Statement of Work
Project Yellow Lake Disaster Relief Project – Watershed Period of Performance: 11/13/2026 – 11/01/2028.
General Information
1.0 Scope of Work
The Yellow Lake Disaster Relief Project is a two-year initiative focused on restoring the land located on the Uinta- Wasatch-Cache National Forest on the Heber-Kamas Ranger District that was affected by the Yellow Lake fire, which started Sept. 28, 2024, and burned 33,173 acres. The fire heavily impacted wildlife habitats, watersheds, motorized trails, and dispersed recreation locations.
The project’s primary goals are to enhance wildlife habitat, watershed restoration, rehabilitation of stream systems, and restore soil stability, with an emphasis on recreation access. Objectives for this project consist of focused recreation management strategies which will include placement of boulders, soil pitting, and the application of approved seed mix.
2.0 Background
The project work will begin as soon as possible in FY27 and continue through FY28. The contract work will need to take place when the resource is not under snow, typically between the months of June and October.
This contract will consist of the purchase, delivery, and placement of 4’ to 6’ boulders in 17 locations across the project area, roughly 1,300 boulders over 3 miles total.
Option items of this contract are as follows: 1. Mechanical scarification/pitting. 2. Purchase, delivery, and placement of approved seed mix. Both mechanical scarification/pitting and reseeding would be done in 10 different locations totaling 4.5 acres.
Contractor Requirements
3.0 Technical Requirements / Tasks
Ensure that there is a plan in place for the following: fire safety: equipment and personnel, weeds cleaning: equipment, vehicles, and non-forest items, oil, gas, and fluid spills, and rehabilitation of Forest Service Road/Trails from equipment use.
ITEM 0001 - Watershed Restoration Work - Boulders & Placement o Boulders shall be placed at identified project sites in a line as defined to form a barrier.
o Boulders should be placed into a pit that is 1/3 of the size of the boulder.
o Boulders should be spaced 40-50 inches apart from other boulders.
o Boulders should be four to six feet in size.
When placing boulders, weight and capabilities of equipment will need to accommodate the weight of the boulder. The recommended equipment is a midsize excavator capable of lifting five to seven tons.
o Boulders should be placed at least thirty feet from a forest system road, if applicable o Chevron Pipeline site: Staff from Chevron and Forest Service must be present when placing Barrier Rock and any other work at site. Must give Forest Service Representative two-week notice before work begins. Cannot Drive on pipeline. Must Call 811 beforehand.
ITEM 1001 - Chunking/Pitting (OPTION) o Decompaction via chunking/pitting methods should take place at identified locations to restore the areas to a hydrological stable condition. See Exhibit A. Total acreage of areas to receive chunking/pitting is 3 acres across 10 different locations.
o Chunking/Pitting should be implemented using tracked equipment to create bucket-width soil pits one to two feet deep at alternating locations, with the soil spoils placed adjacent to the excavated pits. The soil pits shall be spaced no further than one and a half bucket widths apart. The end result would be alternating/ checkered soil pits and spoils across the areas designated for decompaction. See Exhibit C for example.
o Implementation should occur from late Spring to late Fall. Heavy equipment use should only occur when soil is not too moist or saturated, stopping equipment use when ruts greater than 4 inches area forming.
o If chunking/pitting cannot be completed at specific locations due to physical features, such as boulders, then the soil surface should be roughened to the extent possible.
ITEM 1002 - Seed Application (OPTION) o In areas that have received ground disturbance, the seed mix below should be spread at appropriate seeding rates in the Fall.

Contractor shall not service tractors, trucks, or other equipment on National Forest lands where servicing is likely to result in pollution to soil or water. Contractor shall furnish oil-absorbing mats for use under all stationary equipment or equipment being serviced to prevent leaking or spilled petroleum-based products from contaminating soil and water resources. Contractor shall remove from National Forest lands all contaminated soil, vegetation, debris, vehicle oil filters (drained of free-flowing oil), batteries, oily rags, and waste oil resulting from use, servicing, repair, or abandonment of equipment.
9.341 Prevention of Oil Spills. Contractor shall take appropriate preventive measures to ensure that any spill of such oil or oil products does not enter any stream or other waters of the United States or any of the individual States.
If the total oil or oil products storage exceeds 1,320 gallons in containers of 55 gallons or greater, Contractor shall prepare a Spill Prevention Control and Countermeasures Plan. Such plan shall meet applicable EPA requirements (40 CFR 112), including certification by a registered professional engineer.
Contractor shall notify Contracting Officer and appropriate agencies of all reportable (40 CFR 110) spills of oil or oil products on or in the vicinity of work area that are caused by Contractor’s employees, agents, contractors, Subcontractors, or their employees or agents directly or indirectly, as a result of Contractor’s Operations. Contractor will take whatever initial action may be safely accomplished to contain all spills.
9.342 Hazardous Substances. Contractor shall notify the National Response Center and Contracting Officer of all releases of reportable quantities of hazardous substances on or in the vicinity of work area that are caused by Contractor’s employees, agents, contractors, Subcontractors, or their employees or agents, directly or indirectly, as a result of Contractor’s Operations, in accordance with 40 CFR 302.
9.35 Equipment Cleaning. For purposes of this contract, “Off-Road Equipment” includes all construction machinery and vehicles.
b. Contractor shall adhere to the following requirements with regard to cleaning “Off-Road Equipment”:
i. Prior to moving Off-Road Equipment onto the work area, Contractor shall identify the location of the equipment's most recent operation. Contractor shall not move any Off-Road Equipment that last operated in an area infested with one or more invasive species of concern onto the area of work without having cleaned such equipment of seeds, soil, vegetative matter, and other debris that could contain or hold seeds, and having notified Forest Service. If the location of prior operation cannot be identified, then Contractor shall assume that the location is infested with invasive species of concern.
ii. Prior to moving any Off-Road Equipment subject to the cleaning requirements set forth above, Contractor shall advise Forest Service of its cleaning measures and make the equipment available for inspection. Forest Service shall have 2 days, excluding weekends and Federal holidays, to inspect equipment after it has been made available. After satisfactory inspection or after such 2 day period, Contractor may move the equipment as planned. Equipment shall be considered clean when a visual inspection does not disclose seeds, soil, vegetative matter, and other debris that could contain or hold seeds. Contractor shall not be required to disassemble equipment unless so directed by the Forest Service after inspection.
iii. If Contractor desires to clean Off-Road Equipment on National Forest land, such as at the end of a project or prior to moving to, or through an area that is free of invasive species of concern, Contractor shall obtain prior approval from Contracting Officer as to the location for such cleaning and measures, if any, for controlling impacts.
iv. Contracting Officer may order delay, interruption, or modification of this Contract.
v. The parties shall promptly communicate with one another with respect to description or designation of additional locations; discovery of locations of new species or new infestation; and, addition of species to the list of invasive species of concern.
9.36 Acceptance of Work. Upon Contractor’s written request and assurance that work has been completed, Forest Service shall perform an inspection within 5 days, excluding weekends and Federal holidays, so as not to delay unnecessarily the progress of Contractor’s Operations. Such a request may be for acceptance of:
a. Any reasonable portion of services listed in the Schedule of Items; Forest Service may perform such inspections without request from Contractor.
Within 2 days of inspection, excluding weekends and Federal holidays, Forest Service shall furnish Contractor with written notice either of acceptance or of work remaining to be done.
In the event that Forest Service is unable to make such inspection within 5 days of Contractor’s request, Contractor shall be notified in writing of necessity for postponement and time when inspection can be made. The same final approval procedure shall be used at the end of Contractor’s period of performance on any completed portion of barriers, chunking/pitting or seed application.
9.5 Streamcourse Protection. “Streamcourses” that are subject to provisions of this Section are shown on Project map. Unless otherwise agreed, the following measures shall be observed to protect Streamcourses:
a. Contractor’s Operations shall be conducted to prevent debris from entering Streamcourses. In event Contractor causes debris to enter Streamcourses in amounts that may adversely affect the natural flow of the stream, water quality, or fishery resource, Contractor shall remove such debris as soon as practicable, but not to exceed 2 days, and in an agreed manner that will cause the least disturbance to Streamcourses.
b. Wheeled or track-laying equipment shall not be operated in Streamcourses, except at crossings designated by Forest Service.
9.6 Erosion Prevention and Control. Contractor’s Operations shall be conducted reasonably to minimize soil erosion.
Equipment shall not be operated when ground conditions are such that excessive damage will result. Contractor shall adjust the kinds and intensity of erosion control work done to ground and weather conditions and the need for controlling runoff. Erosion control work shall be kept current immediately preceding expected seasonal periods of precipitation or runoff.
9.61 Meadow Protection. Reasonable care shall be taken to avoid damage to the cover, soil, and water in meadows.
9.62 Wetlands Protection. Wetlands requiring protection under Executive Order 11990, equipment shall not be used in such wetlands.

Moguling or Pitting Erosion Control
Erosion control practice that is conducted on disturbed soil that usually has been modified and compacted from mechanical activity or concentrated use. Practice discourages further soil disturbance and damaging activity, de-compacts soils, minimizes and eliminates overland flow, captures precipitation, facilitates infiltration, and stabilizes off-site soil movement. Examples of where applied include road decommissioning, prevention of unauthorized motorized access, meadow restoration and timber sale rehabilitation, and soil stabilization affiliated with active erosion.
Treatment prescription excavates soil at 2ft. depths at alternating locations and the spoils are placed adjacent to the pits. The treatment has alternating pits and spoil piles across the landscape.
Mogul erosion control resembles landscapes affiliated with a particular skiing practice.
Example of soil site manipulated and compacted from mechanical activity.
Site that has undergone Moguling erosion control practices.
An example of moguling erosion control application. Moguling was applied on compacted soil that has caused concentrated overland flow and initiated headcutting and active gully erosion.
Pitts above gully headcut will facilitate infiltration and prevent overland flow.
This will enable gully system to stabilize.
Post Mogul Erosion Control Effectiveness has eliminated soil instability on highly erosive decomposed granite soils.
Treatment has suppressed unauthorized motorized use on decommissioned route.
Precipitation is being retained on site resulting in soil moisture maintenance, recruitment of herbaceous cover, and elimination of sediment delivery to drainages.
