TOTAL QUOTE ALL ITEMS

Schedule Notes:

a) The Government reserves the right to make multiple awards if it is in the best interest of the Government. Contractors’ quotes should reflect this. Contractors do not have to submit pricing for each line item, but for any item they provide pricing for, they must submit pricing for all sub-items. For example, if a Contractor only wants to provide a quote for CLIN 0001, then they must provide pricing for all sub-items (0001A through 0001H).

b) Pricing must include all costs associated with completion of the requirements of the resultant contract. The moving of equipment and supplies to the job site and between job sites shall be the contractor's responsibility and is incidental to Pay Items as shown in the Schedule of Items and no separate payment shall be made.

c) Refer to pages 8-10 for Instructions for submitting quotes and Evaluation Criteria.

d) The Government reserves the right to award all, some, or no line items.

e) Units can be completed in any order, but Contractor shall coordinate with the Contracting Officer’s Representative.

(vi) Description of Requirement (including a list of any attachments)

a) SCOPE OF CONTRACT: The resultant contract(s) will require services for reducing populations of Northern Rocky Mountain Pocket Gophers by effectively applying bait below the ground surface in the gopher burrows. The Contractor shall furnish all labor, equipment, supervision, transportation, and incidentals to perform specified work.

b) CONTRACTOR-FURNISHED PROPERTY AND SERVICES

i. The Contractor shall furnish sufficient steam-rolled oat “groats” (hulled grain) with molasses sticker containing 0.5% strychnine alkaloid to treat all subitems. The bait must be registered for controlling Northern Rocky Mountain Pocket Gophers by underground hand placement in Forest plantations. Bait used shall be prepared during the current calendar year, newly obtained and delivered to the project in unopened bags. Efforts will be made to minimize transportation and handling of the bait to minimize decline in efficacy. Verification of preparation date, acquisition date, sand supply source shall be furnished to the Contracting Officer’s Representative (COR) before bags are opened. The COR shall approve the bait provided prior to commencement of work. Substitute bait types will not be permitted unless authorized in writing in advance by the Contracting Officer. The districts will not receive any shipment of the gopher bait. There are no facilities that are suitable for storage of the bait at the district offices.

NOTE: The substitution of zinc phosphide (2.0%) bait may be allowed on all items. This substitution would need to be identified as part of the Contractor’s quote and agreed to in writing prior to contract award.

ii. The Contractor shall comply with Idaho State law covering storage, handling, and application of pesticides and will assume full responsibility as a licensed pesticide applicator. The Contractor shall present proof of licensing as part of their quote.

iii. The Contractor shall keep bait in a well-marked locked container while not in use. Transferring bait to dispensing containers shall be done over plastic sheets or within a self-contained bait storage bin. Individual bait dispensers shall have covers to prevent spillage. Between one teaspoon and one tablespoon of bait shall be deposited into the gopher’s underground burrow through a hole made in the top of the burrow. The hole shall then be immediately covered up with a piece of paper and shall be weighed down with enough dirt to hold it in place. The paper shall be large enough to completely cover the hole and to be readily visible for inspection. If bait is accidentally spilled at any time during the project, it shall be either returned to the container from which it came or immediately buried at least 2 inches below ground surface. In no case will large quantities (greater than two tablespoons) of bait be buried in one location of Forest land.

iv. The Contractor shall furnish the Government with a daily summary of the amount of bait used on each sub-item treated.

c) BAITING REQUIREMENTS: Bait sets placed in the main runways of burrow systems with recent gopher activity are the only sets considered to be effective in reducing gopher populations. For a bait set to be considered satisfactory, it must be of the proper amount and placement in the main runway, not covered with soil or debris, with the hole completely covered with paper, and no exposed bait or spillage above ground. All recent gopher activity within the contracted areas shall be treated with satisfactorily placed bait sets. All recent push piles will be considered acceptably baited if a satisfactory bait set is located within the specified spacing distance in any direction from the center of the push pile.

d) DEFINITIONS:

i. Main Runways. A main runway (main run) is a continuous burrow 2 1/2 - 3 1/2 inches in diameter and over three feet long (maximum 200') used by a pocket gopher to travel to various parts of its territory. Main runways are found at varying soil depths. During the spring and after heavy rainstorms, the main runway may occur within six inches of ground level. After extended dry periods, the runways may occur at 6 to 18 inches in depth. Main runways are usually found at least one foot away from a push pile.

ii. Lateral Run. A burrow (run) used for the sole purpose of eliminating dirt from a burrow or nest during construction or repair. The lateral run is usually smaller in diameter, shallower in depth, shorter in length than a main runway and ends at a surface mound or push pile.

iii. Push Pile. A mound of dirt made by the gopher, consisting of dirt removed from a burrow or nest during construction or repair, that is often fan or kidney-shaped with a clearly defined vertical rise or dome shape.

iv. Recent Gopher Activity (Recent Push Pile). A pocket gopher constructed push pile which has covered or partially covered the current year's vegetation and/or is still in a mounded or dome shape.

v. Bait Set. A quantity of bait (one teaspoon to one tablespoon) placed in an underground gopher burrow.

vi. Territory or Burrow System. A piece of ground occupied by one or a family of pocket gophers. It is an underground tunnel system that is usually several to many feet wide and usually more than 30 feet long on the long axis. It is visible above ground by push piles and earth plugs.

e) SAFETY REQUIREMENTS AND GUIDELINES

i. CAUTION: Strychnine is poisonous. The manufacturer’s label shall be used as the reference for correct precautionary measures to be taken when working with the pesticide.

· Strychnine is known to cause convulsions due to super stimulation of nervous system; exhaustion; and/or asphyxia.

· Strychnine has a high toxicity (acute oral LD 50-20 mg/kg)

· Strychnine is a hazard. It is a moderate hazard to the applicator. No absorption through unbroken skin. Applicators should avoid breathing dust. Strychnine has an exceedingly bitter taste and its presence is readily detected.

ii. The Contractor and/or his/her authorized field representative shall review with the COR the symptoms and treatment of accidental strychnine poisoning prior to start of work. The COR or designated inspector will always be on site to monitor the work and to assure that safety guidelines, application, and handling procedures are followed.

iii. Awarded Contractor shall prepare and submit a safety plan prior to commencing work. Safety Plan shall be specific to this requirement including how to safely work with and around Strychnine.

f) WEATHER AND GROUND CONDITIONS

i. The COR will determine when weather conditions and soil moisture are unsatisfactory for baiting and will temporarily suspend work when these unsatisfactory conditions exist. The Government will not be liable for additional costs arising from or related to temporary work suspensions due to unsatisfactory ground or weather conditions.

ii. When ground conditions are again satisfactory for resumption of work, the Contracting Officer will issue a resume work order. The contractor shall comply with oral resume work orders. Any oral resume work order will be followed up in writing.

g) RESOURCE PROTECTION

i. The Contractor shall exercise extreme care to prevent damage to existing facilities, developments, and resources.

· Existing facilities: If existing facilities such as roads, erosion dips, barriers, and/or drainage facilities are damaged by the Contractor or his/her personnel in conjunction with work performed under this contract, they shall be replaced or repaired prior to final payment at no additional cost to the Government.

· Protection of Stream Courses: The Contractor shall protect stream courses from damage occurring in conjunction with work performed under this contrac.t Water sources of all types shall be protected from pesticide contamination by the following:

1. No baiting shall take place within 50 feet of any stream bank.

2. Contractor or employees that have been in a baited area shall not enter a stream course for any reason.

3. No bait shall be stored within 200 feet of any water source.

4. Treatment shall be suspended when soils are too wet or a heavy rain is predicted.

h) MEASUREMENT AND PAYMENT:

i. Measurement. The sub-item acreages will be determined on a horizontal plane within the boundaries as indicated in the contract. Work will be measured in acres to the nearest tenth of an acre. The Contractor may at any time after award, but prior to final payment request remeasurement of any treatment area. The request must be made in writing. Remeasurement will be made within the established boundaries.

· If remeasurement indicates a variance of five percent or less, the Contractor shall pay for the actual cost of remeasurement, and no adjustment will be made in the acreage as stated in the Schedule of Items.

· If remeasurement indicates a variance greater than five percent, payment will be based on the remeasured acreage and the Government will pay for the remeasurement.

ii. Payment.

· If the quality of baiting is 70%-89%, the per acre price will be paid at quality percentage. For example, if a unit’s inspection reveals an 87% quality, then that unit will be paid at 87% of the unit pricing (to the nearest penny) found in the Schedule of Items.

· If the quality of baiting is 90% or higher, the per acre price will be paid at the unit pricing found in the Schedule of Items.

· If the quality of baiting is less than 70% in a unit, the work will be rejected and reworked by the Contractor.

· If any contiguous area encompassing four acres or more is less than 70% quality, the Contracting Officer may separate the unsatisfactory parcel from the remainder of the sub-item and require that parcel to be re-worked.

· Final payment will be made based on the number of acres satisfactorily completed and the quality percentage achieved on each contract sub-item as determined by the COR.

i) GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN: The Contractor shall assure their performance meets contract specifications, in accordance with FAR 52.212-4 Contract Terms and Conditions-Commercial Items prior to requesting the Government to inspect for payment or acceptance. Quality assurance will be performed by the Government during the contract at regular intervals. Methods may include visual survey and/or review of Contractor quality control documents. The Government’s inspections will determine compliance with specifications and provide the basis for computing the rate of payment. Inspections will consist of visual observations and/or sample plots to determine compliance with the specifications. The plots will be located throughout the areas treated to obtain a representative sample of the work. Each contract subitem will be inspected separately and inspection results will not be averaged with those of other contract subitems. Inspections will be documented on Rodent Control Inspection Sheets. Determination of the acceptability of the work performed will be based on these inspections, which will be considered conclusive except as otherwise provided in the contract. The Contractor or his representative may observe inspections while they are underway.

i. Inspection: Baiting Quality. Pocket gopher baiting on representative sample plots will be examined to determine compliance with the Baiting Requirement. Only those plots which contain recent gopher activity requiring treatment under the specifications of this contract will be used in the calculation of baiting quality. The sample size will generally be 0.5% of the treated area, although the government reserves the right to increase or decrease the sampling intensity as needed to determine compliance.

ii. Plot Procedures. All subitems will be inspected separately. 1/50 acre plots (16.7 foot horizontal radius) or 1/100 acre plots (11.8 foot horizontal radius) may be taken.

a. Inspection within each plot will be done as follows:

i. Locate and mark the plot centers on the ground in an unbiased manner.

ii. Determine and record the number of recent push piles located within the plot requiring baiting.

iii. Record the number of recent push piles satisfactorily baited.

iv. Any set within the specified spacing may be inspected for the following (some sets providing coverage for push piles on a plot may not be located within the plot radius):

1. Proper amount and placement of bait in main runway and not obscured or covered with soil or debris.

2. Hole properly covered to eliminate light.

3. Exposed bait or spillage.

b. Any recent push pile on the inspection plot that is within the required spacing distance of a satisfactory set will be recorded as satisfactorily baited. A set not meeting the requirements of (A) through (C) above will render the push piles exclusively within the required spacing to it, unsatisfactorily baited.

c. The quality of baiting will be computed as follows:

# of Recent Push Piles Properly Set on Plot X 100 = % of Quality

iii. Unsatisfactory Baiting and Rebaiting:

d. If the percentage of baiting quality fails below 70%, the Contractor will be immediately notified in writing and the Contractor will be ordered to rebait the subunit. If the quality of future baiting is not raised above 70% within two consecutive workdays after receipt of the notice of unsatisfactory baiting, the Contractor’s right to proceed with the work may be terminated.

e. In the event the area is re-baited pursuant to a. above, a re-inspection will be made of the entire sub-unit and payment will be based on the re-inspection. The cost of re-inspection shall be at the Contractor’s expense.

f. Any uncleaned spillage or baiting done within the specified stream course buffer area at the time of the project will be grounds for termination for default.

iv. Acceptance of the work under the contract will be made after steps above have been taken and the COR has made the determination of satisfactory compliance with the specifications. For acceptance purposes, complete segments as defined above, or an entire road if shorter in length, shall be satisfactorily completed before acceptance will be made. Acceptance will not be made for segments broken by unacceptable portions of work.

j) CONTRACTOR QUALITY CONTROL: The Contractor, not the Government, is responsible for management and quality control actions to meet the terms of this contract. The role of the Government is quality assurance to ensure contract standards are met.

i. Quality Control Plan. The Contractor shall establish and maintain a complete Quality Control Plan to ensure the requirements of the contract are provided as specified. One copy of the contractor’s Quality Control Plan shall be provided to the contracting officer as part of the contractor’s quote. An updated copy if needed must be provided to the contracting officer on the contract start date and as changes occur. Records of quality inspections shall be kept and made available to the Government throughout the performance period and for the period after contract complete until final settlement of any claims under this contract. A description of the site-specific quality control inspection plan shall be provided within thirty (30) days of contract award. The plan shall include (1) control procedures for security of Government-provided items such as required credentials, keys, and lock combinations; (2) location of the inspection documents; (3) corrective or preventive actions that will be taken to meet quality standards; and (4) a customer comments feedback system. The Government will review the Contractor Quality Control Plan to determine if it is adequate. If the plan is adequate, the Government will accept the plan. If the plan is not adequate as submitted, the deficiencies will be identified to the contractor in writing. The contractor shall correct all identified deficiencies and submit a corrected Contractor Quality Control Plan within ten working days or contract start date, whichever is sooner. Note: The Government reserves the right to modify performance standards and/or metrics during the life of this contract; to ensure that the right outcomes are being assessed and that the performance standards are appropriate. Any such changes would be accomplished via bilateral contract modification.

k) KEY PERSONNEL: The key personnel specified in the Offeror's Technical Proposal are essential to the work being performed under this requirement. Prior to diverting any of the specified individuals to other programs, the Contractor shall notify the Contracting Officer at least five business days in advance and shall submit a justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on the contract. No diversion shall be made by the Contractor without the written consent of the Contracting Officer: Provided that the Contracting Officer may ratify in writing such diversion and such ratification shall constitute the consent of the Contracting Officer required by this clause.

l) PRE-WORK CONFERENCE: Prior to commencement of work, the COR will arrange a meeting with the Contractor to discuss the contract terms and work performance requirements. Also, at this meeting such things as work progress schedule and fire prevention and suppression plans shall be developed and established in writing.

(vii) Date(s) and Place(s) of Delivery and Acceptance/Location

a) The work sites are located on the Nez Perce-Clearwater National Forest. All units and associated work requirements, as defined in the Schedule of Items and throughout this solicitation and resultant contract, shall be completed no later than July 31, 2025. See separately attached maps for unit locations.

b) Four-wheel drive vehicles will be required to access gopher baiting units.

c) Effective gopher baiting is dependent upon proper soil and weather conditions at the time of bating. These conditions only prevail for a limited length of time. It is therefore imperative that the work be started promptly after conditions for baiting become suitable.

d) A Notice to Proceed will be issued as soon as weather and ground conditions are favorable for baiting. Contractor shall start within three days of issuance of the Notice to Proceed.

Invoice Processing Platform (IPP). The Invoice Processing Platform (IPP) is a secure, web-based service that more efficiently manages government invoicing from purchase order (PO) through payment notification at no charge to federal agencies and their vendors.

The Forest Service utilizes IPP for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. Payment through IPP is an Electronic Funds Transfer (EFT) into the Contractor’s bank account.

Vendors that are required to submit an invoice through IPP do not need to contact IPP to enroll.

Enrollment will occur directly through the agency they are doing business with. Once enrolled by an agency, vendors will receive two (2) emails from IPP (stls.ipphelpdesk@stls.frb.org) with IPP login ID and a temporary password.

Go to the Collector-Quick-Reference-Guide.pdf (ipp.gov) for instructions on how to log into IPP.
