PURPOSE

The Nez Perce-Clearwater National Forest needs deferred trail maintenance on trails across the Forest. This project is one of the implementation projects of the Great American Outdoors Act (GAOA). The goal of the GAOA project is to reduce deferred maintenance of recreation infrastructure.

STATEMENT OF WORK

The work includes logging out and brushing on non-wilderness and wilderness trails as described in the technical specifications. Contractors shall be held responsible for all downed trees on trails within the clearing limits; there will be NO tree counting. The Contractor(s) shall furnish all labor, supervision, equipment, and materials to perform all operations necessary to accomplish the work in accordance with the contract terms, conditions, specifications, drawings, and contract attachments/exhibits.

PERFORMANCE DEADLINES

The starting dates in the table below are estimates of when work may begin on an Item;

however, not all trail segments within an Item are expected to be open on that date.

Regardless of actual starting date, all Trail Deferred Maintenance Items shall be completed no later than the dates shown in the table below for the year in which award or renewal was made.

The Contractor shall make progress at a rate that will assure completion of work by the required completion date for each Item. Award of more than one Item to a Contractor will not change the required performance period for each Item. If multiple Items are awarded to one Contractor, the respective performance times will run concurrently, not consecutively. Work may be performed on each Item in succession provided a rate of progress is maintained to ensure completion of all work by the required deadlines.

The Contractor may begin work under the contract when conditions are suitable and upon issuance of a Notice to Proceed (see FAR 52.211-10 Alt I).

GOVERNMENT FURNISHED PROPERTY NONE

USE OF MOTORIZED EQUIPMENT AND VEHICLES

It is the responsibility of the successful bidder to ensure that motorized equipment and/or transport/use is commensurate with the management directions for the areas in which the trails are located. The Nez Perce-Clearwater National Forest Motor Vehicle Use Map (MVUM) for the Clearwater NF and Forest Access guide for the Nez Perce NF provide information on roads and trails with motorized use restrictions. These guides are available from Nez Perce-Clearwater National Forest Supervisor’s and Ranger District Offices. All areas outside of wilderness provide for the use of chainsaws.

STOCK LIMITATIONS

In order to decrease chances for site degradation, the use of saddle and pack stock will be kept at the minimum necessary to accomplish the project. A maximum 6 head per trip addresses the initial camp and tool supply. Once tools and camp are transported into the job site, use of stock will be limited to 3 head* during the length of the project. At the end of the project and for complete camp movement during the project, stock shall not exceed 6 head. Stock not in use shall be removed from the National Forest until such time as they are required.

*Based on a 2-person crew – 2 riding and 1 pack animal. (Requests for additional stock will be submitted in writing and approved by the CO prior to use.)

CAMPING. There are a limited number of campsites in some trail areas. Campsites shall be addressed and designated at the pre-work meeting. The Contractor's campsite will be subject to weekly inspections by a Government Inspector to assure that minimum impact requirements are met.

(SEE ATTACHMENT: Minimum Impact Camping Guidelines)

CLEANUP OF WORK AND CAMP AREAS. The project area(s) shall be restored to as close to its original natural appearance as possible. The work area impact must be kept to a minimum. All debris and litter shall be removed from site. Litter shall be packed out, and the native debris shall be scattered outside the trail clearing limit. No debris shall be scattered into any stream, lake, snow pond, meadow, or other water course. (SEE ATTACHMENT: Minimum Impact Camping Guidelines)

Noxious Weed Closure Order. The contractor shall comply with the Special Order issued for all National Forest System Lands within the State of Idaho which prohibits the possession or storage of hay, straw or mulch that is not certified by an authorized official as being Noxious weed or Noxious Weed Seed Free. A Contractor possessing hay, straw or mulch in the National Forest shall present the weed free certificate upon request.

Access and Equipment Drops in Wilderness:

Use of motor vehicles (including trail motorcycles, ATV’s) and motorized/mechanized equipment (such as chainsaws, generators, or bicycles) are prohibited in designated Wilderness Areas.

Use of helicopters for equipment/supply drops or for ferrying personnel into a Wilderness area will not be allowed.

In general, storing equipment, personal property or supplies at one cache site for more than 14 consecutive days within a 45-day period is prohibited in both Wilderness and Non-Wilderness areas, subject to specific Wilderness stay limits.

MINIMUM IMPACT CAMPING GUIDELINES

INTRODUCTION: Welcome to the Clearwater and Nez Perce National Forests and to the Recreation, Trail and Wilderness resources we are proud to manage. We take protection of these resources very seriously. Please respect and protect the natural environment, especially in Wilderness. Leave the area clean and in its natural condition. The following thoughts and procedures are provided to help educate contractors and visitors about minimum impact camping and its practical application. Good luck and thanks for helping manage your National Forests.

Campsite Selection: Careful selection of your campsite is key to protecting natural resources. Choose the site thoughtfully and use it lightly. In some instances campsites will be pre-selected for you. If possible, select previously used campsites and stay within the previously impacted area to reduce vegetation loss. Select campsites in durable areas at least 200 feet from lakes, streams, and trails. Pick sites which drain well naturally. Do not construct drainage ditches, lean-to’s, or bough beds.. Self supporting tents and foam pads are alternatives to using native material.

Standing dead and live trees will not be damaged, notched, or nailed to. Shims or padding must be in place when rope is tied to trees. Green trees will not be cut without CR or representative approval.

The camp area shall be maintained to present a clean, neat, and orderly appearance. It will be kept clean and free of litter at all times, (e.g. cans, pull tabs, cigarette butts, bread closures, foil.) Firewood debris and chips will be raked weekly during camp occupation and wood kept in a stack.

1. Caching: Equipment caches are prohibited. All equipment (including stoves, tables, beds, tools, dishes, etc.) and supplies (including camp gear, food, and horse feed) will be packed out at end of the project.

2. Food/Garbage Storage: During night-time hours and when the camp is unoccupied store food, garbage and other attractants in a manner that makes them unavailable to wildlife. Only paper, wood and food scraps are considered “burnable”. Food scraps must be burned completely if disposed of in a fire ring. All other garbage (metal, glass, plastics, foils, etc.) will be packed out.

3. Toilets: Pit-type toilets with or without tent covering are mandatory at all camps. Pits will be located at least 200 feet from any water source. Holes must be dug at least to mineral soil depth (no shallower than 8 inches) and sufficient for planned use period.

Plan ahead. Length of stay may require several pits. Each pit will be filled in, either when it becomes full or by the end of the use season or project, whichever timeline arrives first.

4. Fire Rings: Use existing fire rings if they are available, but do not build new rock fire rings. Use a fire pit or fire pan to contain warming/cooking fires. Choose a site with mineral soil that will not damage existing trees, tree roots or leave black scars on boulders. Keep fires small; burn all wood to a fine ash. For extended use at one campsite, periodically scatter resulting ash, continue using the same fire pit. Burn dead and down material. If adequate dead and down material is unavailable, the COR or representative will designate snags to be felled for camp wood. Felled trees will be low-stumped at no more than 3” height from the ground level.

5. Waste Water Disposal: Waste water shall be disposed of in leach pit at least 200 feet from springs, streams or lakes. The pit shall be a minimum 2 foot x 2 foot x 2 foot and shall be filled with rock two to eight inches in diameter. The leach pit shall be covered with at least 2 feet of compacted soil when camp is closed.

6. Minimum Impact Stock Use: In order to decrease chances for site degradation, the use of saddle and pack stock shall be kept to the minimum necessary to accomplish the project. A maximum 6 head per trip is allowable for the initial camp and tool supply.

Once tools and camp are transported into the job site, use of stock will be limited to 3 head during the length of the project. At the end of the project and for complete camp movements during the project, stock will not exceed 6 head. Stock not in use shall be removed from the National Forest until such time as they are required.

Avoid tying directly to trees. Allow stock to graze loose when possible. Use hobbles, pickets, high lines, or rope hitchrails to avoid scarring trees and compacting soil. “Tree-saver” straps help avoid scarring when a rope hitchline is attached to a tree. If tree-savers are not available, use shims or padding to protect tree bark. When tying stock on highlines, tie at least 6’ from tree to protect the tree trunk and roots.

Stock handling facilities will be located at least 200 feet from any water source. Manure will be scattered to hasten decomposition.

In many areas forage is scarce. Check with the Ranger Station for current information about local conditions.

Certified Weed Seed Free Hay is required. On-site proof of certification is required.

In order to slow the spread of non-native plant species, the use of weed-seed-free feed (i.e.

pellets, grain, packaged feeds other than hay) is encouraged. Supplemental livestock feed, when needed, will be processed pellets or high quality (e.g. first cutting) alfalfa hay and/or grain. Rolled oats is required. Utilize feed bags and hay netting to contain feed and avoid introduction of non-native species.

Stock salt will be in block form and secured off the ground in a waterproof container.

Locate salt at least 200 ft away from camps, trails, and live water. Salt must be removed when livestock are removed.

When on trail, pack and saddle stock must be ridden or led and not permitted to run loose (except for short time periods when an animal becomes crippled or where safety dictates otherwise.) Avoid cutting switchbacks to prevent erosion.

Death of a horse or mule on National Forest lands shall be reported to the Forest Service as soon as practical. In general, dead stock may be left to decompose in remote backcountry areas providing they are a sufficient distance from trails, campsites, and surface water sources (approximately 300 ft. for water sources). In the event an animal is located near a trail, campsite, or water source, the contractor will provide a proposal for disposing of the animal, subject to approval by the Forest Service Representative. If the dead animal is located in a roaded, accessible area, it should be removed from National Forest lands.

7. Naturalize Campsites: Return all camp areas to their natural condition. Collect and pack out all litter, equipment and any tie lines from site before leaving. Clean out fire ring and replace topsoil and sod if it is removed for a fire pit. Fill in outhouse holes, sump holes, any ditching and any holes created by stock. Scatter any manure on site. Return logs, rocks, limbs, etc. displaced during camp set-up.

8. Wilderness Consideration: Solitude is an important part of wilderness visits. Minimize your impacts on others by camping away from other campsites. Leave pets at home.

Keep noise to a minimum. Be courteous in sharing the trail with others.

The Contractor shall perform services for the following work items in accordance with the contract requirements for trail maintenance. The following requirements are tailored from the standards from “Construction of Trails and Trail Bridges on Forest Service Projects (10/30/2014)” to meet the services required for the deferred trail maintenance on the Nez Perce-Clearwater N.F.

- Brush Cutting - Section 981

- Logging Out - Section 982

- Clearing Limits - Section 981 & 982

These specifications have been tailored to suit the services for trail maintenance and supersede the version found in the “STANDARD SPECIFICATIONS FOR

CONSTRUCTION OF TRAILS AND TRAIL BRIDGES ON FOREST SERVICE

PROJECTS, U.S. Customary Units, National Technology and Development Program, 10/30/2014,” which supersedes the 1996 Standard Specification for Construction and Maintenance of Trails. The website below is for reference only to review only:

981.01 Work. This work consists of removing brush and trees less than 6 inches in diameter, and shrubs within the clearing limits.

Requirements

981.02 General. Remove all limbs of shrubs and trees that extend across or into the clearing limits as SHOWN ON THE DRAWINGS or 1 ft. above the top of the cut-slope of all ditches, catch basins, and trail structures, whichever is greater. Saw or cut limbs flush with the tree trunk. Make cuts in a manner that will not tear or strip bark from the trees.

Cut and remove from the clearing limits all woody plants exceeding 0.5 inches in stem diameter or one (1) foot in height. The maximum size material to be cut under this specification is 6 inches in diameter when measured at a height of 6 inches above the ground on the uphill side of the stump.

Cut all brush and small, woody plants as near flush to the ground surface as possible.

When impractical to cut plants flush, the maximum stem length shall be 2 inches.

Remove all woody material for a minimum of 3 inches below the trail tread surface. Fill holes in the trail tread caused by removing woody material with suitable material.

Scatter the clearing debris removed from the clearing limits outside and below the clearing limits. Do not place materials in stream channels, drainage ways, ditches, culvert inlets, or other locations where they would prevent the free flow of water away from the trail bed.

Measurement

Requirements

982.02 Clearing Out. Cut and remove all logs that extend across or into the clearing limits as SHOWN ON THE DRAWINGS or 1 ft. above the top of the cut-slope of all ditches, catch basins, and trail structures, whichever is greater. This includes all previously cut logs within the defined clearing limits. All limbs from fallen trees that extend into the clearing limits must be cut flush to the bole of the tree and removed. The portions of cut logs that remain on the upper side of the trail shall be either firmly anchored to prevent sliding or rolling onto the trail way or moved across the trail to the lower side and scattered outside the clearing limits.

Fell all trees over 3 inches in diameter that are leaning into the clearing limits and that are within 10 feet above the trail bed as SHOWN ON THE DRAWINGS. Stump height of leaning trees that are cut outside the clearing limits shall be cut flush on the uphill side of the stump. Disposal and payment for the leaning trees described above will be the same as for down logs and trees.

Remove roots, root wads, and stumps from trees within the clearing limits that have been uprooted. Fill any holes within the clearing limits with suitable material and compact.

Rerouting the trail around windfalls, uprooted trees, and other obstacles will not be permitted. Repair sections of the trail tread that have been damaged by uprooted stumps as necessary to provide safe passage on the trail. Payment for such work will be incidental to the specified work item, and no extra payment will be made.

Remove sticks or wood chunks exceeding 2 inches in diameter or 1 foot in length that have fallen on to the trail bed.

Scatter the down trees on the lower side of the trail way outside the clearing limits. Do not place such materials in stream channels, drainage ways, ditches, culvert catch basins, or other locations where they would prevent the free flow of water away from the trail bed.
