About this file
This document contains a sources sought notice and summary of work for a construction project. The United States Forest Service, Rocky Mountain Region, is seeking sources to construct a new two-story operations building of approximately 4,500 square feet, a new single-story 4,000 square foot retardant storage building, and a 14,000 square foot mixing/containment pad at the Colorado Springs Municipal Airport. Interested parties must have the capability to perform the construction services detailed in the attached summary of work and respond with company information, size, certifications, and capabilities by February 7, 2020. The construction period is anticipated to last approximately eight months and work is expected to start in summer 2020. The estimated price range for the total project is between $1,000,000 and $5,000,000.

Colorado Springs Airport Air Tanker Base Project Scope
1. Project Location
The proposed Colorado Springs Airtanker Base site is located at the south end of property owned by the City of Colorado Springs, and operated as the Colorado Springs Municipal Airport, in central Colorado. The currently undeveloped site is north of a concrete apron on a facility operated by Fort Carson through their Arrival/Departure Airfield Control Group (A/DACG). The site is also west of Taxiway E which is parallel to Runway 17L/35R. At the west edge of the site is a Vehicle Service Road within the airport’s perimeter fence.
2. Background The decision has been made to develop an Airtanker Base at the Colorado Springs Municial Airport in support of Region 2 Safety and Fire Aviation Management (SFAM). The Colorado Springs Municipal Airport is partnering with the USFS to construct a ramp that can support VLAT operations, and the USFS will construct an operational building, retardant storage building, parking lot, and mixing/containment pad for retardant operations. Operations at this new Colorado Springs Airtanker Base will reduce the risk for crews operating from bases and airports not originally designed for the current fleet of aircraft while providing for VLAT operation capabilities.
3. Project Description and Scope The City of Colorado Springs Airport will construct a ramp; however, in order to be successful in moving operations to the Colorado Springs Airport, the USFS must construct a 2 story airtanker base operational building, a retardant storage building, and a mixing/containment pad for retardant operations.
This contract requires construction of a new two-story operations building that is approximately 4,500 SF in size; a new parking lot to accommodate vehicles for employees as well as delivery of retardant; a new single-story 4,000 SF retardant storage building; and a mixing / containment pad for retardant operations. The equipment within the mixing / containment pad is not included in this contract. Work shall include all site preparation for the new buildings, regrading the site, foundation construction for new buildings, electrical, telecommunications, and plumbing service to new buildings, new building construction, construction of an access road from the existing road adjacent to the site, sidewalk grading/surfacing, and landscaping and irrigation.
The new operations building shall be a slab on grade building to include rough carpentry, HVAC, plumbing, electrical, telecommunications and all finishing. Rooms shall include visitor entry, day room, kitchen, locker rooms, offices, dispatch center, quiet rooms, several office spaces, and mechanical spaces. Renderings of the operations building are shown below:

The new retardant building shall be a slab on grade building to include rough carpentry, HVAC, plumbing, electrical, telecommunications and all finishing. Rooms shall include warehouse space, break room, restroom, an office, storage room, and mechanical space. Renderings of the retardant storage building are shown below:

The retardant containment / mixing pad is approximately 14,000 SF and is designed for a private contractor to provide the necessary retardant mixing and storage equipment. The equipment is not part of this contract. A schematic of the containment / mixing pad is shown below:

This project is codependent on a project being developed and funded by the City of Colorado Spring’s Airport (COS) and the FAA for a “deicing apron”. The new Airtanker Base will be adjacent to this new apron to make dual use of the apron in all seasons. It is also a financially advantageous arrangement for the USFS in that the Airtanker Base project does not need to pay for the expensive development of the apron. However, two owners (COS & USFS) with two projects, their separate contractors and their subcontractors makes coordination an important challenge in the completion of this facility.
4. Project Time The construction period is anticipated to last approximately 8 months and work is expected to start in summer of 2020.
5. Estimated Price Range: The estimated price range for the total project is between $1,000,000 and $5,000,000.
