PRIMARY TASKS

ITEM 1.1 CONTAINER CLEANING

Cleaning (dipping) of empty containers is for sanitation and reuse. An English-speaking contract foreman will remain with the container sorting and dipping crew. At the cleaning/dipping area, the contractor will place blocks/plastics into the dipping basket for dunking in the hot water tank.

As a note some of the plastic containers are dipped as loose individuals, such as gallon pots and D40’s, 20 of these individual plastics will equate to the same as 1 Styrofoam block or 1 plastic tray for counting purposes. After the blocks/plastics have soaked for the specified period of time they will be removed and stacked by the contractor on clean pallets and tied to pallets for removal to storage area. When water temperature falls below the minimum required to kill pathogens, (see Table 1) and/or the water level in the tank is too low for efficient submersion or block/plastic numbers are below efficient tank dipping, this work will be stopped.

ITEM 1.2-1.3-1.4 EXTRACT, GRADE, BAG AND BOX SEEDLINGS AND NATIVE

PLANTS

CONTRACTOR WILL HANDLE SEEDLINGS AS QUICKLY AND EFFICIENTLY AS

POSSIBLE.

A.-Containers of seedlings will be moved from greenhouses to the grading area on conveyors or trailers provided by the government. The government will designate the order in which the seed lots will be moved. Containers of seedlings will be handled by the contractors using the following criteria: Containers of seedlings will be loaded on the conveyors or trailers to ensure seed lot integrity, containers of seedlings will be handled with care to ensure no damage to roots or tops of seedlings occur, containers of seedlings will not be thrown, containers of seedlings will be removed from trailers upon reaching the unloading area. Containers of seedlings will not be moved to the grading area until they are needed, a backlog of trees to be processed will not be allowed. No materials will be placed on top of the containers of seedlings, nor will containers of seedlings be stacked (unless approved by COR or government inspector).

B.-Seedlings or native plants will be extracted from containers using hand pulling stands or tabletops. Government inspectors will visually inspect extracted containers and measure discarded seedlings.

C.-Seedlings will be individually graded for height, diameter, damage, disease, color, fork top, doubles and adequate root systems (see Table 3 and Table 4). Native plants will be individually graded for disease, insect damage, color, and adequate root systems (adequate root systems will be defined at the time of packing). The unacceptable seedlings and/or native plants will be placed in tubs and/or ore carts provided. Government inspectors will visually inspect ore carts and measure discarded seedlings and native plants.

D.-Once graded, the seedlings and/or native plants will be placed on the conveyor in groups of 5, 10 or 15 (as determined by the COR or government inspector) in 10”x10” baggies.

E.-Boxes for packing seedlings and native plants will be pre-assembled by the contractor. Due to minimal space, an overabundance of boxes will not be assembled ahead of needs. Three (3) staples will be placed in the bottom of the box. Each box will be lined with a large plastic bag for seedling protection. Baggies of seedlings and/or native plants will be placed in the lined boxes in the quantity and arrangement specified by the government. Three (3) staples will be placed in the top of the box at closing. Closed boxes will be placed on a pallet on a trailer for government labeling and transport to the freezer storage area. Four (4) wooden stickers (boards) will be placed between boxes of every row.

F.-The contractor will remove any remaining soil and/or culled seedlings to ensure the containers are free from old media before palletizing. Tubs and ore carts will be available for collecting media and culls. The contractor will sort empty containers by size on each pallet. Contractor will tie stacked, empty containers to the pallet in the packing area for government transport to dipping area. The contractor will conduct periodic and daily cleaning and removal of empty containers and debris from the packing and grading areas.

G. The contractor will replace any benchtops that were removed or moved by the contractor, for convenience of moving containers, during the extract and packing task. Occasionally (as determined by the COR or government official) these benchtops can remain stacked if the correct size and number have been replaced in their respective bays in the greenhouses.

ITEM 1.5 MOVING CONTAINERS

Containers of seedlings will be moved from one greenhouse/bay to another greenhouse/bay on conveyors, carts or trailers provided by the government. The government will designate the seed lots that will be moved. Containers of seedlings will be handled using the following criteria:

Containers of seedlings will be loaded on the conveyors, carts or trailers to ensure seed lot integrity, containers of seedlings will be handled with care to ensure no damage to roots or tops of seedlings occur, containers of seedlings will not be thrown, containers of seedlings will be removed from trailers immediately upon reaching the unloading area, no containers will be left on trailers during breaks. No materials will be placed on top of the containers of seedlings, nor will containers of seedlings be stacked (unless approved by COR or government inspector).

ITEM 1.6 RELOCATING CONTAINERS

Containers of seedlings will be moved within a greenhouse, typically for the condensing and organizing of greenhouse space. The government will designate the seed lots that will be moved.

Containers of seedlings will be handled using the following criteria: Containers of seedlings will be moved to ensure seed lot integrity, containers of seedlings will be handled with care to ensure no damage to roots or tops of seedlings occur, containers of seedlings will not be thrown. No materials will be placed on top of the containers of seedlings, nor will containers of seedlings be stacked (unless approved by COR or government inspector).

ITEM 1.7 DUMPING CONTAINERS

Containers of seedlings or media will be moved from greenhouses to the dumping area. The contractor will remove any remaining soil and/or culled seedlings to ensure the containers are free from old media before palletizing. Tubs and ore carts will be available for collecting media and culls. The contractor will sort empty containers by growing size on each pallet. Contractor will tie stacked, empty containers to the pallet for government transport to dipping area.

ITEM 1.8 LAYOUT BENCHTOPS

The contractor will move/layout empty benchtops in greenhouse areas. Contractor will not cause damage to any portion of the greenhouse while moving benchtops.

ITEM 1.9 ROOT PLUG PRUNING

Clients occasionally require that seedlings be transplanted in the bare root fields OR into a plastic container at the Nursery. This requires that root plugs must be pruned to a specific length, which is generally four (4) inches. Government will provide root-pruning tables, number of seedlings to prune and exact pruning specifications. Contractors will provide workers to prune root plugs prior to bagging and placing in boxes for storage or transplant.

ITEM 1.10 ROGUEING (SIZES 20-160) & ITEM 1.11 ROGUEING (SIZE 240)

The Contracting Officer’s Representative will determine the exact start and stop time. This determination will be based on container crop sowing dates and the rate of germination of seedlings. Containers are growing areas for seedlings. An individual container is approximately 2 feet by 1 foot and can have (ITEM 1.10) - 20 to 160 cells per Styrofoam block or plastic tray (ITEM 1.11) – 240 cells per Styrofoam block. The number of containers and the densities will vary with crops and seed lots throughout the greenhouses.

A. - Contractor is required to rogue multiple seedlings from each cell to leave one (1) single healthy growing seedling in each cell.

B.-There will be no method used that will disrupt the root or top growth of the single healthy remaining seedling.

C.-There are no circumstances in which transplanting will be allowed.

D.-Containers will not be removed from bench tops during any operation or task.

E.-Any observation of insect or disease damage to seedlings is to be brought to the governments’ attention immediately.

C.-Labels, flagging, other identifying markers and irrigation equipment will not be disturbed by Contractor's employees during weeding operations.

D.-Any observation of insect or disease damage to seedlings will be brought to the governments’ attention immediately.

E.-Upon completion of work for the day, Contractor's employees will remove from greenhouses any tools, bags of weeds and other implements or debris. Contractors will return tabletops/benches back to original position. Occasionally (as determined by the COR or government official) these benchtops can remain spaced.

F.-Contractor and their employees will not move any containers from benches.

G.-Contractor may use any receptacle to transport weeds. However, no garbage or debris items will be placed in the Government-furnished receptacles. Receptacles used for holding weeds and rogued seedlings will be taken to the ore cart/weed trailer at the end of the day.

H.-Weeding must be coordinated with the routine irrigation schedule.

ITEM 1.15-1.16 FILLING CONTAINERS WITH MEDIA

Contract employees will use the dirt filling machine to fill plastic trays and/or Styrofoam blocks with media in preparation for sowing seeds. 95% of the cells within each tray and/or block will be filled to no less than 1 inch from the top. There will be no voids (air pockets) within the cell.

Light tamping of blocks with the addition of more media may be required to close voids within cells. Contractors will dust off any excess media from containers before placing on to pallet.

Contractors will repalletize and tie the filled containers for government official to move to the sowing area.

ITEM 1.17 FILLING POTS/ D40’s/D25’s CONTAINERS WITH MEDIA Contract employees will fill individual plastic gallon pots or individual D40’s/D25’s tubes with growing media by hand in preparation for transplanting or sowing seeds. 95% of the growing container will be filled to no less than 1 inch from the top.
