About this file

This document is a Questions and Answers file for an HVAC replacement project for tree coolers, providing clarification on technical specifications and operational details. The project involves replacing the HVAC system for two tree coolers located near the Ninemile Ranger District in Lolo National Forest, with the solicitation set aside for small business vendors. Key details include a firm fixed-price requirement, with quotes due by September 22, 2025, at 5:00 pm MST to Sarah Cotton at the USDA Forest Service. The Q&A addresses specific technical questions about temperature ranges (30-40°F), humidifier operation, and storage conditions for tree seedlings, which are typically stored at full capacity for 2-4 months during spring or fall. The site visit is scheduled for September 17, 2025, at 9:00 am MST, with vendors instructed to report directly to the tree coolers.

Questions and Answers HVAC replacement for Tree Coolers: updated September 12, 2025

1.The SOW states that boxes are to run between 30–40°F with a humidifier. What prevents the water line from freezing when the cooler temperature is set below 32°F? Would a temperature range of 34–40°F be a more accurate requirement? The humidifier will not run during freezing conditions and will be managed appropriately by site personnel, they need to be able to easily turn the humidifier on and off. Tree seedlings are stored in the tree coolers frozen until the timeframe is appropriate to allow them to thaw, just before planting. The humidifier would run during the thaw period.
2.The humidifier water supply lines are noted as being located outside. Do the coolers operate year-round? If so, what measures are currently in place to prevent the water lines from freezing, and is freeze protection something the contractor would be responsible for under this scope? The freezer will run all year in order to maintain heated oil in the compressor but will not be full or heavily utilized all year. The water line is a small flexible line that needs to maintain the ability to be disconnected on the exterior of the tree cooler. Site personnel will be responsible to winterize the humidifier lines each year.
3.For accurate heat load calculations, could you confirm the typical product type stored in each box and the approximate percentage of storage capacity each box is normally filled to? Tree seedlings are stored in the tree coolers. Typically the tree coolers are packed full of boxes filled with seedlings for two to four months out of the year in the spring or fall, usually the spring. The attached picture shows a typical box of seedlings. (The attached picture is not the Ninemile tree coolers.)
