Question & Answer Document - Updated 02/05/2020
Q1: If optional acreage is awarded, would that include both Parcel A and Parcel B?
A1: Yes, both parcels are included if project is funded.
Q2: Do we need to revisit/rerecord not eligible sites?
A2: Yes, it is expected that the archaeologists will examine the surface deposits at all of the previously recorded sites relative to the most recent recording in order to determine whether the official eligibility determination continues to be valid. If the determination continues to be valid, a Re-Visitation form completed to minimally document this observation is sufficient. If the determination does not appear to be valid, it is expected that the site will be fully rerecorded and the determination of eligibility updated. If the recorded site boundary does not conform to the boundary as observed during the re-visit, then a new site boundary will be taken with a GPS unit and provided to the Forest Service.
NO, it is expected that the survey crew will encounter previously recorded cultural resources during contracted survey. The company awarded the contract will be provided previous survey reports and cultural resource forms relevant to the project area to be surveyed. This will include all cultural resources, including those determined eligible and not eligible. Cultural resource sites and isolated finds that were previously determined to be “not eligible” with Colorado SHPO concurrence will NOT be revisited or re-recorded. If the contractor happens to encounter the not eligible property during survey, and NEW cultural resource features and/or artifacts are observed, the contractor will document the new findings and contact the District Archaeologist/COR to discuss the findings and next steps (additional documentation needs).
Q3: Please clarify the due date for draft deliverables- October 30, 2020 or November 30, 2020? Just fieldwork completed by October 30th? Section 210 states “Fieldwork for the BASE bid items and all related draft reporting and documentation must be completed by October 30, 2020.” Section 221 of the SOW states “An electronic copy of the draft inventory report(s), photographs, forms, maps, etc. shall be submitted to the COR by November 30, 2020.”
A3: Fieldwork will be completed by October 30, 2020, draft report is due by November 30, 2020.
Q4: Please clarify the dates for draft deliverables. In most instances, the deliverable date is November 30, 2020, but in Section 210 on page 11, the SOW states that “Fieldwork for the BASE bid items and all related draft reporting and documentation must be completed by October 30, 2020”.
A4: See answer to Q3.
Q5: Under work submittals 120, page survey techniques 210, Page 4, the SOW mentions that there are 39 previously recorded sites and isolated finds within the project area, five of which are “unevaluated” or eligible and these require re-visitation and reevaluation for eligibility”. What is the practice then for previously recorded sites that are Not Eligible? Do we still need to revisit and re-record?
A5: See answer to Q2.
NO
Solicitation: 1282CS20Q0007 Pagosa RD FY2020 Cultural Resource Inventory Page 4 of 5
Question & Answer Document - Updated 02/05/2020 Q6: Under Section 210 on page 6, under Base Bid Item 2:2-3-2 Landscape Area timber harvest units
Buckles Lake an Upper Rito, there is a statement about the Buckles Lake Historic District (5AA3500). Some of the Class III APE is adjacent to the Historic District. If during the course of the Class III, new sites or features were encountered and recorded that could extend the historic boundary, would this require complete re-documentation of the Historic District recorded in 2012?
A6: If cultural resource sites are found adjacent to the Historic District, treat them as stand-alone sites for the purpose of this project. If the Forest wants the sites included within the Historic District, we will handle that at a later date.
Q7: I want to clarify that if the optional Bid Item 1.1 were to be funded, the Section 106 compliance report would entail a full report and not an Addendum Report?
A7: A full and separate section 106 report will be required for the optional Valle Seco Federally Acquired Parcels. If necessary, the Forest can extend the due dates for the optional Bin item 1.1.
Q8: Are all of the forest service roads accessible throughout the project areas? Are there private land issues to get to any of the FS parcels and would the contractor be responsible for access? Locked gates, seasonal closures, private lands?
A8: Not all roads are accessible at this time, but that situation could change depending on the outcome of the proposed Valle Seco land exchange. The northern portion of the Valle Seco Vegetation Management Project is currently open and accessible. The southern portion has a locked gate at the Forest/private land boundary. There is no guarantee that the landowner will grant access. However, if the land exchange goes through the road will be open and the land that is currently in private ownership will become Forest Service land and therefore accessible. In addition, the optional bid item will available for bid.
The roads leading to the 2-3-2 Landscape Area Timber Harvest units (Buckles Lake and Upper Rito additions) are accessible. Likewise, there are no accessibility issues for Fawn Gulch, Mill Creek or Kenney Flats prescribed burns.
Q9: How does the San Juan National Forest define “southwestern Colorado” as it relates to archaeological experience? Can experience in any adjacent counties in neighboring states within the same cultural region be considered as experience in southwestern Colorado?
A9: The San Juan NF Heritage staff defines SW Colorado experience as cultural resource experience in one or all of the following counties; Archuleta, Dolores, Hinsdale, La Plata, Mineral, Montezuma, Ouray, San Juan, and San Miguel.
Q10: In the RFP for Bid Item 1 – Valle Seco Veg Management Area, it was stated that 39 sites were previously identified but only 5 “unevaluated” and “eligible” sites need to revisited and reevaluated. Does that mean that contractors are not required to revisit and reevaluate “not eligible” sites? Will this also apply to “not eligible” sites that may come up during the file search?
(Section 130 – Bid Item 1)
A10: See answer 2.
Sites that have been officially determined not eligible by the Colorado SHPO will not need to be revisited and/or re-recorded.
Q11: Will the contractor have access to the USFS campgrounds for the duration of the project and/or receive any kind of waiver for extended stay?
Solicitation: 1282CS20Q0007 Pagosa RD FY2020 Cultural Resource Inventory Page 5 of 5
Question & Answer Document - Updated 02/05/2020 A11: The campgrounds operate under a contract with a concessionaire. The San Juan NF does not have the authority to require the concessionaire to issue a waiver or even a discount.
The CRM contractor could contact the concessionaire directly and see if they could book a camp site for the full season at a reduced rate, but they can in no way indicate that the FS is requesting it.
Q12: Is there a project specific curation agreement needed beyond the general agreement held with the Anasazi Heritage Center?
A12: No agreement is in place for curation. If the CRM contractor discovers an artifact that they feel should be collected, they will contact the District or Forest Archaeologist and discuss whether or not to collect the artifact.
No project specific curation agreement is needed beyond the requirement stated in Section 160 – Contractor Qualifications, that “The Principal Investigator for the project must hold a valid Forest Service Cultural Resource Use Permit for the San Juan National Forest and must have a current curation agreement with the Anasazi Heritage Center in Dolores, Colorado.”
