Schedule Notes:
a) Items labeled as optional are not required to be exercised by the government. If exercised, the contractor will be required to perform the optional work in accordance with the terms and conditions of this contract.
b) One award will be made from this solicitation, contractors must submit pricing for all items.
(vi) Description of Requirement (including a list of any attachments)
Scope of Work
Contractor will furnish all labor, supplies, materials, equipment, transportation, & supervision necessary for snowplowing, sanding &/or de-icing of the Bigfork/Swan Lake Ranger Station Road, driveways & parking lots (see attached map) located at 200 Ranger Station Rd., Bigfork, MT 59911.
Schedule of Work
The number of days & exact dates on which services will be required cannot be predetermined. The requirement is for Swan Lake RS Road, driveways & parking lots (as shown on attached map) to be plowed when snow accumulations exceed 2 inches or driving & parking conditions are unsafe for vehicle traffic. Preferred time for plowing is early morning. Brent Olson, Swan Lake District Facility Manager, or COR, Jonathan Sims (406) 837-7502 will be Point of Contact for any clarification of services.
Contractor Requirements
SNOW PLOWING - Swan Lake RS Road, driveways & parking lots will be plowed, as can be reasonably done around parked government vehicles, when snow accumulations exceed 2 inches or driving & parking conditions are unsafe for vehicle traffic. The preferred time for plowing is early morning.
SANDING - Sand will be applied as needed in the parking lots & on the road. Traction sand must be free of chemical contamination of any kind. All sand will be provided by the contractor.
ICE MELT/DE-ICER - Ice melt &/or de-icer will be applied as needed in the parking lots & on the roadway.
The use of ice melt/de-icer instead of or in addition to sanding can be determined by the contractor as best commercial practice given the conditions. All ice melt/de-icer will be provided by the contractor.
MEASUREMENT & PAYMENT - A monthly record of services provided, including dates & time each line item was completed, is required. The COR will review this documentation & sign indicating agreement of services rendered which will then be used by the contractor to invoice through IPP as required.
EXTENT OF OBLIGATION - This award does not obligate the Government to purchase a minimum number of services.
PERFORMANCE-BASED SERVICE CONTRACT - This work is being solicited as performance based, commercial item contract. Performance based means the Contractor is responsible for an end product. If an end product is not provided, an adjustment to the payment will be made. A commercial item contract streamlines the terms & conditions to resemble those already used in the everyday marketplace.
The expectation is that Swan Lake RS Road, driveways & parking lots will be plowed, as can be reasonably done around parked government vehicles, when snow accumulations exceed 2 inches or driving & parking conditions are unsafe for vehicle traffic.
Sanding &/or de-icer will be applied where obvious ice on the Swan Lake RS road is present & cannot be removed with plowing.
Contractor’s Representative
Prior to the start of work, the Contractor will designate in writing a person to act for them during their absence from any work site & will specify the scope of their authority.
All contract personnel are required to identify themselves as contractors. In any situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are Government employees.
Inspections & Acceptance
Services performed under this contract will be subject to inspection & acceptance by the Forest Service. The contracting officer representative (COR) will provide to the contractor written notice of any item not meeting contract requirements. If deficiencies are not corrected within 24 hours, the contractor may be considered in default of the contract. Regardless of inspections by the Forest Service, the contractor is responsible for self-inspection & maintaining work to the standard required by this contract.
