Questions and Response
1) Would the USFS accept a properly engineering, manufactured, and installed FIBERGLASS bridge in place of the steel bridge?
No, the forest will not accept an alternative design.
2) Specifically, does the base bid include installation of the bridge or not? In Schedule B, item A-1 includes materials only. This seems inconsistent with the wording shown under bid item 0001 on page 3 of the solicitation form, which includes the words “construct bridge superstructure and railing.” Also, “repair and construction of abutments” appears in item 0001 (A-1) of the solicitation form and in item 0002 (A-2). It seems to us that construction of the abutments and bridge approaches (including rock gabions and timber backwalls) are critical to successful bridge installation; hence our confusion about the abutments and gabions being specified only in the Option 1 bid (item 0002, A-2). Finally, can you clarify what is included in item 0003 (or A-3)?
As for the Schedule of Items, the Base Bid Item A-1 should cover the costs of materials only. Optional Item A-2 to have them reconstruct/construct the abutments, baskets, geocell, etc. Costs to construct the bridge itself should be placed under A-3.
3) What is the last day for questions on this RFP?
Friday June 26, 2020
4) When will a final addendum/amendment be issued?
An amendment can be issued up to the last day of required bid package acceptance. However, if that should happen an extension to the solicitation will occur.
