QUESTIONS DURING PRE-PROPOSAL MEETING:

During the pre-proposal meeting several questions were raised. Each question and answer is provided below:

1. Will there be site visits for the winning contractors before issuance of Task Orders?

Answer: Yes, there will be a site visit and pricing will be submitted by the contractors before issuance of each task order.

2. Do belt scales have to be certified in the state of Colorado?

Answer: Yes

3. What kind of tolerances are allowed?

Answer: Refer to the Forest Service Supplemental Specs and the FP-14

4. What kind of survey is required at each site?

Answer: We will provide GPS coordinates for the corners of each pit. Contractor will need to flag the corners and stay within the flags of each pit area.

5. Are belt scales required to be recertified per location?

Answer: Yes, per location and if there is evidence of the scales being outside tolerance of specification as referenced in the solicitation. All weights must be corrected for moisture daily or each time gradations (AASHTO T27 and AASHTO T11) are run.

6. How much of the natural gradation and moisture is allowed?

Answer: Gradations will be per each task order. Moisture must be corrected back to dry unit weight. Gradations (AASHTO T27 and AASHTO T11) must be performed each 750 cubic yards or 1000 tons with a dry unit weight.

7. How many awardees will there be for this contract?

Answer: We are planning for at least 3.

8. How many pits are there total?

Answer: Currently we have plans for at least 3-5 pits.

9. How long is this IDIQ for and what are the maximums?

Answer: This is a 5 year IDIQ – 1 Base Year and 4 additional Option Years. Options do not have to be awarded. The mas on the contract is 5 million over the 5 years amongst all contractors. Each Task Order will be a minimum of $2,500 and a maximum of $150,000.

10. Are there designated pits where you will be pulling rip, rap?

Answer: We will be pulling aggregate out of most of the pits. We have very little need for rip rap.

11. Is there pit data available on each of the pits?

Answer: We have some historic values on pits, some old data and some new geotechnical data that will be provided with each Task Order. We will provide current geo-tech before issuance of a task order.

12. Why can’t we see the pits before we put in numbers?

Answer: There are 50-60 pits on the Grand Mesa, Uncompahgre and Gunnison National Forests. There will be mandatory site visits for the IDIQ Parent Contract Vendors prior to issuance of each Task Order.

13. Are we required to have a lab on site to run test?

Answer: No a lab is not required on site. Test data must however be provided in a timely manner to protect the contractor as well as the government, each 750 cubic yards or 1000 tons.

14. If the pit is out of spec, will the entire pile be rejected?

Answer: The lot that was produced after the sample was pulled will be rejected. We need to be notified right away if the pit is out of spec. (Section 704 – target values). Must be within target values to get paid.

15. Do different pits have different specs?

Answer: Yes different pits will have different specs. There may be a requirement to truck in material in to meet the PI spec. We will not ask for an unattainable spec.

16. How many years of Past Performance should we include?

Answer: 3 to 5 years of same type of work.

17. Is a Bid Bond required?

Answer: Yes, 20% of your bid.

18. On Task Orders that require cutting of trees, can stumps be buried?

Answer: Trees will need to be cut on some Task Order and stumps will need to be removed.

19. How do we put together a bid without seeing the task order?

Answer: Attendance for site visits for each Task Order will be mandatory.

20. Can we use streams, etc. for dust control?

Answer: We have a reserved right for out of stream flow, but we do not have pond or reservoir rights unless we own the reservoir or pond.

21. Is it required that all equipment be clean and inspected before going onto National Forest lands?

Answer: Yes, we will meet you at the nearest place to the boundary that you can still clean equipment. It will be a reasonable distance before the National Forest Boundary.

22. Is a hotsy or portable washer required?

Answer: If you want to purchase a hotsy or portable washer, that is your call. We do not require it.

23. What is the farthest distance mileage wise?
