Mogollon Baldy Lookout Repair Solicitation No. 12837120R0010

Statement of Work Mogollon Baldy Lookout Repair Wilderness District Gila National Forest

Project Scope: Work for the Mogollon Baldy Lookout Repair shall include all work necessary to pack in materials and tools for remodeling of the existing lookout tower as well as backhaul of all disposed materials and proper disposal thereof. This project will be unique due to its Wilderness location which requires an approximate pack in distance of 12 miles from Sandy Point which is the best known location to drive to and begin pack. Also, due to the Wilderness location, all work within Wilderness shall be performed with tools which are non-motorized nor electric. All work within the Wilderness will be done with primitive hand tools. Contractor shall consult COR when in doubt of which tools may or may not be used.

General scope of work for lookout tower shall include demolition, disposal and re-construction of existing walls, interior and exterior siding, painting, sealing and roof of lookout cabin as well as design and construction of a new 6’ x 6’ metal building on concrete slab. The approximate lookout cabin dimensions are 14’-4” x 14’-4”. All existing windows and doors shall be reused. Walls for demolition are below lookout windows as well as framing around windows and may require jacking of roof to keep in place during construction. Contractor should expect to bring additional materials in the event that unexpected wood or structure rot is found beyond the scope of this work. Due to the remote location, it is preferred to do additional work as it is found to be needed. However, additional work will require COR approval prior to commencement of work.

Contractor is highly encouraged to understand and inspect the true remoteness and challenges of this project due to Wilderness requirements prior to bidding. This project will pose logistical challenges as well as construction challenges due to the unique location. Due to need to not interfere with lookout duties, this project will be required to be done in a September / October timeframe as lookouts leave, but before it’s too cold. Limited cistern water is available at site for use of livestock and construction. However, tank is only about 500 gallons and not typically full. Contractor should expect to provide supplemental water as needed.

Background: Upon structural inspection of the Mogollon Baldy Lookout tower, it was found that the south wall has wood rot and felt extremely structurally unsound. The western facing wall also seemed very unsound. Due to the remote nature of this lookout tower, it was decided to repair all four walls as well as the roof. All interior and exterior siding would likely be destroyed during construction, so this was also to be replaced including all painting and sealing. This lookout tower is the most remote on the Gila National Forest but serves a very important role in communication and services for fire. Also, due to very limited access, it is paramount that all work be performed to the highest standard to ensure a long lasting product which shall last for many years to come. Additionally, a windstorm blew over the existing pit toilet at site. An incinerator toilet was purchased, but a new building is required to house this.

Locations: This project will take place at the Mogollon Baldy Lookout site in the heart of Gila National Forest Wilderness. The nearest dirt road for access is at the location known as “Sandy Point” located approximately 21 miles east of the town of Glenwood, New Mexico. Access is about 5 miles north on state highway 180 from Glenwood then about 17.3 miles east on state road 159 to Sandy Point. From Sandy point access is via a trail which is approximately 12 miles to the lookout. Winter access is restricted due to extreme winter weather. The trail to the lookout is seasonally maintained, but commonly has obstacles such as fallen trees which must be mitigated by traveler.

Sandy Point State Hwy 180 State Road 159 Mogollon Baldy Glenwood, NM

Tasks The (Contractor) shall provide all labor, materials, tools, equipment, services, testing, supervision and incidentals necessary to perform the work as described:

MOBILIZATION / DEMOBILIZATION: Contractor shall expect to procure and deliver all tools and materials to site for complete reconstruction of lookout cabin as described. Included in mobilization and demobilization will be not only delivery of all tools and materials to trail but also for packing of materials to the lookout. This also includes all food and provisions as needed for several days at site. Contractor shall expect to camp out at lookout site for several days as the trip would be too long to be done up and back in one day.

DEMOLITION: All four existing walls as well as the metal tin roof shall be demolished, hauled out from the Wilderness site and properly disposed of. Care shall be taken on demolition to preserve all windows, doors and other elements not intended for reconstruction. Any damage to these items shall be replaced by the contractor at contractor’s expense. It is intended that all four walls below the windows and framing around windows as well as their siding be removed and replaced with new lumber and siding. In addition, roof shall be removed and replaced. If contractor finds that other elements need to be replaced upon demolition, contractor shall notify COR as soon as possible and a change order may be issued to replace said damaged work as well. Contractor shall consult with COR and district on materials for backhaul. Some materials may be left at site for future use if requested by forest. However, all materials not to be used or requested to stay shall be hauled out and disposed of by contractor.

WALL RECONSTRUCTION: All interior structure of the walls is comprised of 2” x 4” lumber and some 1” x 8” . Contractor shall expose and replace all of the interior lumber under the existing windows as well as between. Any additional lumber which needs replaced beyond this shall be considered a change order. The southern and western walls have the most rot, but contractor shall replace all four walls. The above existing windows and roof may need to be jacked up in place to secure during construction. Contractor shall ensure that windows, doors and all other elements not planned for replacement shall be protected for continued use. Drawings are included with general dimensions but are bot exact. Contractor shall perform all exact measurements in the field. Drawings are intended to give a general idea of scale for the purposes of procurement. It is estimated that contractor shall procure and deliver to site the following lumber for construction:

16 – 2” x 4” x 14’-6” (for across floor and below window) 56 – 2” x 4” x 8’ (to be cut for bracing in walls as well as between windows) 12 – 1” x 8” x 8’ (window sills) 30- 1” x 1” x 8’ (to hold windows)

Contractor shall also bring all tools and fasteners for complete construction of walls.

These are rough estimates for lumber needed. Contractor shall confirm these quantities and possibly bring extra to ensure enough lumber to complete total rebuild of walls. Extra may be needed if additional work is found as well.

Upon completion, contractor shall perform all calking and sealing to ensure a weather proof tight product. Contractor shall also insulate walls with a minimum R rating of R-19.

EXTERIOR SIDING: Once interior framing is complete, contractor shall replace exterior siding for entire structure below windows. Siding shall be a ¾” marine grade siding which is resistant to weathering and can withstand extreme winds and severe weather. Each wall has approximate dimensions of 14’-3” x 2’-9” All four walls shall have new siding placed and securely fastened. All seams shall be caulked and sealed to prevent and moisture penetration.

INTERIOR SIDING: Upon completion of exterior siding, framing and insulation, interior siding shall be replaced for entire interior lower half of wall. Siding shall be tongue and groove type siding, Douglas fir with a smooth medium dark walnut type finish (to be approved by COR prior to procurement). Tilton Cofferd Ceilings may be used as an example, but a COR approved equal may be approved. Completed siding shall be aesthetically complete and professionally installed per manufacturer’s recommendation.

ROOFING: Contractor shall replace existing metal roofing with a new metal roof. Contractor shall demolish existing tin roof and properly dispose of. Upon demolition, contractor shall inspect decking for any damage. If any damage is discovered, COR shall be notified and negotiated for repair. Once decking is inspected and sound, contractor shall replace roof with new metal roofing. Roofing shall be 26 gauge metal roof, brown in color. Completed roof shall be professionally installed and prevent all weather penetrations and withstand extreme wind.

PAINTING: Upon completion of all installation and sealing, all unfinished and exterior lumber and siding shall be painted. Paint shall include all primers as needed and be sky blue (to be COR approved prior to procurement) in color. Painting shall be complete, smooth and consistent in appearance and include all exterior surfaces for a uniform color. Care shall be taken to not allow paint on any surfaces not intended to be painted. In the event of paint incidentally being applied or spilled to said surfaces, complete cleaning of surface shall be performed.

NEW TOILET BUILDING: A new metal building shall be designed, procured and constructed onsite near the previous bathroom location near the Mogollon Baldy Lookout Tower. The building shall be constructed on a rebar meal reinforced concrete slab adequately reinforced and sized to handle wind loads, freezing and all other aspects to maintain a continuous safe structure. The shell of the building itself along with the roof shall all be metal, brown in color. Contractor shall submit design and materials for intended restroom with the bid. Bidders shall keep in mind that this location is over 10,500 feet above sea level and experiences extreme high winds and several feet of snow annually. All construction shall be done to withstand such exposures.

pre-bid and pre-work meeting A pre-bid meeting will be offered at the Silver City Supervisor’s Office for the Gila National Forest. Interested contractors shall be required to attend the pre-bid meeting to solicit questions and fully understand logistics and Wilderness special requirements.
