(vi) Description of Requirement (including a list of any attachments)

Description of work:

The contract consists of roughly 80 miles of roadway reconditioning on the Rexford/Fortine Ranger District in the Kootenai National Forest. Roads with an aggregate surfacing on file shall be worked with a grader, then compacted with a vibratory steel drum roller. Road with a native surface shall be work with a grader. This contract requires furnishing labor, equipment (fully operated), supervision, transportation, operating supplies and incidentals to complete this project in accordance with the Worklists, Drawings, Specifications, and Special Project Provisions of this contract.

The contractor shall be required to have a mapping program, like Avenza Maps, on their smart phone, tablet or GPS device that can read the pdf maps provided in the contract in order to display and locate the contract items.

2. CONTRACTOR WORK REQUIREMENTS

2.1 Moving of Equipment and Supplies. The moving of equipment and supplies to the job site and between job sites shall be the contractor's responsibility and is incidental to Pay Items as shown in the Schedule of Items and no separate payment shall be made.

2.2 Replacement of Equipment. Contractor shall provide quality equipment capable of safely performing the work under the terms of the contract. All repairs are the total responsibility of the Contractor.

2.3 Equipment Performance Standards: Contractor shall make equipment available for inspection and approval before use. The Contractor must satisfy all applicable OSHA and DOT requirements or certifications for the operation of offered equipment. Equipment provided to conduct work must meet or exceed the following minimum specifications:

Grader:

A 14’ moldboard mounted to a typical road grader

Roller:

Compaction requirements:

(1) Steel wheeled rollers, other than vibratory, capable of exerting a force of not less than 250 pounds per inch (4.5 kilogram/millimeter) of width of the compression roll or rolls.

(2) Vibratory steel wheeled rollers equipped with amplitude and frequency controls with a minimum dynamic force of 30,000 pounds (130 kilonewtons) impact per vibration, specifically designed to compact the material on which it is used.

(3) Pneumatic-tired rollers with smooth tread tires of equal size that will provide a uniform compacting pressure for the full width of the roller and capable of exerting a ground pressure of at least 80 psi (550 Kilopascals).

(4) Sheepsfoot, tamping, or grid rollers capable of exerting a force of 250 pounds per inch (4.5 kilogram/millimeter) of width of roller drum

Other equipment: equipment that may be required to effectively complete the requirement would be an excavator, dump truck, and a water truck.

2.4 Pollution and Erosion Control. Throughout the work performance period, the Contractor shall exercise reasonable measures to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including garbage, rubbish, and solid or liquid wastes, from the Contractor's operations, including camps, parking areas, and equipment maintenance areas shall be stored, collected, and disposed of in a sanitary and nuisance-free manner. Refuse shall be disposed of in State-approved dumps as approved by the Contracting Officer's Representative (COR). During all of the work, the Contractor shall make every reasonable effort to direct surface runoff water to stabilized waterways and to keep the drainage systems functioning effectively to minimize soil erosion and water pollution.

2.5 Grading and Shaping. Performance of Road Maintenance includes grading and shaping the roadbed, including shoulders and turnouts and removing ruts, washes, slough, and other irregularities that prevent normal runoff from the road surface. Where equipment is used to remove excessive, large, or deleterious (damaging) material from the shaped road templet, material to be wasted shall not be placed in a drainage or within 300 feet of a live stream. The end result shall be the restoration and maintenance of the original cross section, grade and drainage of the road. The following standard industry practices will be reviewed during inspections to determine the results will be met.

2.5.1 – Grading to restore surface without loss of aggregate/gravel surfacing or disturbance or loss of road base material. Performance on gravel surfaced road shall be accomplished so the base is not disturbed and no surface material is lost in ditches or over the road shoulders.

Grading of unsurfaced roads shall be performed so no base material is lost. Surface material shall be bladed from one edge of the road to the other in a berm in order to eliminate any segregation prior to spreading. Sections having segregated materials after spreading shall be reprocessed and spread.

Oversized material exceeding 4 inches in size removed by equipment shall be disposed of by sidecasting over the fill slope except within 100 feet each side of culverts, other stream crossings or within 300’ of a perennial stream that is inhabited by fish, 150’ from a perennial steam not inhabited by fish and 100’ from any intermittent stream.

If work operations produce excess material, feather it out or haul it away. Avoid sidecasting in locations where erosion will carry materials into streams. Avoid leaving a berm that channels water down the road unless it is routed into an effective vegetation filter which removes sediment.

No berm or ridge of any material shall be left along either shoulder of the roadbed unless directed by the Contracting Office or designated representative.

2.5.2 – Elimination of ruts, potholes, and washes. These defects shall be repaired by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material.

Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill. High grading, or any method which merely fills depressions with loose material, does not eliminate the defect or provide for uniform compaction and is therefore not acceptable.

2.5.3 – Repair of Settlement sections shall be performed where possible by cutting from the roadbed on each end of the settled area and filling into the settled area to provide smooth transitions to adjacent road grades. If this will not accomplish the objective, the COR shall be informed.

2.5.4 - Grading and shaping operations shall not undercut road backslopes.

2.5.5 - Sections of roads constructed without roadside ditch shall be uniformly insloped or outsloped the entire width of the roadbed. The inslope or outslope grade shall be a minimum of 2 percent and a maximum of 4 percent unless staked otherwise on the ground.

2.5.6 - Existing drainage dips shall be cleaned and the outslope grade restored to equal or exceed the gradient of the road.

2.5.7 - Sections of roads constructed with a roadside ditch shall be bladed and reshaped to maintain crown at centerline of the roadbed, or insloped except on curves where crown is omitted. Road cross section shall slope uniformly both ways from crown apex to shoulders at a minimum blade of 2 percent and a maximum blade of 4 percent.

2.5.8 - At the conclusion of the grading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent roadbed surface. No berm or ridge or any material shall be left along either shoulder of the roadbed unless directed by the COR.

Compacting. Operate rollers and compact as specified: Compact each layer full width. Roll from the sides to the center, parallel to the centerline of the road. Adjust the moisture content of the material to obtain a mass that will not visibly deflect under the load of the hauling and spreading equipment. Operate compaction equipment over the full width of each layer until visible deformation of the layer ceases. Make at least three complete passes.

2.6 Drainage Facilities - Cleaning and Repair

2.6.1 - Wood, rocks, and other debris shall be removed from roadside drainage ditches to provide unobstructed flow of water and disposed of on the jobsite as directed by the Contracting Officer's Representative. The backslope of the ditch shall not be undercut by ditch cleaning operations;

and the slope to road shoulder shall be maintained at an approximate ratio of 1V:2H from the bottom of the ditch to the edge of the roadbed. Roadside ditches shall not be excavated to a depth of greater than 2 feet below roadbed grade. Typical depth of roadside drainage ditches below roadbed is one foot. Existing ditch dikes shall be restored, reshaped, and compacted as needed for effective drainage through culverts.

2.6.2 - On aggregate-surfaced roads, material may be bladed across the road provided it is not deposited in ruts, washes, or chuckholes in the road surface. Such material shall be sidecast on stable fill slopes or natural ground out of streambeds, streams, or other waterways. No sidecasting shall be permitted on roads paralleling streams where the ground slope from the outside road shoulder to the stream edge is steeper than 1V:2H. On roads without aggregate surfacing, surface soil with rocks less than 3 inches in greatest dimension may be spread evenly over the adjacent roadbed.

2.6.3 - Remove from bridge decks all rock and other material that would create a hazard to traffic or is otherwise detrimental to the traveled surface. Cattleguards shall be left clean between the bottom of the rails and ground beneath. No additional material may be deposited within cattleguards.

2.7 Maintenance of Traffic and Use of Warning Devices. As a minimum the Contractor shall provide two signs with stands, stating “Road Machinery Ahead”. Signs shall be a minimum of 36 inches by 36 inches in size with 6-inch black letters on an orange retroreflective background.

Signs shall be in good condition and lettering shall be legible. Signs shall be posted at the beginning and end of the daily work area before work begins. Homemade signs shall not be permitted. All traffic control methods and devices shall conform with the current edition of the Manual Uniform Traffic Control Devices for Streets and Highways (MUTCD), published by the Federal Highway Administration and applicable safety codes.

2.8 Removal of Obstructions. All fallen trees, limbs, brush, small slides or debris in the travelway or road ditchline shall be removed and scattered outside the travelway and ditchline.

2.9 Damage to Structures. The Contractor shall be held liable and is responsible for any damage caused by his/her personnel or equipment to any existing traffic loops, cattle guards, culverts, signs, and riprap protecting culvert inlets or fill slopes. Repair to these structures shall be at the Contractor's expense. Traffic loops will be marked on the ground with lath and fluorescent pink ribbon.

2.10 Soil Moisture – Retention of Fines. Contractor is responsible to ensure that performance does not reduce the level of fines in the road surface. Therefore, operations may be suspended when soil moisture conditions are not favorable for obtaining a satisfactory result. Suitable moisture conditions are determined to be more than five (5) percent and less than 15 percent by weight unless otherwise authorized by the COR.

3.0 ACCEPTANCE REQUIREMENTS

3.1 Inspection and Acceptance

The Contractor shall assure performance meets contract specifications, in accordance with FAR 52.212-4 Contract Terms and Conditions-Commercial Items prior to requesting the Government to inspect for payment or acceptance. Upon completion of a road, or segment of road not less than 5 miles in length, the Contractor shall notify the COR in writing to set a mutually agreed upon date for inspection of completed work. The Government will inspect completed sections of road within 3 business days (i.e. Monday – Friday, excluding Holidays) following Contractor’s notification of completion of the work.

3.2 Acceptance. Acceptance of the work under the contract will be made after steps above have been taken and the COR has made the determination of satisfactory compliance with the specifications. For acceptance purposes, complete segments as defined above, or an entire road if shorter in length, shall be satisfactorily completed before acceptance will be made.

Acceptance will not be made for segments broken by unacceptable portions of work.

3.3 Rework and Reinspection After Rework. When inspection indicates the performance objectives were not met, the work will be deemed unacceptable, and payment will not be made until the Contractor has corrected the deficiencies. Inspections after rework will be made in the same manner as the first inspection. The Contractor may be charged for actual costs incurred by the Government for inspection of rework.

4. DELIVERIES OR PERFORMANCE

Work may be accomplished during daylight hours (one-half hour before sunrise to one-half after sunset). The Government may restrict operations on weekends or Holidays of expected high use.

The Government reserves the right to specify the sequence in which the work is performed.

4. 1 Additional Deliveries or Performance Requirements. Non-operating Damages. When the Government is providing water for the road grading operation, it is the responsibility of the Contractor to notify the COR or Inspector if the grader is inoperative or the operator is unavailable. This notification shall be provided at least 12 hours prior to commencement of the subsequent grading operation. Failure to effect the notification stated above may result in the Contractor being assessed actual damages to the Government, including, but not limited to, all costs incurred in preparation of the road surface, as well as the COR’s and/or Inspectors salaries, per diem, and vehicle use.

5. Measurement.

5.1. Measurement. Accepted work will be measured in miles to the nearest hundredth of a mile along the centerline of the roadway cross section, and shall include only those roads or road portions which are ordered under the contract and completed to satisfactorily meet the contract objectives. Measurement will be by a distance measuring instrument mounted in a Forest Service vehicle. The measuring device will be checked for accuracy and calibrated as necessary on a section of road that has been carefully measured with a surveyor's chain. NOTE: Parking areas, turnouts, and approach road connections are considered as incidental to the main roads and shall not be measured separately. Mileage measurement includes all work on both sides of the road, regardless of the number of passes made to accomplish the work. A daily activity log has been provided in the attachments for contractor use in recording work activity. Contractor shall submit Activity Report to COR as required.

Landscape Preservation

(a) The Contractor shall confine operations to within the clearing limits or other areas designated in contract documents, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside of these limits. Material, which falls outside of these limits, shall be retrieved, disposed of, or incorporated in the work as directed by the Contracting Officer.

(b) Operation shall be scheduled and conducted to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, and impoundments (lakes, reservoirs, etc.).

Pollutants such as fuels, lubricants, bitumens, raw sewage, and other harmful materials shall not be discharged into or near rivers, streams, and impoundments or into natural or manmade channels leading thereto. Wash water or wastewater from concrete or aggregate operations shall not be allowed to enter live streams prior to treatment by filtration, settling, or other means sufficient to reduce the sediment content to not more than that of the stream into which it is discharged.

Mechanized equipment shall not be operated in live streams without written approval by the Contracting Officer.

Weed Free Equipment: To prevent the potential spread of noxious weeds, the Contractor will be required to furnish proof of weed-free equipment. Cleaned equipment shall be free of all dirt and plant parts/materials that may carry noxious weed seeds into the construction area. Any/all subsequent move-ins of equipment after the initial move-in, shall be treated the same as the initial move-in. Before transporting equipment/materials onto National Forest Lands, the Contractor will notify the COR and coordinate an equipment inspection at an agreed to location.

Safety. Contractors shall comply with OSHA regulations and provide employees a work environment that is sanitary and not hazardous, which includes providing personal protective equipment. Contractors must maintain a health and safety plan and an accident prevention program, which includes frequent and regular inspections of the project site, materials, and equipment. Contractors are responsible for risk management regarding contractor/employee and public safety, which include experience of operator to handle road and terrain conditions, getting to the worksite, traffic control, and coordination with other users

Loss, Damage, or Destruction: Equipment furnished with operator. The Government shall not be liable for loss, damage, or destruction of equipment furnished under this contract except for such loss, damage, or destruction resulting from the negligent or wrongful act(s) of Government employee(s) while acting within the scope of their employment. All claims arising under this clause shall be submitted to the Contracting Officer.

Fire Control:

(a) Contractor's Responsibility for Contractor-Caused Fires. The Contractor, whether or not directed by the Forest Service, shall immediately extinguish, without expense to the Government, all fires on or in the vicinity of the project which are caused by Contractor's employees, whether set directly or indirectly as a result of Contractor operations. The Contractor may be held liable for all damages and costs of additional labor, subsistence, equipment, supplies, and transportation resulting from fires set or caused by the Contractor's employees or resulting from contract operations.

(b) Other Fires. For the purpose of fighting forest fires on or in the vicinity of the project which are not caused by the Contractor or his employees, the Contractor when requested by the Contracting Officer shall place his employees and equipment temporarily at the disposal of the Forest Service. Payment for such services will be made by the Government at not less than the current rate for fire-fighting services established by the Forest Service in the area concerned.

Any employees and equipment furnished will be relieved from firefighting as soon as the Forest Service finds that it is practicable to employ other labor and equipment adequate for the protection of the area.
