Amendment 0001 1282BH19Q0002 – Solar Pump Packages – USFS Comanche NG Questions & Answers - Page 4

Question 1: If already registered in SAM, does Section K of the solicitation need to be submitted with quote? What documents are required to be submitted for this quote?

Answer Refer to Section L of the Solicitation which states in part:

L.2 Submission of Proposal Documents – To be considered responsive, the following documents must be submitted:

1-Completed, Signed Offer (SF 1449) Pages 1 and 2. Complete Blocks 17a, and 30a, 30b, and 30c

2-Completed Price Information on Schedule of Items. Page 3. Offeror is required to quote on unit prices and total cost.

3- Completed Section K (Attachment 01) FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Oct 2018) NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically in the System for Award Management (SAM) accessed through https://www.sam..gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) though (u) of this provision.

Question 2: SOW states “Pipe shall be one (1) inch galvanized or threaded schedule 80 PVC with brass or galvanized couplings.” Can the vendor substitute NSF certified NSF-61 Flexible Drop Pipe such as made by Wellmaster and other flexible rising main? What size is the well casing?

No substitutions. The requirements contained in Section C Specifications, galvanized or PVC pipe remains.

Well casing size is 4 (four) inches.

Question 3: Is the pump to be above or below ground?

Answer These are existing livestock water wells, currently powered by windmills. The pump will be installed below ground with the control panel above ground to bring water to a trough/stock water tank at the surface.

Question 4: Will there be a concrete pad for the above ground equipment (solar panels, control panel, etc) to sit on?

Answer Yes Question 5: Is there existing electrical?

Answer No Question 6: Is backup power required (i.e. batteries) to provide water 24 hours/day?

Answer No

Question 7: The water pumps prescribed for the solicitation states minimum flow rate of 5 gallons per minute. What would be the head loss associated with this pumping system?

The Forest Service is changing existing wells from wind power to solar power, so these wells are all over the board. Go with an assumption of depth of 200 feet, and do not assume that the well casing is filled to the top; assume there is minimal water pressure from the standing water in the well.

Question 8: What does it mean delivered?

Answer See Section F of the solicitation, Deliveries or Performance.

Question 9: Section C – Description of Work – We assume the one inch pipe is what is being send down the well with the solar pump attached. This is typically poly tubing, so 1) Verify exactly what we are providing per the specs? 2) If that is the case, how much pipe / tubing is required for each well?

Answer Providing either PVC or galvanized pipe, per the specs. Length is specified in the specs as well. All wells are different, so the Forest Service is estimating an average of 200 feet.

Question 10: Distance from the well to the drinking troughs.

Answer Estimated 10-15 feet.

Question 11: What is the static level of the water in the wells?

Answer It is variable. All the wells are different.

Question 12: Is using flexible pipe acceptable?

Answer No
