About this file
This is a Questions and Answers document for Pest Control solicitation #1282A726Q0021 dated April 7, 2026. The document addresses two primary inquiries regarding licensing requirements and subcontracting authority for pest control services.
The government clarified that all required State of Washington licenses—including Commercial Applicator, Operator, Structural Pest Inspector (SPI), and Public/Commercial Consultant licenses—must be held by both the Prime Contractor and any subcontractors performing on-site work. Regarding subcontracting, the government confirmed that subcontractors may be used for on-site service performance, provided the Prime Contractor complies with FAR clause 52.219-14(e)(1) Limitations on Subcontracting. Under this limitation, no more than 50 percent of the amount paid by the Government for contract performance may be paid to subcontractors that are not similarly situated entities. Any further subcontracting by similarly situated entities counts toward the prime contractor's 50 percent subcontract limitation. When contracts include both services and supplies, the 50 percent limitation applies only to the service portion of the contract.
