PART 3 – EXECUTION
3.1 – Paint Application
A total of 3 coats shall be applied to the interior to avoid sagging and meet the final thickness. The second coat applied shall be a different color from the first and third coats to verify uniform coverage. First coats or prime coats should be applied within 12 hours after blast or mechanical cleaning, but always, before any visible rust blooms develop. If rust
Kaibab National Forest, Williams Ranger District Page 27 blooms develop, within any time frame, before a prime coat is applied, that area must be blast or mechanically cleaned again to the appropriate standard before painting.
Interior coatings shall be applied in accordance with the manufacturer's recommendations for immersion service. Exterior coatings must be applied in accordance with the manufacturer's recommendations.
Paint shall be applied during good painting weather. Air and surface temperature shall be within limits as prescribed by the manufacturer for the coating being applied and work areas shall be reasonably free of airborne dust at the time of application and while the coating is drying.
All surfaces to be painted shall be thoroughly dry before next coat application. No paint shall be applied under conditions of rain, fog, mist or when the relative humidity exceeds 85%, or when the steel surface is less than 5 degrees Fahrenheit above dew point.
Materials shall be mixed, thinned and applied according to the manufacturer's printed instructions.
Allow each coat to dry thoroughly before applying the next coat. Provide adequate ventilation for tank interior to carry off solvents during drying phase.
Finish coats shall be uniform in color sheen without streaks, laps, runs, sags, or missed areas.
Paint shall be applied at the specified minimum mil thickness described. Coverage rates shall not be used as an acceptance standard.
The dry paint film thickness above the peaks of the profile should equal the thickness known to be needed over a smooth surface for the desired protection. If it is not possible to use an abrasive sized small enough to produce a desirable height of profile, the dry paint film thickness should be increased to provide adequate thickness above the peaks.
3.2 – Quality Assurance and Inspection
The Contractor shall holiday detect the interior substrates using a low voltage holiday detector. The tank interior shall be holiday free, and any repair areas shall be prepared and coated according to the manufactures’ instructions.
Contractor shall be recommended by the manufacturer as being a qualified applicator of the specified product and shall use individual trades qualified to perform the work required by this specification.

Kaibab National Forest, Williams Ranger District Page 29
Before entry into the tank each work day, the Contractor must evaluate the hazards or potential to which the workers will be exposed. The Contractor must fill out the "Confined Space Data Sheet" daily and file this with daily reports to be given to the Engineer. These include:
1. The physical characteristics of the tank (i.e. head bumpers, tripping, falling, footing etc.)
2. The current and past uses of the tank which may affect the oxygen level toxicity or flammability of the atmosphere in the space, or which may have left a residue of material which could fall on, engulf, or otherwise injure the worker
3. Any special hazards arising from the location of the tank (i.e., relative to other operations, processes or structures) which may endanger personnel inside the tank.
4. Any operations or processes that are to be carried out in, or which involve, the tank while workers or inspectors are inside.
5. For any hot work such as welding, a reading of 10% LEL (Lower Explosive Limit) or 10% LFL (Lower Flammable Limit) as determined by atmospheric monitoring will classify the tank as a Confined Space and is subject to prohibitions or restrictions.
No entry into tank shall occur without monitoring of the atmosphere, using a gas detector each morning before work begins or whenever there is a three hour period where workers were not within the tank.
If the gas detector is not in proper operating condition, then entry shall not be allowed.
At each confined space entry, an employee shall be designated as the Confined Space Attendant. The primary duty of the attendant, when employees are inside the confined space, is to maintain communication with the employees inside the confined space and monitor their status. The Confined Space Attendant will not be assigned any other employees inside the confined space or take the attendant away from the entrance to the confined space. In the event of an emergency inside the space, the attendant shall make all emergency notifications and wait outside the confined space for relief person. The attendant shall not enter the confined space until he or she is properly relieved of attendant duties. At that point, the attendant may enter the confined space to perform a rescue. The rescuer must don the SCBA unit for rescue entry unless communication with workers inside the space clearly indicates that the emergency is not due to air quality.
