About this file

This is an Amendment (0001) to solicitation 1282A725Q0014 for fire alarm testing services at Curlew Job Corps Center in Curlew, Washington. The amendment includes a question and answer document addressing 10 contractor questions about the requirements.

Key changes in the amendment include the deletion of monthly requirements from Appendices C and D. The Q&A clarifies that virtual site visits are not permitted, site visits must be coordinated through Gary Durham (Gary.Durham@usda.gov), and previous inspection reports will not be provided. Other notable clarifications include that any repairs identified during inspections may be competed or sole-sourced depending on the situation, and bidders should refer to the Statement of Work for details about system types (wet-pipe, dry-pipe, pre-action, and clean agent systems) and device counts. The amendment's effective date is December 3, 2024.

Question Answer 01 Is there potential to conduct a site walk through. See Question 5

Several inspection task lists in Appendix D have a monthly task listed. Will someone onsite be conducting those monthly checks, or will you require the contractor to furnish a person once per month to meet this inspection requirement?

On Appendix C and D, Monthly requirement was deleted.

03 These systems require 2 year and 5 year inspections, correct?

Refer to the Statement of Work

If deficiencies are identified, will we be sole sourced the repairs or will be need to compete for the additional work?

This will depend on the situation and contract regulation and requirements for the situation.

The work location is quite remote, and doing an in person site visit is not particularly feasible.

Would you be willing to do a virtual walk through?

Pg 25 of Solicitation.52.237-1 Site Visit (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Site Visits maybe requested by emailing Gary Durham at Gary.Durham@usda.gov. Failure to coordinate your site visit in a timely manner, will not be grounds for a due date extension. Site Visits maybe individual site visits or group site visits depending on the number of request for site visits. The times of the site visit will be when Government Point of Contact is available. Requesting a site visit in an untimely manner may result in no site visit because of prior obligations of the Government Point of Contact.

Can be provided with the old/prior inspections. No, Please refer to Statement of Work.

Can you please provide the most recent inspection reports for these systems to allow us to better understand the device count in each building? The number of devices in each building dictates the time each inspection will take, and therefore is needed to accurately price the inspection labor.

No, Please refer to Statement of Work for devise information.

Section 1.1.5 references pre-action automatic sprinkler systems. However, it appears there are only four (4) wet-pipe, and one (1) dry-pipe fire sprinkler systems based on Appendix B and F.

Can you please clarify if there are pre-action systems to be inspected as part of this contract?

If so, which buildings contain these systems? Or is the system in the main kitchen for Building 1404 the pre-action system and not a dry-pipe sprinkler system?

Please refer to SOW and Question 5.

Section 1.1.6 references clean agent systems.

However, Appendix F doesn’t indicate any clean agent systems. Can you please clarify if there are clean agent systems to be inspected as part of this contract? If so, which buildings contain these systems? What are the systems and what is the clean agent, how many tanks, and how many fire alarm devices? Or is the system in the main kitchen for Building 1404 the clean agent (or special hazard) system and not a dry-pipe sprinkler system?

Please refer to SOW and Question 5.

In Appendix C and D, for item 1 for monthly frequencies, the task column reads “reserved”.

Does this mean these inspections are reserved for another contract/self-performed and therefore not required as part of this contract?

Please refer to SOW and Question 2 and 5.
