About this file
This document is a Statement of Salient Characteristics (specifications) for the procurement of a General Purpose Near-Infrared (GP NIR) Analyzer for the USDA-ARS Plant Genetic Resources Conservation Unit (PGRCU). The specification permits competitive procurement using a "Brand Name or Equal" approach, listing three acceptable brand models: Unity XT-R/XT-F, Buchi NIRFlex N-500, and PerkinElmer DA 7250. The analyzer will be used for non-destructive, research-based phenotypic characterization of seed and plant material traits.
The instrument must perform non-destructive, non-contact near-infrared analysis on whole seeds, meals, flours, powders, pastes, slurries, and other agricultural materials without requiring destructive grinding. It shall support calibration models for measuring moisture, oil, protein, sugars, starch, fiber, fatty acids, amino acids, ash, and tannins across multiple crop types including peanut, sorghum, sesame, and sweet potato. Analysis time must be less than one minute with accuracy consistent with ISO 12099 performance standards. The system requires automatic instrument diagnostics, wavelength standardization, outlier detection, and internal/external reference standards. Software capabilities must include data acquisition, calibration import/modification, results reporting, data export in standard formats (CSV, XML, spreadsheet-compatible), chemometric model support using PLS or ANN algorithms, and audit-ready tracking for research compliance. The analyzer must operate on Windows-based integrated or connected computing systems with standard U.S. electrical compatibility, and vendors must provide standard manufacturer warranty, technical support, and availability of replacement parts and calibration services.

General Purpose Near-Infrared (GP NIR) Analyzer Brand Name or Equal
1. Scope
This document defines the minimum salient characteristics required for a General Purpose Near-Infrared (GP NIR) Analyzer to be used by the USDA-ARS Plant Genetic Resources Conservation Unit (PGRCU) for research-based phenotypic characterization of seed and plant material traits. These specifications are written to ensure competitive procurement among commercially available NIR analyzers capable of meeting program requirements.
Brand Name Items:
Unity XT-R/XT-F
Buchi NIRFlex N-500
PerkinElmer DA 7250
2. Salient Characteristics for an equal Item:
2.1 Non-Destructive Analytical Capability
The instrument shall perform non-destructive, non-contact near-infrared analysis of intact seeds, grains, and plant materials. Samples must remain suitable for long-term conservation or additional analyses.
2.2 Supported Sample Types
The instrument shall support analysis of all of the following without requiring destructive grinding:
• Whole seeds (including peanut, sorghum, sesame, and other germplasm)
• Meals, flours, powders, and ground materials
• Pastes, slurries, pulps, and semi-solid food matrices
• Other agricultural and plant-derived materials relevant to PGRCU research
2.3 Trait Measurement Capability
The analyzer shall support calibration models capable of quantifying the following constituents, whether via pre-developed or custom calibration development:
• Moisture
• Oil and protein (including in larger seeds such as peanut)
• Sugars and starch
• Fiber
• Fatty acids
• Additional traits relevant to germplasm characterization (e.g., amino acids, ash, or tannins where applicable)
2.4 Multi-Crop Calibration Support
The instrument shall be capable of supporting or developing calibrations for:
• Peanut: oil, protein, sugars, fatty acids
• Sorghum: protein, starch, tannins/phenolics, ash
• Sesame: oil, protein, fiber, fatty acids, amino acids
• Sweet potato: sugars, starch, fiber
• Additional seed types within PGRCU’s germplasm collections
2.5 Analytical Performance and Throughput
• Analysis time shall be less than one minute, with typical measurement times of seconds to support high-throughput phenotyping.
• Instrument must provide reliable chemometric prediction accuracy consistent with industry norms for NIR seed analysis (e.g., equivalent to ISO 12099 performance levels).
2.6 Instrument Standardization and Quality Controls
The analyzer shall include:
• Automatic instrument diagnostics
• Automatic wavelength and absorbance standardization
• Outlier detection within the analytical software
• Internal or external reference standards
• Monitoring functions for source stability and system health
2.7 Software and Data Management
