Question Answer
1 Please clarify the performance period of the base and options years. Item #2 & #3 shows 4/1/23 – 2/29/24 for Pine Ridge and Mingo, but Blackwell shows 4/1/23 to 3/31/24, with option years at 2/1 to 1/31 for all option years. Page 39 shows base and options starting on 2/1 and ending on 1/31.
For items 0002-0004, the period of performance is 04/01/2023-01/31/2024 (10 months). For items 0005-0007, the period of performance is 02/01/2023-03/31/2023 (2 months).
2 Please affirm the exemption from Application of the Service Contract Labor Standards under 52.222-53 for this procurement.
This action is exempt from the Service Contract Labor Standards IAW FAR 52.222-53
4 Please advise whether there are any page limitations regarding the submission of the Technical Proposal, Price Proposal, and Past Performance Proposal.
Technical Proposal - 20 Pages Price Proposal - No Limit Past Performance - No Limit
5 Please clarify if the Representations and Certifications should be included with the Price Proposal or as a separate submission.
Include with the Price Proposal
6 Please affirm that the agency will provide personnel laptops in support of the OA/CTS operations. Will the agency also include printers, scanners, and other IT equipment or should the price proposal include such costs?
Laptops imaged with the Job Corps Data Center desktop will be provided. All other equipment should be priced under the proposal cost.
7 The arrival goals assume a WTR of 3.61% for Mingo, 2.53% for Pine Ridge, and 2.61% for Blackwood. Collectively, the WTR for all 3 centers in 2.88%. Please confirm adequacy of arrival goals for each center.
Arrival numbers are provided by the National Enrollee Assignment Plan created by DOL. This is public information and can be found at the following link:
https://www.dol.gov/agencies/eta/jobcorps/nati onal-enrollee-assignment-plan
8 Please clarify whether the South Central LWDA – Menominee County is included in the NEAP Zone in support of the Blackwell CCC.
South Central LWDA is NOT included in the NEAP Zone in support of the Blackwell Job Corps Center.
9 Please confirm that the agency IDs will be provided, and performance tracked on the OA and CTS Report Cards.
Confirmed.
10 Please discuss any AQL damages for OA/CTS vacancies, OA Goal attainment, or Graduate placement rates, if applicable.
See RFP - PWS Section 11 table column titled "Outcomes for Not Meeting this Task"
11 Can we assume there is space on each Center to house OA and/or CTS staff if desired?
Confirmed.
12 Is there a prospect management system currently in place for tracking and communicating with potential students that the awardee will be required to utilize?
Yes, Contractors will utilize the DOL SCOUT contact management system.
13 Will proposals be evaluated by USDA staff or staff from DOL’s Job Corps office?
The proposals will be evaluated by qualified Government personnel.
14 With the Government’s expectation for the contractor to have a presence at the various DOL One Stops, has the Government already arranged and funded the office space necessary at the DOL One Stops or will the contract be required to pay a fee? If yes, can the Government provide more details on these arrangements?
Potential vendors are expected to negotiate with America's Job Centers (One Stops) to provide a presence as a required partner. One Stop fees may apply. Vendors are expected to build in the associated costs to their proposal.
15 Will the Government provide cars and fuel to the contractor? If yes, how many GSA cars are available for OA/CTS use and at which locations?
No
16 PWS 3.3. PRH Chapter 5 Exhibit 501b per DOL OMS requirements, the majority of students are enrolled in the Job Corps program at least 90 days with no center with more than 15% of their arrivals separate prior to 90 days. Can the Government relook this requirement for the contractor since the Center is operated by the Government and the OA/CTS contractor has no function or oversight related to this requirement?
The Department of Labor determines OMS requirements and operators are scored and ranked based on outcomes measured by that system. USDA has no influence to change the requirements.
17 PWS 3.3. PRH Chapter 5 Exhibit 501b per DOL OMS requirements, at least 65% of students sent to Forest Service centers by the contractor graduate from the Job Corps program. Can the Government relook this requirement for the contractor since the Center is operated by the Government and the OA/CTS
The Department of Labor determines OMS requirements and operators are scored and ranked based on outcomes measured by that system. USDA has no influence to change the requirements.
contractor has no function or oversight related to this requirement?
18 With the Government’s requirement for the contractor to travel twice per year to attend national conferences or training outside their area of performance or in the Washington, DC metropolitan area, what are the details for the conference and / or training in terms of number of days of the event and expected attendees (contractor)? Is this attended by all OA/CTS staff or is it limited in attendance?
Conferences typically last a full week with up to two conferences per year. At minimum the vendor is expected to have the PM attend.
19 As per the RFP, the Contractor is required to deliver enrollees at higher numbers than specified here if that is necessary to attain and/or maintain full capacity (100% OBS) at the Center they are operating. Can the Government relook this requirement for the contractor since the Center is operated by the Government and the OA/CTS contractor will inherit the OBS situation that has been impacted by COVID?
The Department of Labor determines OMS requirements and operators are scored and ranked based on outcomes measured by that system. USDA has no influence to change the requirements.
20 As per the RFP, Online Prospects must have applications initiated in OASIS at a rate of no less than 25% of total contacted priority prospects per month.
Can the Government relook and revise this requirement by eliminating duplicate applications from the total?
This is a DOL Job Corps program requirement and the Forest Service cannot revise this requirement. In addition, the online prospect contact ratio is not currently measured by the OMS but is required to be reported to DOL Regional Offices during regularly scheduled conference calls.
21 As per the RFP, the Contractor shall undertake all measures and efforts necessary to ensure that each center listed attains and/or maintains an average monthly On-Board Strength (OBS) that meets the center’s planned OBS. Can the Government relook this requirement for the contractor since the Center is operated by the Government and the OA/CTS contractor neither has the sole responsibility for OBS nor the authority within the Center to be held solely accountable for OBS at a Center?
The Department of Labor determines OMS requirements and operators are scored and ranked based on outcomes measured by that system. USDA has no influence to change the requirements.
22 As per the RFP, when the center reaches planned OBS, the goal becomes maintaining the planned OBS instead of the listed “Arrivals” goal. Can the Government provide an Enrollee Assignment Plan Table (as shown on page 38 of the RFP) that reflects numbers (planned OBS) as the baseline?
Vendors should plan to maintain center OBS once 100% is attained by working with centers to track expected completions or separations. The planned OBS is listed on multiple OMS reports.
23 Should marketing costs for design and production of flyers and other advertisement activities be included as part of the firm-fixed price or will those be treated as an ODC expense?
The National Office of Job Corps contracts with a marketing firm to produce branded materials for centers and admissions contractors. Costs for printing those materials should be considered.
24 Can the Government confirm the contractor should submit a Past Performance Questionnaire (PPQ) for all Past Performance referenced in the Past Performance Proposal?
If the reference is not in CPARS, then the vendor should provide a PPQ for all Past Performance references.
25 Can the Government confirm the contractor staff will be issued Government email accounts in order to facilitate OA and CTS activities?
Vendors may request jobcorps.org email addresses issued by the Job Corps Data Center after contract award.
26 Please provide a definition of “Priority Online Prospects.”
Priority was added in error. Reference to "priority" was taken out of the revised RFP.
27 Please provide the number of Priority Online Prospects by state and county in the recruitment territories for the Mingo (MO), Blackwell (WI) and Pine Ridge (NE) Centers over the past 4 Program Years.
Priority was added in error. Reference to "priority" was taken out of the revised RFP.
30 Is a “Staff Resources” section required similar to what is customarily submitted for Job Corps center operations proposals given language below from solicitation? This is not applicable. See page 15 of solicitation.
33 Will the government pay for contractor employee salary costs incurred during phase-in to complete IT security training (i.e. OA/CTS Director, Outreach & Admissions Counselors, Career Transition Specialists) since the language below seems to require such training to be completed during phase-in? “Upon award the Contractor shall begin requests for Contractor personnel laptops (Government Furnished Property) and access to the Job Corps network and systems, complete Information Technology security training, and coordinate integration of support services with the COR/CO, as deemed required.”
All phase-in costs should be included in the phase-in CLINS (0005, 0006, and 0007)
34 What is the expectation for “work” that should begin during the phase in given language from PWS below? “During this period, work that does not require special system access will be begin.”
This seems to contradict the next sentence which indicates:
“The Contractor shall assume work will begin 60 calendar days after contract awarded.”
Training, and onboarding are some examples of expected costs during phase-in.
36 Please clarify under what circumstances the required Aircraft & Passenger Liability insurance will be needed. For instance, is it meant to cover students/staff for training purposes, if applicable, (i.e. aviation trades) or for some other purpose?

54 The PWS in the RFP states there will be a 60- day transition period; however the PWS referenced in the Sources Sought notice for this opportunity stated a 60-day transition period, but that the contractor should assume work assignments 30 calendar days after award. Can we please have clarification on the length of the transition period?
See the RFP for the current requirement. The RFP supersedes the sources sought notice.
55 How will unplaced graduates/former enrollees be assigned to the new contractor?
