About this file

This file contains Questions and Answers (Q&A) addressing key inquiries from potential bidders regarding the Boxelder Job Corps Center Medical Services contract (Solicitation 1282A727Q0004), a 100% small business set-aside RFQ issued by the Department of Agriculture Forest Service.

The Q&A clarifies four critical contract parameters: (1) the 400 annual compensated hours may be consolidated into a predictable weekly clinic schedule with specific days and times mutually agreed upon between the contractor and center, with holiday and closure scheduling also subject to mutual agreement; (2) documentation, meetings, prescription follow-ups, and after-hours calls are not included within the 400 paid hours and are not anticipated or required under the Statement of Work; (3) contractors should prepare to provide services for the full 400 annual hours regardless of historical utilization under the previous contract; and (4) small business prime contractors are subject to FAR 52.219-14 (Limitations on Subcontracting) and therefore may not subcontract the majority of clinical services to large businesses. These responses establish baseline expectations regarding scheduling flexibility, scope of compensated work, service delivery capacity, and small business compliance requirements for interested quoters.

Text version

1. Can the 400 annual hours be consolidated into one predictable weekly clinic day? How are holidays and clinic closures handled?

The exact days and times are mutually agreed upon: i.e. coordinate with the center. Scheduling issues related to holidays and closures are also mutually agreed upon.

1. Are documentation, meetings, prescription follow-ups, and any after-hours calls included within the 400 paid hours, or are these responsibilities expected to be performed outside compensated time?

After hours calls are not anticipated or required per the terms of Statement of Work.

1. How many hours were actually utilized annually under the previous contract?

The provider should be prepared to provide services for the full annual amount.

1. Could you please confirm whether a small-business prime contractor may subcontract the clinical services to a large business and whether FAR 52.219-14, Limitations on Subcontracting, applies to this solicitation?

FAR 52.219-14 is applicable to this solicitation and a small business may not subcontract out the majority of the services to a large business.
