Williams Thinning Performance Requirements for all units:

Treatment Type:

• PCT Units: Space all healthy, undamaged trees under 7.0 inches DBH to the spacing indicated on the Performance Requirement Chart. Pile or lop and scatter created slash.

• Fuels Units: Space all healthy, undamaged trees under ten inches DBH to the spacing indicated on the Performance Requirements Chart. Pile or lop and scatter created slash.

•Wetland Restoration Units: Cut all conifer <18” DBH, except whitebark pine. Removal of conifers is intended to reduce encroachment and promote wetland habitat. Lop and scatter or jackstraw created slash.

•Planting Site Prep Units: Fell all standing snags (dead trees) <16” DBH. Pile existing down wood and contractor generated slash <12” diameter on the large end.

Do not select any trees for leave with signs of dwarf mistletoe, root rot, gall rust, bark beetles, or mechanical damage unless there are no other leave tree options. Lodgepole pine with dead tops or yellowing needles should be cut. Spacing can vary up to 25% of the desired distance to leave the most desirable tree and shall not materially increase or decrease the number of leave trees per acre. Lop, scatter, and pullback slash.

Contractor must make their own assessment and decline to fell any snags that pose more risk to cut instead of leave standing/work around. Contractor may fell any snags >16” that pose a safety threat to forestry crews.

• Cut trees shall be felled away from unit boundaries, open roads, closed roads, telephone lines, established trails, stock driveways and trails, fence lines, established land corners, superior trees, dispersed camp sites, and live or intermittent streams. Any trees falling on such areas shall be removed as specified elsewhere herein.

• DO NOT CUT any whitebark pine

• Leave trees by preference are as follows: WBP, DF, ES, and LP

• Trees to Ignore: Do not cut/Do not count the following trees towards spacing/stocking:

Whitebark pine <2.0” DBH, dead trees, tree’s <18 inches tall, quaking aspen and other deciduous trees, unless stated otherwise in “additional thinning specs”.

• Stump height shall be a maximum of six inches above ground and four inches above natural obstacles, with stems severed below the lowest live limb whenever possible. No hang-ups: all thinning slash shall be placed on or near the ground surface, so that it will not lean against or be suspended by an uncut tree.

• If a fence or other range improvement is damaged through the Contractor operations, the Contractor shall repair the damage within twenty-four hours or before starting work on another unit or sub-item, whichever is the shorter time. The Contractor shall notify the Contracting Officer of any such damage by the end of the day.

Species abbreviations are as follows: WBP = whitebark pine, DF = Douglas-fir, ES = Engelmann spruce, LP = lodgepole pine, PP = ponderosa pine, AF = subalpine fir, QA= quaking aspen

Boundary:

PCT, Meadow, and Planting Site Units are flagged in “pink and black” candy stripe.

Fuels Reduction Units are flagged in “orange.”

Roadside Hand piling areas are flagged in “yellow.”

Virtual boundaries may be used where landscape features can clearly be followed. Examples are along roads, fences, or along distinct stand boundaries. Corner trees along the roads are labeled with the project name and unit number.

Contractor will be provided with a georeferenced digital map for use on cell phones or tablets and shall thin the area indicated on the map.

Additional Specifications:

1 - Snags: fall all snags <7.0” DBH

2 - Pile existing down material smaller than five”

3 – Remove all conifers <7.0” DBH (except WBP) within 30 feet of all whitebark pine >7.0”

DBH

4 – Pile existing down material smaller than twelve” large end diameter

Slash Treatment:

• LS: Lop & Scatter; slash accumulations must not exceed eighteen inches in depth. Slash will be cut into lengths of five feet or less. Slash shall be directionally felled away and pulled back six feet from whitebark pine, unit boundaries, untreated areas, trails, fences and the edges of roads.

Directional felling should be used whenever possible to reduce slash depth. Lop & Scatter is incidental to thinning and no separate payment will be made.

• WUHP: Whole Unit Hand Pile. Hand pile all contractor created slash (contractor felled live and dead trees). Piles must be constructed as far as possible from leave trees and 4-6 feet in width and length, and 4 to 6 feet tall.

• RSHP/LS: Roadside Hand Pile / Lop & Scatter. Hand pile slash in mapped areas (450 feet from centerline of designated roads). Lop and scatter slash in the remaining areas of the unit. Areas to be hand piled are indicated on the map.

• JS/LS/G: Jackstraw/Lop & Scatter/Girdle. Lop & Scatter or jackstraw slash to help limit access from livestock into the wetland area. Slash shall be directionally felled away and pulled back six feet from whitebark pine, unit boundaries, untreated areas, trails, fences and the edges of roads.

Jackstraw shall be used unless slash Jackstraw and Lop & Scatter is incidental to thinning and no separate payment will be made.

• PUHP: Planting Unit Hand Pile. Buck all contractor generated slash and down wood (logs) into 6-foot lengths. Hand pile all contractor generated slash and existing down wood <12” diameter on the big end. Piles shall be made 5 to 10 feet in diameter and at least four feet tall but not more than six feet high. Piled material shall be placed in a uniform direction and compacted down to limit air pockets. Minimum size of material to be piled: Limbs and other small pieces under 1.5” diameter on the big end, are not required to be piled. Piles shall be constructed as far as possible from the base and crown of existing live trees as conditions permit.

Additional Handpile Specifications

The objective of piling is to gather and stack slash into compact piles. The piles are to be later burned by Forest Service personnel in late fall when the threat of fire spreading out from piled areas is reduced.

Piles shall be placed six feet away from leave trees if possible. If not possible, additional tree’s may be cut on select tree species to construct a pile. Piles shall be constructed such that all piled slash is perpendicular to slope contour. Piles shall be constructed as compactly as possible, with a core of smaller material at the bottom of the pile to function as kindling, and with the heavier, larger diameter material placed on top of the pile. At least 50% of material in the lower third of the piles shall be composed of small diameter material and attached fines (needles) when available. Material protruding out of the pile beyond the compact portion shall be bucked and added to the pile. Piles shall be located at least thirty feet from whitebark pine and twenty feet from the ordinary high-water mark of live streams. Avoid piling on slopes greater than 50%, lop and scatter when slash is more than sixty-six away from pile.

Piles shall not be constructed:

On wet soils or within mapped RHCAs or scree slopes On top of stumps, within the intake/discharge areas of culverts, or drainage ditches On System Roads, Closed Roads, or Recreation Trails Within twenty feet of property boundaries and county roads.

If a pile is placed on an existing down log, then the log is cut where it leaves the pile to prevent fire spread. Transport all slash up to sixty-six feet from any pile to meet the minimum pile size and specifications. When possible, build piles on U routes/unauthorized forest roads.

Any piles not meeting specifications shall be reconstructed at no additional cost to the Government.

Government Quality Assurance Surveillance Plan and Acceptance Requirements

This plan provides a basis for the Contracting Officer to evaluate the quality of the Contractor’s performance.

Government Quality Assurance Inspection: The Government will, at its convenience, make periodic inspections of the work to assure itself of contract compliance and to perform Quality Assurance Inspections to determine or confirm that the Contractor is performing quality control in accordance with its QCP.

Government Verification Inspection: The Government will conduct verification inspections of thinning to determine compliance with specifications and to provide the basis for computing the rate of payment. Each sub-item will be verified separately and inspection results on one sub-item will not be averaged with those of other sub-items. Determination of the acceptability of the work performed will be based on Verification Inspection (V-I) and will be considered conclusive. The Contractor or a designated representative is encouraged to observe V-I being made.

Government V-I will be completed within 72 hours, not including Saturday, Sunday, or holidays, after Contractor inspection is completed, and completed plot cards are submitted to the Contracting Officer for the sub-item. Verification Inspection percentages shall be determined by use of the formula shown in this section under the Quality Assurance (QA) Requirements – Contractor Inspection. In some cases, the Government may elect to do visual inspections only.

Contractor Inspection - Quality Assurance (QA) Requirements

The contractor is responsible for installing and recording a series of plots in each subunit.

Contractor shall:

• Mark plot centers on the ground with ribbon

• Inspect concurrently with thinning

• Submit legible plot cards to the Contracting Officer prior to requesting COR inspection

• Use the Government-approved QA by installing a series of 1/20 acres circular plots, with slope correction (radius = 26.33 feet). One plot will be installed for every 5 unit acres.

o Plots will be spread across the unit to provide a representative sample of the thinning work.

o Each plot will be examined to record thinning, slashing, lopping, pile construction, stumps, pile location, missed cut trees, missed slash and other specifications. All defects will be recorded on the provided inspection form, as shown in the example from. Each plot will be divided into 4 quadrants along North-South and East-West lines. Each quadrant will be pass or fail due to defects in the quadrant.

o Thinning Quality Assurance: The quality percentage will be calculated by taking the total number of quadrants acceptable divide by the total quadrants to be treated in the entire unit.

Percentage of thinning quality assurance as calculated above shall be rounded to the nearest whole percent.

o Each pile with a majority in a quadrant will be inspected in that quadrant. If less than 50% of a pile is in the plot, it will not be considered in the plot.

o Whips: A quadrant can have 1 whip (an excess tree less than 3’ tall) without being defective. If 3 whips are found on a plot, one quadrant shall be counted as defective.
