*Item 003 is an option item. The Contractor shall inspect the pump and provide an estimate to repair the system. Before any repairs take place, the CO and COR shall confirm price reasonableness of the parts and repair offer before exercising the option to repair. If the Government decides to exercise the option, it will take place with a separately funded modification to the contract.
SECTION B – STATEMENT OF WORK
Avery Work-Station Center-Idaho Panhandle National Forests (IPNF)
General Information
Avery Work Center has a 7000-gallon septic system with a duplex lift station centralized in the compound, with a secondary duplex lift station located off the southwest corner of the ranger station. The contracting officer shall be notified in writing 10 days in advance of services to arrange an on-site government inspector. The system requires pumping, cleaning, and inspection of components, including pumps, operating, electrical controls and alarm systems.
Pumps shall be tested in place to test function and be pulled and visually inspected for defects.
The lift stations shall be inspected for faulty components and systems shall be inspected for proper function, testing controls, alarms, and float switches. Components requiring replacement or repair shall be itemized and submitted with repair quotes to include recommendations and labor estimates to the contracting officer within 5 business days of completed inspection. Work also includes repair and replacement of system components. If repairs and parts are required, the contract will be modified to include repair and /or replacement of septic system components.

Scheduling Work The notification may be by phone, fax, or other means. The Government will place orders that are the most efficient taking into consideration mileage, locations of toilet vaults, and estimated gallons to be pumped. The Contractor shall complete the required servicing within 10 business days after notification of requested service unless otherwise authorized. Generally, servicing shall be between the hours of 8 A.M. and 5 P.M. Occasional emergency pumping service may be required and may be outside the 8 and 5 P.M. constraint. Response time for any emergency service will be by mutual agreement between both parties.
Definitions:
Sewage: liquid, semi-liquid, and solid waste matter.
Debris: all other refuse found in vault toilets, to include but not limited to items such as cans, bottles, rocks, sticks, logs, clothing, plastic bags and containers, metal products, pinecones, waste food products, cardboard, paper products, diapers, sanitary napkins, miscellaneous trash, etc.
Vendor Representative Prior to the start of work, the Vendor shall designate in writing a person to act for him/her during his/her absence from any work site and shall specify the scope of their authority.
Equipment The Vendor shall furnish all toilet pumping equipment, tank truck (a truck that can reverse the suction process and create a pressure force to free clogged lines and break up heavy solids), tools, and other equipment and supplies necessary to perform work in accordance with these specifications. The tank capacity shall be no less than 1,500 gallons. A four-inch minimum suction hose and attachment couplings shall be utilized to accomplish all pumping requirements.
Contractor shall furnish a minimum 30 ft. long suction hose to access vaults and tanks. Suggested tools include: Two six-foot-long clam rakes with six-inch-long tines (tines shall be dulled or rounded on the ends to prevent injuring the pumper or his/her helpers and from puncturing vault liners), a long handled grabber, plastic bags to haul away of the miscellaneous debris and brushes designed for cleaning up any spilled waste. Minimum of 100 feet of garden hose for fresh water.
A multimeter for testing electrical components.
1.01 SUMMARY
A. This item shall consist of the pumping and/or pumping and cleaning of existing septic tanks; for preparation prior to removal or destruction or for normal routine maintenance; at locations within campgrounds or administrative sites as shown on the drawings.

1.03 QUALITY CONTROL
A. Pumping of septic tanks shall be in strict compliance with State of Idaho’s Rules Governing the Cleaning of Septic Tanks, IDAPA 16, Title 01, Chapter 15.
B. Contractor must possess a valid permit from the Idaho Department of Health and Welfare for the operation of septic tank pumping equipment.
PART 2 – PRODUCTS
2.01 MATERIALS
A. Fresh Water.
1. Where water is available, contractor may obtain fresh water from Forest
Service site, unless otherwise specified by the Contracting Office.
Otherwise, contractor must provide his own supply of fresh water for cleaning septic tanks.
PART 3 - EXECUTION
3.01 GENERAL
A. The Contractor shall use separate hoses for cleaning septic tanks and for obtaining fresh water. Every precaution should be taken to prevent contamination of water sources.
B. Disposal of septic tank waste (effluent and solid waste) shall be by the following methods:
1. Discharging into a public sewer.
2. Discharging to a sewage treatment plant.
3. Burying under earth in a location and by a method approved by the
Department of Health andWelfare.
4. Drying in a location and by a method approved by the Department of Health and Welfare.
C. The Contractor shall be responsible to obtain necessary permissions, permits and pay all fees required to dispose of the waste.
3.02 PUMPING
A. Waste shall be pumped by a commercial hauler with equipment for pumping, cleaning, and hauling septic tank waste. All pumpable waste shall be removed.
B. Septic Tank
1. Access to septic tanks for pumping and cleaning shall be through manholes provided. Normally the top of the manholes (usually one for each of two compartments) are located at the surface of the ground and visible.
3.03 NORMAL CLEANING
A. Septic Tank
1. The pumping procedure for a septic tank requires the removal of almost all accummulated bottom sludge and all top scum mat. The liquid level shall be lowered sufficiently below the outlet to prevent sludge and scum from entering the distribution system before breaking up the scum mat for pumping.
A long-handled tool should be used to pull sections of scum from the far ends of the tank towards the pumpout hose. Following the scum removal step, the bottom sludge and septic tank wastewater should be pumped out. It may be necessary to back flush the tank by reversing the suction of the vacuum pump to force loose the accumulated solids from the bottom of the tank.
2. Normal maintenance pumping of a septic tank will leave no more than 5 inches of a water-sludge mixture in the tank.
3. After the required amount of septage has been pumped for a normal maintenance pumping, the hauler shall inspect the inlet and outlet baffles and pipes for signs of clogging or deterioration. Condition of the septic tank shall be reported to the Contracting Officer.
4. Upon completion of the pumping and inspection, the contractor shall replace the manhole lids and restore the distrubed surface to the original condition.
Contractor shall remove, clean, and replace effluant filter.
Offsite Disposal of Sewage and Debris The Contractor shall be properly licensed and shall be responsible for making disposal arrangements, including disposal of all effluent, debris, and trash, and payments of all fees. Disposal shall conform to all Federal, State and local laws and ordinances.
The Contractor shall be responsible to prevent spillage and to haul all waste material (sewage and debris) in watertight containers. Handling of waste material shall be in accordance with applicable health regulations.
Conduct of Personnel The Contractor and his/her employees shall make every reasonable effort to prevent interference with the normal use and occupancy of recreational areas while engaged in the performance of the contract.
Due to the nature of the duties under the contract, the Contractor and his/her employees shall keep themselves and equipment presentable at all times. The Contracting Officer may, in writing, require the Contractor to remove from the worksite any employee the Contracting Officer deems incompetent, careless, discourteous to the public, or is otherwise objectionable, or for theft, possession and/or removal of material, supplies, equipment, or any Government-owned property.
Resource Damage Any damage or defacement that occurs to Government property or land resources during the Contractor's operations shall be repaired at the Contractor's expense to its original condition. Onsite inspection will be made by the COR prior to acceptance of work. Contractor shall follow Forest Service protocol on cleaning up hazardous or chemical spills.
Contractor Quality Control The contractor shall identify the quality control inspection system it will use to ensure that contract specifications will be achieved. At no time shall the Contractor rely upon Government inspections to provide notification of unsatisfactory performance. The Contractor shall produce written inspection records in a format at times and places satisfactory to the Contracting Officer. Inspection records shall be made available upon request of the contracting Officer and be maintained until the date of contract closure. The Contracting Officer may observe the Contractor’s inspection at any time and shall otherwise have unlimited access to the inspection data.
Measurement and Payment Invoices shall be submitted for all work under this contract within ten business days of completion of the work. The Contractor shall provide a detailed invoice.
The Forest Service is utilizing the Invoice Processing Platform (IPP) for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. IPP is a secure Government-side, Web-based invoice processing service. Visit http://www.ipp.gov to learn more.

Potential Safety Hazards The contractor shall bear the sole responsibility for taking all appropriate actions necessary to prevent accidents and injuries to individuals at the worksite.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

452.204-70 Modification for Contract Closeout (OCT 2021)
Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:
(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
Insurance Coverage
Pursuant to FAR clause 52.228-5, Insurance-Work on a Government Installation, the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below:
(a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers.
(b) General Liability. (1) The Contractor shall have bodily injury liability coverage written on a comprehensive form of policy of at least $500,000 per occurrence. (2) The Contractor shall have property damage liability insurance shall be required in the amount of $250,000.
(c) Automobile Liability. The Contractor shall have automobile liability insurance written on a comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and 500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage or loss.
(d) Aircraft Public and Passenger Liability. When aircraft are used in connection with performing the contract, the Contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger injury. Coverage for passenger injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.

52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price, Past Performance and Technical.
Technical and past performance, when combined, are as important as price.
The Government will make an award based on the best value using a comparative evaluation of offerors looking at price and past performance as well as technical factors.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
