About this file
The document is a Vendor Questions RFP for RFQ 1284LM25Q0022 – North Fork Orchard Water Delivery, containing five key questions and responses from the U.S. Forest Service. The questions cover critical contract details including incumbent status (new requirement with no previous contractor), invoicing frequency (preference for monthly or biweekly), payment terms (Net-30 basis per Prompt Payment Act), emergency delivery considerations, and documentation of road/access conditions. The government's responses indicate flexibility on some items like invoicing frequency, which can be discussed at a pre-work meeting, and provide clear guidance on payment and operational expectations for the water delivery service.
The responses reveal that the vendor would not be required/permitted to make deliveries if the delivery area becomes a fire zone, and the program office will independently manage road condition awareness. Notably, the document confirms that payment will be issued on a Net-30 basis following Contracting Officer's Representative (COR) acceptance of deliverables, in compliance with the Prompt Payment Act. The responses suggest an open dialogue between the vendor and government agency to optimize the water delivery service's operational effectiveness and adaptability to potential environmental challenges.

Vendor Questions RFQ 1284LM25Q0022 – North Fork Orchard Water Delivery
1. Has this requirement been previously fulfilled by an incumbent contractor? No incumbent, new requirement
If so, could you please provide the incumbent’s name, as well as the contract number and award details for reference?
2. Is the contractor permitted to submit invoices on a weekly basis for completed deliveries, or is there a preferred invoicing frequency (e.g., monthly)? Preference would be monthly or bi-weekly, but can be discussed at the pre-work meeting.
3. While the solicitation notes that the Government will only pay for deliverables accepted by the COR, could you please confirm whether payment is issued on a Net-30 basis from the date of COR acceptance, in accordance with the Prompt Payment Act?
Yes
To further support the maximum value and operational benefit of this requirement, I would also like to inquire:
4. In the event of extreme heat, drought, or wildfire conditions, would it be possible to include optional pricing for emergency or off-schedule deliveries to ensure continued water supply beyond the regular delivery schedule? Vendor would not be required/permitted if the area becomes a fire area.
5. Would the Forest Service find it beneficial if the contractor included brief weekly documentation of road/access conditions alongside delivery confirmations, to support future logistical planning for the site? Program office will be aware of the road conditions. Most likely will go out with a saw ahead of time.
