If exercised, the Contractor will be required to perform the optional work in accordance with the terms and conditions of this contract. Quantities are not guaranteed, Contractor shall be paid for actual quantities.
B.2. DESCRIPTION OF REQUIREMENT
The Priest Lake Ranger District has a requirement for janitorial services within six Federally-controlled buildings, the Main Office, Fire Office, Fire Cache/Carpenter Shop, Cookhouse, Large Bunkhouse, and Small Bunkhouse. All buildings will require year-round janitorial services, but several of the buildings will change the frequency of required cleaning between field season vs.
the winter season. Individual bunkrooms in the Cookhouse, Large Bunkhouse, and Small Bunkhouse will be cleaned three times per year in November, January, and March. All buildings are located at the Priest Lake Ranger District.
This work is being solicited as a performance-based service contract. The Contractor shall provide all management, tools, equipment, and labor necessary to ensure that janitorial services are performed at Federally-controlled facilities for the Priest Lake Ranger District in a manner that will maintain satisfactory facility conditions and present a clean, neat, and professional appearance. The Contractor’s workforce shall perform all services associated with general janitorial cleaning duties listed in the technical requirements.
The Contractor shall be responsible for the orderliness and cleanliness of all areas. All areas shall be kept clean, neat, and free of fire and safety hazards or unsanitary conditions.
A site map and floor plans are included as part of this Request for Quotes (RFQ).
The six buildings are defined as:
B.2.1. Main Office B.2.2. Fire Office B.2.3. Fire Cache/Carpenter Shop B.2.4. Cookhouse B.2.5. Large Bunkhouse B.2.6. Small Bunkhouse
The Government is not responsible for any error or variation in the square footage listed, nor will the Contractor, because of any error or variation in the square footage listed, be relieved of their responsibility to carry out the contract in accordance with the true intent and meaning of the specifications. There shall be no additional cost to the Government based solely on an error or variation in the square footage or other similar miscalculation listed. The descriptions that follow are the areas that are intended to be covered by the resultant contract.
B.2.1. Main Office The Main Office is a two-level building with a main floor and a basement and is approximately 5,000 square feet. The front entrance has a concrete ramp while the rear entrance is concrete stairs. Some of the offices have more than one occupant.
The Main Office is comprised of one vestibule, one lobby, one front office, eleven offices, one printer/mail room, one conference room, one library, one storage room, three restrooms and one stairway. Overall walls are 60% painted drywall, 30% floor-to-ceiling 1970’s type wood paneling, 5% porcelain tile, 3% wall mural, and 2% wood, tongue-and-groove wainscotting. Lighting varies throughout the building and includes decorative, ceiling mounted spot lighting; wall-mounted fixtures; flush-mount encased fluorescent; slightly suspended, encased fluorescent; and recessed, encased, fluorescent light tubes. Heat sources are a combination of small, built-in, wall heaters, and electric baseboard. Windows are primarily fixed, casement type with storm screens, or small hopper type. Flooring is 85% carpet, 10% porcelain tile, and 5% sheet linoleum.
• Main Office – Main Floor The main floor of the Main Office consists of one vestibule, one lobby, one front office, five offices, one printer/mail room, two restrooms, and one janitorial closet. One of the offices is not part of this contract. There is one drinking fountain.
The vestibule has a few cork boards, a couple of wall-mounted brochure displays, and an exposed, wood, truss beam. The lobby has three different types of display cases with a couple of chairs. It shares a long, wood reception cabinet with the front office.
This reception cabinet has storage underneath and a Formica-type countertop. The front office has a couple of desks and several large filing cabinets and credenzas.
All offices are open concept and may have more than one employee. In the Printer/Mail Room there is one wall with a wall mural and the opposite wall has wood, tongue-and-groove, wainscotting.
Both restrooms are open to the public. The women’s restroom consists of one toilet and one sink. The men’s restroom has one toilet, one urinal, and one sink. Both restrooms have porcelain tile floors with a different type of porcelain tiles that run halfway up the walls. The upper portion of the walls are painted drywall.
• Main Office – Basement The walkout basement of the Main Office consists of five offices, one large conference room, a small kitchen area, one library area, one storage area and one restroom. All offices are open concept and may have more than one employee. Some of the offices are being used as storage areas.
The conference room has multiple tables and chairs that can be rearranged, a plotter, a portable white board, a built-in wood cabinet with one large monitor, and some storage cabinets. There is a door that exits to the outside rear of the building (walk-out). The conference room also doubles as a break room and has a small counter with cabinets, one large porcelain sink, a microwave, and one full-size refrigerator.
The storage area contains multiple storage shelf units, filing cabinets, bookcases, and map cases. The library consists of multiple filing cabinets, more map cabinets, a couple of microfiche machines, and a small table. The restroom has one toile and one sink.
B.2.2. Fire Office The Fire Office and was originally a warehouse and a garage. The original building was completed around 1966 or 1967. The building was remodeled in the early 1990’s with the North end (garage area) sitting at ground-level and the South end (warehouse area) sitting a bit above ground. Square footage is approximately 2,500 square feet. Overall walls are 85% painted drywall, 10% wood paneling wainscotting, and 5% floor-to-ceiling wood paneling. Lighting throughout is fluorescent tube in the dropped tile ceiling. Restroom lights are ceiling-mounted fixtures. Windows are primarily vertical sliding with the restroom windows being horizontal pivot-type. Flooring is 95% carpet, and 5% sheet linoleum.
The Fire Office is comprised of one office, two open concept office areas, one conference room, one copier room, two restrooms and one stairway. The floor plan does not accurately show where walls are located on the South end but the general layout has been identified for the entire building. The stairs bridge the ground-level space and the upper-level space between the Copier Room and the Conference Room.
All office areas have desks, filing cabinets, bookcases, storage cabinets, and may have more than one employee occupying them. The copier room has a copier, a dispatch desk, multiple file cabinets, and a mail area with a small built-in workspace. There are also several wood cabinets with workspace on top of them.
The Conference Room doubles as a Break Room and has a couple of long metal framed tables with chairs, one full-size refrigerator, a microwave, a bookcase that is used for food storage, and bookcases.
There are two restrooms. One restroom has one toilet and one sink in a vanity with a mirror above the sink. The other restroom has one toilet and one wall-mounted sink with a mirror above the sink.
B.2.3. Fire Cache/Carpenter Shop The Fire Cache/Carpenter Shop is comprised of the Fire Cache on the South end and the Carpenter Shop on the North end. The building is one level and only three restrooms will be serviced, two restrooms in the Fire Cache and one restroom in the Carpenter Shop.
Square footage for the three restrooms is approximately 300 square feet.
The floor plan only shows the Fire Cache (South end) of the building and does not show the location of the restroom in the Carpenter Shop on the North end of this building. The Fire Cache was remodeled, and the floor plan has not been updated but the location of the restrooms is correct. Both entrances are concrete stairs with a metal handrail.
The Fire Cache is comprised of an Office/Storage room, a Conference/Ready Room, the Fire Shop, a Tool Shop, and two Restrooms. Only the two restrooms will be serviced. The restrooms are located between the Fire Shop and the Tool Shop areas. One restroom has one toilet, and one sink in a small storage vanity while the other restroom has only one toilet. Flooring is painted concrete.
The Restroom in the Carpenter Shop is approximately 100 square feet and is comprised of one toilet and one sink. Flooring is painted concrete.
B.2.4. Cookhouse The Cookhouse is a two-level building with a main floor and a basement and is approximately 2,500 square feet. The basement is not part of this contract. There are two entrances, one into the Conference Room and one into the Kitchen. The entrance into the Conference Room is concrete stairs with metal rails on the outside. The entrance into the Kitchen is concrete stairs with a chain along the outer edge. This entrance has doubled as a loading dock.
The Cookhouse is comprised of one kitchen, one pantry, one large conference room, two bunkrooms, one bathroom, one small storage closet, and one janitorial closet. Walls are 70% painted drywall, 20% wood paneling wainscotting, and 10% floor-to-ceiling wood paneling. Lighting can be either ceiling-mounted fixtures, enclosed fluorescent tubes, or wall-mounted fixtures. Heat sources are a combination of small, built-in, wall heaters, and electric baseboard. Windows may be original, horizontal, pivot type with aluminum framed screens; newer, double-hung with the lower window being a horizontal pivot type with storm screens; or vertical, crank type. Flooring is 50% carpet and 50% sheet linoleum.
The pantry has open shelving for residents to store their food.
The janitorial closet has a large, wall-mounted, porcelain mop sink.
• Cookhouse – Kitchen The Kitchen is a shared kitchen for the residents that live on-site in the Bunkhouses.
There are two full-size refrigerators, two full-size standing freezers, and a commercial type of dishwasher. There is one stainless-steel, triple basin sink with drainboards on both ends and one stainless-steel double basin sink. In the middle of the kitchen there are two electric range tops surrounded on three sides by a metal housing unit and one large worktable with some chairs on the backside of that unit. Three walls have built-in, wood cabinets and cupboards with a Formica-type countertop. There are multiple types of small appliances on the counters. One wall has a porcelain tile backsplash, and one has 1970’s style, floor-to-ceiling, wood paneling. The Kitchen also has one large walk-in freezer that is not part of this contract.
• Cookhouse - Bathroom The Bathroom has one toilet, one sink with a built-in medicine cabinet above it, and one molded plastic shower stall insert with a hinged, obscured glass door.
