Watershed Assessments Recreation, Wilderness, Inventoried Roadless Areas, Wild and Scenic Rivers Cultural, Heritage, and Historic Resource Surveys and Studies Socio-Economic Studies Lands and Special Uses, including major infrastructure projects Development of Communication Site and Transmission Line Corridor Designation Plans Geographic Information System Spatial Analysis and/or Statistical Data Analysis

LOCATION:

Individual Task Orders will identify the location of project work and be predominately performed in the Intermountain Region. Please see United States Forest Service (USFS) Home Page for Regional information- www.fs.fed.us.

THIS IS NOT A REQUEST FOR PROPOSAL. Therefore, solicitation packages will not be provided at this time. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government anticipates a solicitation to be available on beta.sam.gov (FBO) on/or about 16 March 2020; however, there is no guarantee or implication of a guarantee that this project will be solicited.

NOTE: To avoid a conflict of interest, any contractor proposing as a prime may not have a subcontractor who is also proposing as a prime.

All questions shall be in writing to the Contracting Officer listed below. Phone calls and personal visits for the purpose of discussing the proposed solicitation with contracting/project management and/or engineering personnel are not allowed.
