STATEMENT OF WORK

DEFINITION OF BID ITEMS

PART 1 - GENERAL

1.01 SUMMARY

A. The intent of the contract is to provide for the complete construction of a fully functional project as described in the contract Documents and Drawings. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies, and shall perform all work required to complete the project within reasonably close conformity to the Drawings and Specifications, and in accordance with provisions of the contract.

B. The basis for measurement and payment for all work performed under this contract shall be as listed in “Bid Form.” Unless the work to be performed is specifically called out to be measured and paid for in the Bid Form, payment for such work shall be included in other applicable items of the Bid Form. There shall be no separate measurement and payment for any such work not specifically listed in the Bid Form.

C. Items listed in the Bid Form as lump sum shall be on a lump sum all required basis. No direct measurement will be made for lump sum bid items. Bid items calling for unit prices show estimated quantities of work to be performed. These quantities, although shown with as much accuracy as possible, are approximate only and are for bidding purposes only. Payment to the Contractor shall be made on the quantity of work actually performed by the Contractor.

D. The summation of all bid items under the Bid Form shall equal all work required by the Drawings and Specifications regardless of whether individual items of work are described under bid item descriptions or not. Payment shall be made at the contract unit bid or lump sum prices listed in the Bid. The prices listed therein shall be payment in full for all labor, tools, equipment, materials, etc., which are required to construct respective bid items according to the Contract Documents, including all work and materials incidental thereto.

E. Payment for unit bid items and lump sum bid items only partially completed at the end of monthly pay periods shall be based on a percentage of work completed as determined by the Government.

1.02 DETERMINATION OF QUANTITIES

A. The following measurements and calculations shall be used to determine contract quantities for payment.

1. For individual construction items, longitudinal and lateral measurements for area computation shall be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for geotextiles, netting, erosion control blankets, and roofing shall be along slope lines.

2. For structures they shall be measured according to neat lines shown on the Drawings or as altered by the CO, in writing, to fit field conditions.

3. For standard manufactured items (such as fence, wire, plates, rolled shapes, pip conduits) identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer’s tolerances shall be accepted.

1.03 PAY UNITS

A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:

1. Lump Sum (LS): One complete unit, not directly measured. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.

02/2020 Winy Hill Dump Station Installation 011000 / 2

1.04 METHOD OF MEASUREMENT

A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:

1. ACTUAL QUANTITIES (AQ) - These quantities are determined from actual measurements of completed work.

2. DESIGNED QUANTITIES (DQ) - These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:

a. As a result of changes in the work authorized by the CO.

b. As a result of the CO determining that errors exist in the original design that causes a pay item quantity to change by 15 percent or more.

c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

3. LUMP SUM QUANTITIES (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.

PART 2. - SCHEDULE OF ITEMS

2.01 011000-1 - MOBILIZATION

TEST PERIODS FOR VARIOUS DIAMETERS OF PIPE

Pipe Size K Maximum Computed Time

Inches (Seconds/foot of Pipe) Seconds 4 0.18 113 6 0.40 170 8 0.70 227 10 1.10 283 12 1.58 340 Determine computed time by multiplying the constant K by the length of the test section. It must not exceed the maximum computed time. If the test section consists of pipe of different sizes, the total computed time shall be the sum of the computed times of each individual section.

6. Ground Water Allowance Increase the required test pressure to account for the level of the ground water adjacent to pipe. The ground water allowance is the average of the

02/2020 WINDYHILL DUMP STATION INSTALLATION 026000 / 5

heights from ground to invert of each end of the test section multiplied by 0.433. The ground water allowance shall not exceed 6.00 psi.

7. Test Procedure Preform low pressure air test in the following manner:

a. Pipe section may be water soaked before the test; however, no water shall be permitted in the pipe during the test.

b. Plug the sections to be tested with an airtight stopper. Supply air to the test section until the internal air pressure reaches the value of 4.0 psi plus the ground water allowance. Allow the pressure to temperature stabilize for 2 minutes.

Disconnect the air supply.

c. When the pressure drops to 3.50 psi plus ground water allowance, start the time period. Record the time required for the pressure to drop an additional 1.00 psi.

For the section to be accepted, the test time for the 1.0 psi pressure drop must be equal to, or greater than, the computed time. If the test time is less than the computed time, the test section has failed the test.

8. Repair and Retesting of Defective Sections.

a. Determine the source(s) of leakage and repair the defective pipe section(s) by removing, replacing, and relaying the pipe, or by installing a maximum of 1 manufactured full circle repair clamp per pipe section.
