About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) and associated Questions and Answers document for a noxious weed spraying contract.

The contract modification (Amendment 0001, effective 09/16/2026) issued by USDA-FS CSA Intermountain Region in Coeur d'Alene, Idaho, establishes a requirement for noxious weed spraying services at Fort Pierre National Grassland for post-fire and prescribed burning activities. The Period of Performance runs from 09/23/2026 to 08/31/2027. The original solicitation number is 1284LL26Q0066. For the War Creek wildfire item, contractors must systematically search approximately 1,500 acres for target weeds, with the Point of Contact (POC) providing direction to known or priority infestation areas. For the Fort Pierre National Grassland prescribed-fire item, the total gross acreage across all pastures is 2,604 acres, with initial work concentrated in one 1,192-acre pasture with the worst infestation. "Actual treatment acres" are calculated based on the amount of chemical/carrier applied using equipment calibration; for example, equipment calibrated to spray 10 gallons per acre that uses 100 gallons equals 10 actual treatment acres. The controlling herbicide application rate is Grazon Next HL at 24 oz/acre for treatments, while the ¾-ounce provision refers to residual herbicide remaining during tank rinsing after treatment. Target species include Canada thistle, bull thistle, and musk thistle; absinth wormwood referenced in the Schedule of Items should be disregarded as it was included in error.

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

Question 1. For the War Creek wildfire item, is the contractor expected to systematically search the entire approximately 1,500-acre burned area for target weeds, or will the COR identify/direct the contractor to known or priority infestation areas?

Answer 1. The contractor will have to do the majority of the searching. The POC can direct contractor to where thistles have been in the past to help narrow the search some.

Question 2. For purposes of the Schedule of Items, how is an “actual treatment acre” calculated for spot-treatment work? Is that the GPS-mapped acreage containing the weeds actually treated, the gross acreage traversed/searched while performing spot treatment, or another method?

Answer 2. The "actual treatment acre" refers to the amount of chemical/carrier applied. For example....if the equipment is calibrated to spray ten gallons of water per 1 acre and the contractor uses

100gallons....then the actual treatment acres is 10.

Question 3. For the FPNG prescribed-fire item, can you provide an approximate total gross acreage that may need to be searched, even though the detailed priority maps will be supplied at treatment time?

Answer 3. Between all the pastures the POC has on the map for this contract, it is a total of 2,604 acres.

However, the POC plans on the contractor starting in one particular pasture first because it has the worse infestation and they are trying to get it cleaned up. That particular pasture is 1,192 ac.

Question 4. The PWS specifies Grazon Next HL at 24 oz/acre, but another provision references an application rate not exceeding ¾ ounce per acre. Could you please clarify the controlling application rate and what the¾-ounce provision refers to?

Answer 4. There are two things going on here...1) is the herbicide application rate which is the 24 oz/acre and what we want the contractor to use in treatments and 2) this rate is the amount of residual herbicide that could be remaining when the contractor is rinsing out their tank after treatment.

Question 5. The Schedule of Items references absinth wormwood, while the target-species section lists

Canada, bull and musk thistle. Is absinth wormwood also a target species under this contract?

Answer 5. The absinth wormwood was a oversite....it should be removed.
